RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT FOR ENGINEERING SERVICES WITH T&M
ASSOCIATES -SANITARY SEWER IMPROVEMENTS FOR
ROOSEVELT AVENUE
\VHEREAS, the Borough of Carteret is in need of Specialized Engineering
Services with regard to Sanitary Sewer Improvements for Roosevelt Avenue; and
\VHEREAS the Borough's Engineers~ T&M Associates possess the requisite
skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide and
engineering services at a total cost not to exceed $47;800.00;
'''HEREAS, the Mayor and Council have reviewed said proposal;
\VHEREAS, the Chief financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T &M Associates for professional engineering
services related to Sanitary Sewer Improvements for Roosevelt Avenue
at a total; cost not to exceed $47,800.00 billable in accordance with
T &M Associates existing contract with the Borough, is hereby
approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract.

and certified as a true copy of the

ANNIVERSARY
We are pleased to provide the following scope of engineering services and fee estimate to bid the
above project on behalf of the Borough and provide contract administration and inspection
services for the Roosevelt Avenue sanitary sewer improvements. The sanitary sewer
improvements consist of over 1,050 LF of new sanitary sewer on Roosevelt A venue and Pershing
Avenue, approximately 50 sanitary sewer laterals, spot repairs on Roosevelt, and 230 LF sanitary
sewer lining on Roosevelt Avenue east of Pershing Avenue. The sanitary sewer improvements,
which have an estimated construction cost of $400,000.00, have been designed by Maser
Consulting and it is our intention to use these plans (signed and sealed by Maser) and prepare
specifications suitable for bidding.
Our proposed scope of engineering services is as follows:
I. Assemble required plan sheets from the Maser plans into a set of construction plans
depicting the proposed sanitary sewer improvements. Construction notes will be added
to the drawings to specifically identify the work to be performed under this contract.
2. Prepare contract specifications for the proposed sanitary sewer improvements. Work will
include preparation of a proposal form, the front end of the specifications, and the
required technical specifications.
3. Advertise the project for bids on behalf of the Borough.
4. Respond to bid questions during the bid period.
5. Receive bids, review, and prepare a recommendation of award for

8. Review shop drawings for sewer pipe, manholes, lining, and other specific items of work.
9. Provide contract administration services during construction of the project, including
correspondence, meetings, review of payment requests, and preparation of payment
certificates and change orders, if required.
10. Construction observation services during an anticipated 9-week construction period.

12. Preparation of final payment certificate and change order.
Our scope of services exc/udes applying for and obtaining the Soil Erosion and Sediment Control
Certification and the NJDEP Treatment Works Approval. It is understood these permits have
already been received
The estimated fee for the above services will not exceed $47,800.00, broken down as follows:
Plan preparation and bidding - $8,800.00; Contract administration and inspection - $39,000.00.
Fees will be billed in accordance with current Borough billing rates. T &M is prepared to assign
staff to this project immediately and will have plans and specifications available for bid purposes
within 30 days of authorization to proceed.
