No Œr-132 Dale of Adoption_ Apr-i 1 70. ?(X)6 REJECTING BID AND AUTHORIZING REBID OF JOHN STREET SOCCER PARK PROJECT WHEREAS, the Borough previously soh cited and received bids for the John Street Soccer Park Project; and WHEREAS, the Borough Engineer has advised the Borough that the bids received significantly exceed the available funding for the project; and WHEREAS, the Borough Engineer has recommended the rejection of said bids and the authorization to fe-advertise for the same. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. That the bids received are hereby rejected. 2. That the appropriate Borough officials are hereby directed to take necessary action to re-advertise for bids for said project. 3. That a copy of this resolution be forwarded to the Borough's Engineer for this project, CME Associates, the Borough's~ Purchasing Department for appropriate action, and that the Purchasing Agent is authorized to readvertise for re receipt of bids. '\ v Re: Synthetic Turf Soccer Field & Other Improvements John Street Park Report of Bids Received CME File: H-CA-00201-01 Mayor Reiman and Borough Council Boroug h of Carteret 61 Cooke Avenue Carteret, NJ 07008 Attn: Ms, Judy Leshko Dear Mayor Reiman and Council Members: Enclosed herewith please find a summary of bids received on April 7, 2006, for the above referenced project Three (3) bids were received ranging from the low bid of $842,860,00 from Green Construction, Inc, to the high bid of $949,350,00 from Dakota Excavating contractors, Inc, The low bid contained a minor irregularity; they did not completely fill in the Certificate of Insurance Experience, We would defer to the Borough Attorney for a review of the bid bond and consent of surety, It is our understanding that adequate funding may not be in place at this time to award this contract at the bid price, Pending a confirmation of same by the Chief Financial Officer and based on the aforementioned facts, the Borough would have the following options: 1, (t~¡ '~, , ' ct (!; I 2, If adequate funding is not in place, additional funding is to be allocated, and a '1 ~ract cannot be awarded within 60 days of the bid opening, the Borough can , request that the low bidder allow his bid to remain open for a period beyond 60 days allowing time for funding to be put in place, If funding is in place at this time, award of a contract to Green Construction, PO Box 550, South River, NJ 08882, within 60 days of bid receipt on a unit price basis in the total amount of $842,860,00; subject to the review and approval of the bid package by the Borough Attorney, including the review of the bid and submission of the required bonds and insurance certificates for the project -L CA\L TR\201·01 Mayor and Borough Council 4-11-06 CONSU.llNG i'I'ID MlNCI'JIl ENGINEERS 1460 ROUTE 9 SOUTH, HOWELL, NEW JEASEY07731- (732) 462-7400 ~ FAX: (732) 409-0756 @ - Mayor and Borough Council Re: Synthetic Turf Soccer Field John Street Park April 13, 2006 H-CA-00201-01 Page 2 3. If adequate funding is not in place, additional funding is to be allocated, and a contract cannot be awarded within 60 days of the bid opening, the Borough can reject all bids, allocate additional funding and re·bid the project. 4. The Borough can reject all bids, reduce the scope of work and re-bid the project. We are returning the bid packages to the Borough Clerk under separate cover for further handling.
