HomeMy Public PortalAbout1972-04-29 Meeting1 0 April 29, 1972 The Council of Bal Harbour Village met Saturday, :April 29, 1972 pt 9:30A.M. in the Village Hall. Present: Messrs. Brush, Frintup, Ta;.lin and Villeneuve Absent: Mr. Beatty Also present were Fred W. Malty, Village Manager; Mary Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. On motion of Mr. Brush, seconded by Mr. Villeneuve and unanimously voted the minutes of the previous meeting of March 25, 1972 were approved as submitted. Mr. Maley reported that Dade County Fire Department was in the process of drawing specifications for the Rescue Vehicle, which ehould be ready in time for him to have bids taken before the next Council meeting. Mr. Anderson explained to the Council that. proposed Resolution No. 202 was for the purpose of petitioning the Trustees of the Internal Improvement Trust Fund to approve and establish the Erosion Control Line and to approve an easement to the offshore borrow area. After discussion on motion of Mr. Villeneuve, seconded by Mr. Brush and unanimously voted RESOLUTION NO. 202 was adopted. The Council. considered the financial statements for the first six months operation of all Departments. After discussion on motion of Mr. Brush, seconded by Mr. Villeneuve, and unanimously voted the reports were approved and ordered filed for audit. Miss Wetterer explained that the contract agreement for the operation of the Contract Station had been submitted for renewal by the Post Office. It was the opinion of the Council that the Village should continue to operate this station. Mr. Maley told the Council that even though it was possible to phase out the Village Court under the Judicial Reform plan passed by the Florida electors he would like to continue it for at least another year. The Council agreed to this request. Mayor Printup told the Council that several members of the Bal Harbour Resort Association had met with him and Mr. Maley and that: they had requested 10`/, of the gross Resort Tax Revenues for promotional purposes. A letter from Mr.. Cliff, President of the Resort Association, was read by the Village Clerk reitera- ing this request. Mr. Anderson explatined to the Council that they had no legal authority to grant this request and they could not tie the hands of future Councils. Frintup asked Mr. Maley to draft a letter for his signature to the Resort Association e,tplaining the Council's position .on the matter. wa s Mr. Maley said that the seawall cap at Lots 1 F. 2, Block 1 and Area #4 in need of repair and that some work was needed on the piles and pilasters. 131 He said he had one estimate of $1,200,00 for the needed work. It was moved by Mr. Villeneuve, seconded by Mr. Brush, and unanimously voted that Mr. Maley should obtain other estimates and proceed with the stork at a cost of not over $1,200.00. The Village Manager reported that due to a chance in the specifications for the Magnetometer test we were able to have the work done for $1,350.00 instead of $5,700.00. Beatty, Printup, Taplin and Villeneuve Absent: Mr. Brush Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,Village Clerk; and Thomas H. Anderson, Village Attorney. On motion of Mr. Taplin, seconded by Mr. Beatty, and unanimously voted the minutes of the previous meeting of April 29, 1972 were approved as submitted. Mr. Maley told the Council that the borrow area for sand for the beach nourishment project had to be moved 1000 feet seaward due to a submerged reef. The Engineers also requested a sleding of the borrow area, for detection of valuable marine life to satisfy the State Marine Ecologist. They estimated the cost of this additional work at $1000.00. On motion of Mr. Taplin, seconded by Mr. Villeneuve and unanimously voted the expenditure was authorized. Mr. Maley read a proposed hill to be placed in the 1972 Federal Omnibus Oct covering our beach restoration project that was prepared by Congressman Pepper's office. The bill asks for permission for Bal harbour to begin the project and re- ceive reimbursement upon completion of the work. Mr. Maley also reported that at present six property Releases have been returned approving the project. Mayor Printup told the Council that the Bal harbour Resort Association is requesting $3,656.00 for publication of their ad in the Annual AAA Florida Tour Book instead of the $2,156.00 previously approved. This is now an annual publication instead of a semi-annual one. On motion of Mr. Taplin, seconded by
