No. #06-126 Date of Adoption Aoril 6 ~ 2006 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&M ASSOCIATES~TRAFFIC SIGNAL WARRANT ANALYSIS WHEREAS, the Borough of Carteret is in need of specialized engineering services with regard to the Traffic Signal Warrant Analysis/Intersection of Industrial Road with Roosevelt Avenue project, WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $10,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T &M Associates for engineering services related to the Traffic Signal Warrant Analysis/Intersection of Industrial Road with Roosevelt Avenue project at a total cost not to exceed $10,500.00 at the hourly rate set forth in T & M's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract. Reiman Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Traffic Signal Warrant Analysis Intersections of Industrial Road with Roosevelt Avenue (Four-Way Stop) and with Roosevelt Avenue (Two-Way Stop) Dear Mayor Reiman: As requested, we have prepared the following scope of services and fee estimate to perform Traffic Signal Warrant Analyses at the intersections of industrial Road and Roosevelt Avenue (four-way stop) and Roosevelt Avenue (two-way stop). Scope of Services We will collect new vehicle turning movement and pedestrian counts at the referenced intersections. In order to collect the highest 8-hours of traffic and pedestrian volumes, we will collect the turning movement counts at the intersections trom 6:30 a.m. to 9:30 a.m.; from 10:30 a.m. to 1 :00 p.m.; and from 2:00 p,m. to 6:30 p.m., on a Tuesday, Wednesday or Thursday. As part of the Traffic Signal Warrant Analysis, we will gather and summarize the most recent 12-months of accident data from the local Police Department. Using the traffic data, we will evaluate the 4-way stop intersection to determine if a 2-way stop control is warranted. We will also evaluate the 2-way stop intersection to determine if the opposite orientation, Roosevelt A venue, should be stop controlled instead ofIndustrial Road. We will prepare a Traffic Signal Warrant Analysis report outlining our findings. We will forward three copies of this report in draft form to Carteret for review and approvaL A final report will be prepared, which will incorporate Borough comments. If one or both traffic signals are warranted, we will submit the final Traffic Signal Warrant report to Middlesex County or NJDOT, as appropriate, for Authorization to Design the traffic signal(s). The traffic data outlined above will be collected within IS-days of authorization to proceed. However, if schools are not in session due to vacations or breaks, the dates of the traffic counts will need to be OV "I¡;" adjusted. The traffic signal warrants provided in the 2003 Manual on Uniform Traffic Control Devices . '}I (MUTCD) will be checked within IS-days of obtaining the alone traffic data. The timing of rece"iving the accident data will dictate the time frame for finishing the warrant study. Fee Schedule Our not-to-exceed estimated fee for the above scope of services is $10,500.00. This fee includes approximately $1,300 for turning movement counts. We will bill the Borough for our services under our current Municipal Engineering Services Contract.
