HomeMy Public PortalAboutr 06:127 ~\c£íalutÜ1tt úf t11c ~úntUglr of QIudcrC±, ~ + JJ + Date of Adoption April 6 , 2006 No. #06-12~ RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACTS FOR ENGINEERING SERVICES WITH T &M ASSOCIATES - WASHINGTON, ROOSEVELT AND HOLMES STREET INTERSECTION SIGNALIZATION IMPROVEMENT PROJECT WHEREAS, the Borough of Carteret is in need of specialized contract administration and inspection services with regard to the Washington, Roosevelt and Homes Street Intersection Signalization Improvement Project; and WHEREAS, the Borough's Consulting Engineers, T&M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at . total cost not to exceed 516,810.00; and \VHEREAS, the Mayor and Council have reviewed said proposal; and \VHEREAS, the Chief Financial Officer has certified that funds are Of will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from T &M Associates for contract administration and inspection services related to the Washington, Roosevelt and Homes Street Intersection Signalization Improvement Project at a total cost not to exceed $16,810.00 at the hourly rate set forth in T & M's existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract. Director of Engineering Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 April 3, 2006 CART-01510 Re: Washington, Roosevelt and Holmes Intersection Signalization Improvement Coniract Administration and Inspection Services Dear Mr. DuPont: Weare pleased to submit this scope of services for construction administration and inspection services for the construction of signalization improvements at the intersection of Roosevelt Ave. and Washington Ave.-Holmes St. Maser Consulting is the design engineer. On January 26, 2006 the Borough awarded a construction contract to Lucas Electric in the amount of $155,237.50. The Notice of Award was issued on March 16, 2006. The project consists of the installation of conduit, cabinets and junction boxes, control and power wiring, presence detection, controller, various foundations, traffic and pedestrian signal assemblies, signage, traffic markings and sidewalk ramps/depressed curb. Also critical to the work is maintenance and protection of traffic at this busy intersection, as well as coordination with utilities and Middlesex County and NJDOT signalization departments. The following is the scope of services proposed by T &M for this project. We wil1 provide a part-time Project Manager (PM) and a part-time Resident Inspector (RI) with additional support services from our office staff, as required by the PM. As part of our support services, we anticipate using one of our traffic engineers to assist in answering contractor questions, participating in final inspections and supporting the NJDOT signal certification process. The Project Manager and Resident Inspector will interface with the Borough, Contractor and County. In addition to supporting the PM, the RI wil1 be responsible to observe construction in an effort to determine if the work is installed in general conformance with the contract documents and standard construction practices. The assigned personnel will have experience in roadway intersection and traffic signal construction. The following is a description of the services we wil1 provide, the anticipated performance period for these services and our estimated fee: 1. Conduct a pre-construction meeting among the project participants, invite the contractor, Borough officials, utility representatives, Middlesex County, NJDOT, Carteret Police and produce minutes of this meeting. Oversee contract preparation and prepare for contractor mobilization. 2. Provide RI to conduct periodic construction observation for the duration of the construction contract. Provide a Project Manager to perfonn contract administration services. Our fee includes six weeks of construction ITom start of on-site work to substantial completion. In addition, we anticipate an additional four to six weeks at the completion of the construction effort for closeout, punchlist work, final vouchers and final change order. 3. As detennined by the PM, conduct job meetings with representatives of the contractor, subcontractor, and utility companies, as required, to review progress, perfonnance and to address any questions or problems that may arise. Borough representatives will be invited to attend these meetings. We will generate and distribute meeting minutes 4. For each day on-site the RI will prepare a job summary report indicating weather, equipment, personnel, work accomplished on the project and other relevant matters such as issues discussed and direction given. Reports will be furnished to the Borough upon request. 5. The PM will receive submittals ITom the Contractor, including Contractor's schedule, shop drawings, product data and samples, and material certifications. He will log, detennine completeness of submittal, perfonn, or assign reviewer if specialized, technical review for general confonnance with Contract Documents, and monitor the review process. 6. The PM will respond to Contract Document interpretation requests and other requests for infonnation (RFIs) from the Contractor and assist in resolution of questions and/or disputes. He will contact our traffic engineer regarding specific technical issues. We have assumed that questions raised will require minor, if any, change to the design documents. Any major issues must be addressed and resolved by the design engineer. No provision has been made in our scope of services for involvement of the design engineer. Should that be necessary, the Borough will need to engage separately the design engineer for these efforts. 7. The RI will measure pay items of work for the Contractor's monthly estimates. The PM will review Contractor's monthly estimates of work perfonned and invoices submitted for payment. With input from the RI, the PM will prepare monthly payment certification and submit to the Borough for recommended action. 8. The PM and RI will review and issue written recommendation to Borough following receipt of a written claim or dispute ITom Contractor. 9. As work nears substantial completion, the RI will conduct (with the contractor) a preliminary inspection of the project and prepare a preliminary punchlist. At the appropriate time, the RI and our traffic engineer will perfonn a final inspection with the contractor, Borough representatives, the County and NJDOT as necessary. The RI win prepare a punchhst and after review by the PM and traffic engineer, the PM win issue it to the conlractor. II. The traffic engineer win prepare the necessary NJDOT signal certification paperwork and as-built drawings. Should the design engineer's signature and/or personal inspection be required, the Borough win need to engage the design engineer to address appropriate issues. 12. The PM will prepare and submit to the Borough final closeout documents inc1uding Final Payment CertiÜcate and Change Order, and maintenance bond.
