Jennifer Woodworth, MMC District Clerk Meeting 18-04 Date: January 27, 2018 To: MROSD Board of Directors From: Ana Ruiz, Acting General Manager Subject: Training on Communication and Networking Strategies and Tools Recent efforts by the Board of Director’s Diversity Ad Hoc Committee (Committee) identified the following objective related to the goal of community engagement to increase awareness of Midpen and its projects: • Seek training opportunity to provide Board members with additional tools and strategies for becoming more effective outreach ambassadors In response, Midpen staff issued a Request for Proposals to various organizations experienced in providing such training. After consulting with the Committee, staff selected the Institute for Local Government (ILG) as they are well known and respected for their experience working with elected officials and providing various trainings and seminars related to communication, engagement, and outreach. ILG is the nonprofit education affiliate of the California Special District’s Association and has a mission of promoting good government at the local level with practical, impartial, and easy-to-use resources. The desired focus of the training is to aid Board members in identifying new tools and strategies for becoming more effective public outreach representatives for Midpen. The use of these tools and strategies will further the goal of engaging diverse communities, stakeholders, and other elected officials in Midpen work. The following are specific goals and desired outcomes for the training: Training Goals: • Reinforce the Board of Director’s role as conveners, communicators, and ambassadors for Midpen and “why” engaging diverse audiences is mission critical. • Identify tools and strategies to better connect and network with diverse audiences and community leaders, expand support for and engagement in Midpen activities, and increase partnership and fundraising opportunities. • Learn from fellow Board members of other effective tools and strategies. • Learn about upcoming engagement and outreach opportunities for Board involvement. • Understand Board and staff roles, how each complements the other, and how staff can best support Board outreach and networking to ensure work is well coordinated and messages are consistent. • Identify what success looks like and effectiveness indicators that the Board can use to reflect on progress gained by using these new tools and strategies. Desired Outcomes: • Clarity of the Board of Director’s role and influence in connecting with constituents, stakeholders, community leaders, and other elected officials. • Individual assessment of capacity for outreach and engagement (time, tools, etc). • Expanded toolbox of outreach and engagement strategies. • Determination of how best to use and customize the training to reflect individual capacity and the constituency of each ward. • Determination of the level of interest on whether to check in between 8-12 months on what has worked well, where to improve, and perhaps evaluate progress using the “effectiveness indicators”. Prior to the training session on January 27, 2018, ILG staff members spoke with several Board members to help identify areas where the Board may further support Midpen’s outreach and networking goals. ILG staff will also be available to work with Board members over the next eight to twelve months to provide strategic coaching and feedback, as needed. About the Institute for Local Government (ILG) The Institute for Local Government (ILG) promotes good government at the local level with practical, impartial and easy-to-use resources for California communities. Specializing in public engagement she has worked on a variety of issues including redistricting, utilities, public health, disaster preparedness and water. Sarah prides herself on being results- oriented and expert in building customized approaches to challenging technical, relational and cross-cultural issues. Ms. Rubin joined the Institute for Local Government as Public Engagement Program Manager in January 2014 after spending an unexpected and exciting year in Honolulu. She spent the previous ten years with the Center for Collaborative Policy, California State University, Sacramento. Ms. Rubin has her M.A. in Conflict Analysis and Resolution from George Mason University in Fairfax, Virginia. Sarah is also an accomplished community mediator and has led conflict resolution centers in Sacramento, California and Crown Heights, Brooklyn.
