Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray and Jacob Widner. III. Public Petitions and Comments — None IV. Special Requests: None V. Department Reports: a. Cemetery — Jason Keeney b. Fire Department — John Burgess c. Park and Recreation — d. Planner — Scott Zimmerman e. Police Department — Tom Sutherlin f. Department of Public Works — Brad Phillips g. Water & Wastewater Department — Oscar King, Jr. h. City Attorney - Laurie Robertson Hardwick VI. Reports- A. Mayor's Report- Mayor updated the Council on the following items: • Thank you to everyone who helped with holiday decorations. • OCRA grant survey work has started on Albin Pond Road. • Cares Act survey work has started on Toddson. • Engineering on the Park has been presented to the Park Board. • Applications for the Next Generation Trail grants have been submitted. • Phosphate building at the wastewater plant has been completed. A. Clerk-Treasurer's Report- We received our 1782 from DLGF. Our budget was approved 100 percent. B. Councilors' Report- Mark Hammer commented on how great the lights look in the park. Thank you to all the volunteers. Stacie Langdon invited everyone to the live nativity at First Baptist Church. Veronica reminded everyone about Narcan training and how you can save a life. Cody Eckert thanked Scott Zimmerman on his work with various issues around the city. VII. Approval of Minutes A. Regular Session- November 11, 2021 B. Special Session- November 30, 2021 Motion by Veronica Pejril to approve both the November 11th, 2021 and November 30th, 2021 minutes as presented, second by Cody Eckert, 6-0- 1, motion carried. Jacob Widner abstained because he was not present at the November 30th session. VIII. Approval of City Claims Motion by Dave Murray to approve claims as presented, second by Jacob Widner, 7-0, motion carried. IX. Old Business- A. Resolution 2021-15- A Resolution Affirming IAC Greencastle, LLC of Compliance With Statements of Benefits- Motion by Adam Cohen to remove resolution from table, second by Cody Eckert, 7-0, motion carried. Motion by Adam Cohen to not approve Resolution 2021-15, second by Veronica Pejril 7-0, motion carried. B. Resolution 2021-10- A Resolution Establishing the Policy By Which Members of the Common Council May Participate by Electronic Means of Communication.- Tabled C. Ordinance 2021-15-(First Reading) An Ordinance, Amending Ordinance 2021-12 An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2022- Motion by Dave Murray to approve Ordinance 2021-15 on first reading, second by Mark Hammer, 7-0, motion carried. Motion by Adam Cohen to consider passage of Ordinance 2021-15 at the same meeting as its introduction pursuant to Indiana Code 36-4-6-13, second by Veronica Pejril, 7-0, motion carried. Motion by Veronica Pejril to approve Ordinance 2021-15 on second reading, second by Mark Hammer, 7-0, motion carried. X. New Business- A. 2022 City Contract between the Putnam County/Greencastle Development Center and the City of Greencastle- Motion by Dave Murray to approve the Contract for Professional Services, and the invoice for $55,000, second by Stacie Langdon, 7-0, motion carried. B. Transfers and Encumbrances- None C. Ordinance 2021-16- An Ordinance Amending Section 6-95 of the Greencastle City Code Regarding Trash and Refuse Pick-Up and Disposal Fees. Motion by Mark Hammer to approve Ordinance 2021-16 on first reading, second by Adam Cohen, 7-0, motion carried. Xl.
