MEMORANDUM TO: Mayor Mitchell and Members of the City Council Planning Commission FROM: Dusty Finke, City Planner; through City Administrator Scott Johnson DATE: December 10, 2015 MEETING: December 15, 2015 SUBJ: 2040 Comprehensive Plan —Vision Statement; Schedule/General Information Background The City began the process of the decennial update of the Comprehensive Plan in September. To date, activities include: • September 18, 2015 — Metropolitan Council releases System Statement, beginning process • September 20, 2015 — City holds "kick-off event" at Celebration Day • September and October 2015 — City solicits members for a steering committee to lead the process; City Council appoints members • October 29 — Steering Committee holds first meeting • November 9, 2015 — City holds Visioning Event to inform the vision statement • November 19, 2015 — Steering Committee puts together draft vision Statement Throughout this process, the City has been encouraging feedback on the Vision through email blasts, the City Newsletter, and an online engagement tool called mySidewalk. Members of the Steering Committee and Council have also been encouraged to try to engage neighbors. Process/Timeline Although the City is not required to submit our Comprehensive Plan update until the end of 2018, the City Council has expressed an interest in completing the process on a quicker timeframe. The Council has indicated that they would like to see a draft submitted for review by the end of 2016. The City is working with consultants at WSB and Associates who will be coordinating the public engagement process and working with the Steering Committee (engineers at WSB will also be completing the transportation, sewer and water portions of the plans). The attached Powerpoint from Eric Zweber describes the process and proposed schedule. Vision Statement The first task of the process was establishing a Vision Statement which will inform the Comprehensive Plan. Following feedback from the visioning event, the Steering Committee has drafted a Vision Statement. 2040 Comprehensive Plan Page 1 of 2 December 15, 2015 Vision Statement Concurrent Planning Commission and City Council Meeting The primary purpose of the concurrent meeting of the Planning Commission and City Council is to make sure that members are comfortable with the Vision Statement. The draft Vision Statement is: Medina is ONE community. The City will strive to maintain its unique heritage by promoting and protecting its rural character and its natural environment. Medina will foster well designed neighborhoods and create retail and other destinations for the community to gather. The City will develop in a deliberate fashion as supported by school, transportation, water supply and wastewater infrastructure and in a manner that sustains residents through all stages of their lives. Planning Commission and City Council Action Staff seeks feedback from Commissioners and Councilmembers on the draft Vision Statement, to confirm that members are comfortable with the statement as the process proceeds forward. As noted, the City has been attempting to solicit feedback through various means. Commissioners and Councilmembers are encouraged to visit the City's mySidewalk page (https://medinacompplan.mysidewalk.com/) As of 12/10/2015, the statement had received 3 "likes." There was one comment, which thanked the Steering Committee for their efforts but did not comment on the Statement. There are also other posts on the page which provide feedback related to what people like about Medina. Staff received two comments on the vision statement via email, which are attached for reference. Staff had also received email comments from people who were unable to attend the Visioning Event. These were provided prior to the Vision Statement being drafted. These are also attached for reference. Here are my contributions. There are three important issues I believe the Comprehensive Plan Committee should address: 1. Transportation. As the city grows — and ages and provides affordable housing — it should find ways to provide reasonably priced transportation options. That's always a challenge, of course. Media is large geographically but small in population. That will make it difficult to find cost-effective methods of transportation. 2. Services for the aging. As the population ages, the city should find ways to provide services similar to those provided by Plymouth, especially, and other surrounding communities. 3. Affordable housing. Dominium should be the first, not the last, step in providing affordable housing. Rather that react to citizens who may not understand exactly what "affordable" means, the city should be out front in defining the term and proposing possible sites for this type of housing. Over time I have saved articles regarding these issues and would be happy to provide them if desired. Because of the economic down -turn of 2008, Medina did not build -out its population growth requirements that were planned for the 2030 Comprehensive Plan. Due to demographic changes in metropolitan living style choices, the Metropolitan Council reduced Medina's 2030 projected population growth to around 9,000 residents by 2040, With this in mind, it makes logical sense to continue to build -out according to the 2030 Plan, with some adjustments to density where necessary, and where sewer lines already exist. Our family moved to Medina in 1981. We cherish the open spaces, beautiful trees and woodlands, small lakes, ponds and marshes. When I take long walks or drives through Medina it refreshes my mind and soul. I need winding roads with less traffic and green open spaces. I feel that we have enough "developed" parks for our City that I do go to with our grandson and for the future we should preserve the natural wild spaces. I understand that development of parts of Medina is inevitable, but encourage the Committee to concentrate that development in areas that already exist. This includes keeping commercial development along highway 55 and in uptown Hamel. Please do not succumb to the push of the Metropolitan Council or developers that want Medina to be just an extension of Plymouth. We are a special city right now and we need to keep it that way! Here are my comments: 1. I like the first statement that "Medina is one community". It is important for us to affirm that our city has a unique heritage and real character. 2. I also like the statement that we are striving to maintain our rural character and nature environment, but I am confused as to the definition of "well designed neighborhoods". Instead it is important that we honor the diversity of our existing neighborhoods that move from closer built homes to farmlands, fields and forests. The peaceful feeling that we get from driving throughout Medina needs to be retained. It refreshes our souls and is unlike neighboring Plymouth or Orono. 3. As I understand, the Metropolitan Council is not now pushing us to increase density, and I encourage our Committee to preserve the special open -varied -space character of Medina. Please do not be tempted by developments similar to that off of Homestead Trail that do nothing to preserve some special environmentally - while giving away higher density. That land was open farmland at one time, then prairie, and then cultivated again. Just to return it to the prairie that it once was for increased density was a mistake. 4. Outside of the urban service area, I would hope the Committee retains and preserves the beautiful rural attributes. 5. Within the urban service area, I encourage the Committee to embellish the rural -feel of access to wetlands and preserving rural space. On another note, please make the Committee's minutes more available. I did subscribe to sidewalk, but only seem to be getting comments from other cities. I would much prefer being on an email list of actual minutes, as I only received the draft vision statement directly from you - not though sidewalk. Thank you for your work and that of others. Maintain its rural character in which natural infrastructure is the dominant feature while planning for new business and residential areas, where highway access is available and where the City of Loretto and neighborhood of Uptown Hamel already exist, to create a healthy, cohesive community for all ages in which to live and work. Protect natural resources and natural corridors. Residents will be able to enjoy the natural environment with planned trails and connections. Healthy living for all residents will be encouraged and supported through availability and proximity to activities such as horse -riding, bicycling and walking. Plan neighborhoods using innovative design techniques to ensure a high quality of life for residents. A diversity of housing will exist to support and promote the livability of the community. Neighborhoods will be planned in proximity to Uptown Hamel, Loretto and other urban areas as they develop and will provide walkable, pedestrian friendly accessibility. Development will be focused along the TH 55 growth corridor where more dense residential areas and businesses will be located. The new Vision Statement is quite a bit different and truncated. I'm wondering if some of this verbiage could remain incorporated into the new Vision Statement. It provides an accurate, definitive description of where we'd like development to occur and where we wouldn't. This statement provides a verbal roadmap if you will, of where and how we'll strike the proverbial balance between our rural heritage and development. Additionally, I think my previous comments are also a piece of this; we are ONE community united by our unique heritage... and, secondly, the pace of our development will be such that we will be responsible and committed to our unique rural character, etc. These are my two cents for what they're worth.
