Call to Order
Mr. Wheat called the meeting to order at 6:01 p.m.
Adoption of Agenda
Ms. Patterson moved and Ms. Deetz seconded to adopt the agenda as printed. The motion passed unanimously.
Approval of Regular Meeting Minutes
Ms. Patterson moved and Mr. Warren seconded a motion to approve the minutes from March 14, 2023 regular
meeting as written. The motion passed unanimously.
Old Business
Mr. Wheat verified that there is no old business to be covered.
New Business
Demolition of 1301 Missouri Blvd.
Staff received an application for demolition for the structure at 1301 Missouri Blvd. Otherwise known as NAPA
Auto Parts. They want to destroy the front structure to enable them to improve the location.
It is staff recommendation that the commission approve the application for demolition for 1301 Missouri Blvd.
Dr. Greene made a motion to approve the application and Ms. Patterson seconded the motion.
Ms. Senzee took a roll call vote.

Other Business
A. Preservation Month Activities
City Staff started a new Facebook page – Jefferson City Historic Preservation Commission due to the fact that
we were unable to gain control of the other Facebook page. Dawn is posting every day in honor of Historic
Preservation Month.
May is Bike Month and Historic Preservation Month. Neighborhood Services, Parks and David Bange have
worked together to organize a Jefferson City Historic Bike Tour along the Moreau and Green Berry
Neighborhoods. It will be a gradual grade with most of the stops being on the uphill grade. Rachel outlined the
stops for the commission. The tour begins at 109 Madison, goes out to Green Berry Road and loops back to
Madison. Rachel asked if anyone is interested in speaking at the stops on the Bike Tour. Dr. Boston said she
would speak at the Green Berry locations. Dawn asked the other Commissioners to let her know if they would
like to speak. The bike tour will be held on May 30, 2023 at 6:00 pm and will start at 109 Madison St.
B. MSP Updates
The city released Chesterfield Hotels as the master developer of MSP. So, we no longer have a beneficiary for
the EDA grant that is funding the infrastructure. City staff are meeting with the EDA on 5/10/2023 to look at the
scope of the project. The concept is shifting and the beneficiary may be able to take the jobs created through
the construction of the One Health Lab and the Primary Care Association. If we do that, then it will change the
look of what was originally planned within the EDA grant, so I do not have a whole lot to share until we find out
more information tomorrow. We assume that the Chestnut Street build out will still be in that scope, but I am
not sure about the Street A. We were also notified that we received the Community Revitalization Grant for
$2.1 million dollars and that grant is supposed to go towards the demolition of Housing Unit 5, the saddletree
factory, the corridor that connects housing unit 1 to Housing unit 5 as well as the wall, though the wall, there
are whole discussions specifically about the wall. We have put a pin in our programmatic agreement document.
Dr. Boston asked how long we can keep the grant? This specific grant is tied to job creation. They like the project
EDA is trying to shift lanes with the City of Jefferson. MSP is in a transition phase.
408 Lafayette
The next thing is 408 Lafayette. This structure is on the agenda for the Public Works and Planning meeting on
Thursday. The City put out a demolition proposal. The Parks Department owns two properties, one on School
St., and one on Lafayette. Council could “do nothing” but the area would slowly blight if property owners are
unable to maintain their properties. There was some discussion about how it ended up in the floodplain. It was
determined that it was in the floodplain when the historic district was formed. A historic district that is
recognized by the national register gets to ignore regulations. The misunderstanding was that forming this local
historic district would be recognized by FEMA and be able to disregard the 50% investment requirement. By
the time it was figured out that the would not work, this project was going full steam ahead and it ended up
being put into place. It did not apply because it is a local historic district and not nationally recognized. If the
demolition happens, the area would become a green space.
Rachel stated that no action is needed at this time. She was just sharing the information.
There was some discussion about what will happen with this area when all the properties are gone. This
discussion included 1) a community garden or, 2) a Historic Legacy District. They discussed what to include in
the Legacy District. After discussion, the commission decided to explore this issue and address it formally at a
later date. Rachel advised the commission members to attend the meeting on Thursday morning to hear the
information and know the outcome.
Design Guidelines – H3 Studio
H3 Studio has been chosen as the consultant for the Design Guidelines. They will produce a beautiful, user
friendly document that will help people restore, rehab, preserve, additions and new construction. All of the
things needed in providing a guide for updates in historic districts. They will also update our current design
standards for some of our historic districts. These guidelines will be finished by October/November. I am also
going to finish updating the code document so it can be out at the same time.
We had a kick off meeting two weeks ago and they plan on coming to an HPC meeting and doing a presentation
on what they are planning and getting feedback from the members of HPC.
Lower Jefferson Survey – Stantec
Stantec was chosen to do the Lower Jefferson Survey. That is the phase two along West Main that includes the
waterworks at Fulkerson. Stantec will also come in and be doing a kick off.
Public Comment
Matt Holland addressed the commission. On East McCarty, 622 has been declared dangerous. It is the one that
was stopped by the Commission because they wanted to put a red metal roof on it. Mr. Holland is now the
owner of that and he is trying to save the property. His plan is to save it, not demolish it. He wanted to come
before the committee and find out what to do and what is allowed.

Dr. Greene made a motion to adjourn and Ms. Patterson seconded to adjourn the meeting. The motion passed
unanimously.
Demolition Application. Application for demolition of one ancillary structure located at 215 West Atchison Street (garage). The garage was
non-extant in 1933-1943 Sanborn map (attached), but appeared in the 1974 aerial map (also attached)
NATURE OF REQUEST
The purpose of the request is to demolish the garage located at 215 W. Atchison St.. According to MidMOGIS the structure located at this
location was constructed circa 1897. This demo request is for the garage in back.

STAFF RECOMMENDATION
Due to owner willingness to comply with the Nuisance order to demolish and the current state of demolition by neglect, it is staff
recommendation the Council approve the application for demolition permit. In reviewing Section 8-43 – Review Criteria, Criteria for
Nomination (as outlined above), staff recommend the Council approve the request for demolition application.
According to the Review Criteria set forth in Section 8-43.1.F.1:
a. The structure is associated with an event or events that significantly contribute to the broad patterns of the history or
architectural heritage of the City, County, State or nation; or
c. Its embodiment of distinctive characteristics of a type, design, period or method of construction; or
e. It exemplifies the cultural, political, economic, social or historic heritage of the City; or
f. It contains elements of design, detail, material or craftsmanship which represent a significant construction innovation.
And Review Criteria set forth in Section 8-43.1.F.2:
a. The visual or spatial relationship of the structure or designated landmarks, national register sites, or the streetscape of a
local historic district or national register district; or
b. The architectural, cultural, historic or contextual character of property designated as a local historic landmark, local historic
district or national register district.
And Review Criteria set forth in Section 8-43.1.F.3:
a. The state of deterioration, disrepair or structural unsoundness of the structure, and the practicability of rehabilitation. The
Historic Preservation Commission may request the applicant to submit documentation of other information necessary to
determine whether the property can be rehabilitated or restored with a reasonable economic return to the owner.
b. The Southside/Old Munichburg Plan maintains land use as single family residential.
d. Applicant will not salvage architectural features.
FORMAL MOTION
Motion that the Demolition Application for 215 W. Atchison St. is recommended for approval by this commission.
Other Business
Historic Bike Tour of Jefferson City – The Historic Bike tour – Approximately 40 riders showed up to
make their way from Madison Street all the way to Greenberry Road. Rachel Senzee, Dawn Kirchner, and Dr.
Christine narrated the tour. The group made stops at 109 Madison, Ivy Terrace, the CVB, the cemetery on
McCarty, The Soldiers Memorial at Lincoln University, 1000 Fairmount, 1001 Fairmount, 1006 Fairmount, 1122
Moreau Drive, 1201 Moreau Drive, 1427, 1431, 1503 Greenberry Road, 1310 Moreland Avenue, 1208
Elmerine Avenue, 1117 Moreau Drive and the prison administration building. The group really enjoyed the
experience and several expressed the opinion that this should be a yearly event.
