1. Community Development Block Grant — 2023 Annual Action Plan (Anne
Stratman)
Ms. Stratman gave a power point presentation and information was provided to the
committee in the meeting packet. She noted that the Action Plan was also available on
the City's website page. Staff is requesting this be forwarded to the full Council.

2. CAMPO Unfunded Needs/Transportation Priorities (Eric Barron)
Mr. Barron presented an informational slide presentation to members and a
handout was also provided in the meeting packet. Mr. Barron touched on three local
priorities, the top five unfunded needs priorities and Multimodal unfunded needs.
There was a brief discussion among Committee members and staff pertaining to
projects noted in the presentation that directly involve the City.
3. Sales Tax G Projects List (David Bange)
Mr. Bange presented a brief update. Committee members were provided a list of
completed Sales Tax G projects in the meeting packet.

4. City/County Project Agreement (David Bange)
Mr. Bange gave spoke on the current City/County Project Agreement, which was
provided in the packet. Mr. Bange noted there are currently three projects nearing the
final stages. Staff is looking for recommendation to move the Agreement to full Council
approval.
There was discussion among Committee members and staff present.

5) Other/Old Business
Councilman Spencer spoke on concerns he received for parking along Binder Drive, near
Memorial Pool and who citizens should contact with their concerns. Mr. Moehlman
recommended to call the Police Department as this is an enforcement issue. Mr. Schofield
noted that the City website does have an option to Report a Concern, if citizens do not feel
comfortable calling in.
Councilman Spencer spoke on concerns he received pertaining to Socket and their work in
the City pertaining to destruction of citizens yards. Mr. Moehlman noted the Public Works
Department is actively engaged and has currently suspended permits for any work at this time.
Councilman Deeken spoke on his experience with the water company and congratulates
them, along with Stockman Construction and Drill Tech on the great work and service they
provided installing a new meter.

Subject: Monroe Street Recommendation
Staff is recommending that the conversion of Monroe Street to two-way traffic be accomplished by
widening the street to the east.
Improvements to Monroe Street were proposed in the Historic Southside 1 Old Munichburg District &
Neighborhood Plan finalized in October of 2016. That plan noted that the conversion of Monroe Street
from a one-way street to a two-way street was mentioned by many residence and community
stakeholders. The study noted that the key north south streets, of which Monroe is one, should have
continuous sidewalks and trees to provide for pedestrian movement along the corridors. The pertinent
chapter of the study has been attached to this memo.
This study, which was adopted as part of the Comprehensive Plan by the Planning and Zoning
Commission, contained two options for the expansion of Monroe Street through the one-way section.
This included widening the street to the east as Option A and widening it to the west as Option B.
These options along with other options that sought to leave the street unchanged but create two-way
traffic through the removal of parking have been discussed at prior meetings of this committee.
In Tight of the Southside Study and the conversations that have occurred at the committee level, staff
would recommend that if this project moves forward that it pursue the option of expanding the street to
the east. This option allows for the greatest retention of existing housing, widens the street in the same
direction as it was widened in the blocks between Woodlawn and Stadium, and would align with the
street as it exists north of Hickory Street.
This option does not come without negative impacts which include the need to purchase property from
17 parcels with two of them potentially being total acquisitions. It would also require the complete
relocation of the electrical lines that exist of the eastern side of the street, and will require the
construction of a significant quantity of retaining wall.
The traffic count data that is available for Monroe Street was collected in 2007 and in 2015 with the
former indicating a traffic volume of 950 vehicles per day in the one-way section near Woodlawn, and
the latter measuring a two-way traffic volume of 1,356 just south of Dunklin Street.

It is proposed that the street be constructed at 33 feet wide which would allow for an eleven -foot driving
lane in each direction and an eight -foot -wide parking lane on the western side of the street. Sidewalks
would be included on both sides of the street.
Preliminary estimates place the cost of this project at $2,750,000. It is anticipated that right of way
plans could be developed by late 2024 and that work on the acquisition of right of way could begin in
2025.

Improvements to arterial roads serve to enhance
walkability, bikeability, and traffic patterns within the
neighborhood. Jefferson, Madison, and Monroe
Streets are the main interior north -south connector
streets leading through the business district. Lafayette
Street and Stadium Boulevard frame the neighborhood
and connect the major institutions. These streets are
the main traffic routes in and around the neighborhood.
Improving the streetscape image and character of
these streets will enhance the overall perception and
identity of the neighborhood for residents and visitors.

Jefferson and Madison Streets have a mix of residential,
institutional, and commercial uses along them. Monroe
Street is primarily a residential street with the exception
of Capital Region Medical Center access. The
conversion of Monroe Street from one-way traffic to two -
ay was mentioned by many residents and community
stakeholders. To allow one travel lane in each direction
nd one lane of parking some property acquisition will
Abe necessary. These key north -south streets should
have continuous sidewalks with street trees through
the entirety of the neighborhood. Providing a safe and
enjoyable pedestrian experience is important especially
between Capital Region Medical Center and the Dunklin
Business District.
Lafayette Street and Stadium Boulevard provide
access into the neighborhood and connect a number of
important educational, health, and religious institutions.
The development of this corridor should be positioned
around walkability and bikeability. Street trees lining the
sidewalk and along a center median will create a more
pleasant corridor for all users and reduce air pollution..
The sidewalk should act as a pedestrian route and a.
public space providing shade and seating. The Plan
suggests the redesign of the corridor to include a travel
lane in each direction; a designated, on -street (5 ft
min.) bike lane; and parallel parking on both sides of
the street. Developing this corridor will set the stage,
for adjacent redevelopment in the future and better
connect people with the local institutions.

Subject: TAP Grant Applications
Staff is seeking the Committee's approval to apply for Transportation Alternative Program (TAP) grant
funding.
TAP grants provide funding for projects that provide alternative modes of transportation including
pedestrian, bicycle, and other non -motorized uses. In the past the City has been the most success
winning these grants for the construction of greenways, but have also been awarded funding for
sidewalks along Missouri Boulevard, and the reconstruction of Water Street at the train station among
others. Currently the City is working on two projects that were recently awarded TAP grant funds.
These projects are the crosswalk improvements at the greenway trail crossings at Southwest Boulevard
and at Lafayette Street, and the final phase of the Highway 179 Bypass Trail.
The opening of this grant application period was announced on July 10, 2023 with applications due on
August 24, 2023. Given the relatively short timeframe and the requirement that the City Council provide
a resolution of support for the projects we are bring a list of projects to you now so that the applications
can be developed and the supporting resolutions brought to the Council at the August 21st meeting. The
first two projects on this list have sought this funding previously. The other projects appear to fit well
within the funding criteria, and are supported by previous planning studies and are present in the Active
Transportation Plan which is currently being developed. The proposed projects are as follows:
• Boggs Creek Trail, St. Louis Road to Riverside Park (submitted previously)
• Stadium and Satinwood Intersection and Pedestrian Improvements (submitted previously)
• Bolivar Street Trail, Missouri Boulevard to W. Main Street
• Ridgecrest Trail, Stadium Boulevard to Bunker Hill
• South Country Club Trail, Fairgrounds Road to Turtle Creek Subdivision
• Stadium Boulevard Trail, Satinwood to Edgewood
The funding available in our area for this grant cycle is approximately $136,000 more than it has been
in the past. Given this level of funding, and the knowledge that the last scheduled call for project netted
fewer projects then could have been financed, it would appear that this may be an opportune time to
seek this grant funding.

The TAP grant provides for 80% of a project's cost, up to a maximum of $500,000 per project. The
matching funds for these projects are proposed to come from the Parks Department and the Local
Roads / Grant Matching category of the '/z cent Capital Improvement Sales tax.
The time necessary to complete the applications, and the total required matching funds may be limiting
factors in this process and will be evaluated as the applications are developed.

Neighborhood Services Grants Update

Economic Development Administration (EDA)-DR MSP Infrastructure

Current Timeline:
• MSP Redevelopment Coalition: Office of Administration (OA), DNR, City, JCREP, CMPS,
meet once a month to coordinate development projects
• Programmatic Agreement with SHPO/EDA — ASAP

• Archaeological monitoring before and after demolition
• Design review process through PUD — layer of architectural review

State of Missouri CDBG-DR Proposal: Affordable Multi -Family Rental Recovery
DR -4317 Process Overview
All Development Teams interested in receiving State of Missouri CDBG-DR Affordable Multi-
family Rental Recovery (AMRR) funding are required to submit a proposal, and receive a
Letter of Intent from State of Missouri DED, prior to submitting a CDBG application as part
of the Development Team's LIHTC application.
The Development Team must partner with a Unit of General Local Government (UGLG),
who shall be the main applicant for CDBG-DR funding and shall enter into an applicant/
subapplicant agreement with an eligible non-profit entity. The non-profit entity shall enter
into a Developer's Agreement with the Development Team submitting the LIHTC
application.
DR -4451 Process Overview
All Development Teams interested in receiving CDBG-DR Affordable Multi -family Rental
Recovery (AMRR) funding under DR -4451 within Cole County are required to submit a
proposal, and receive a Letter of Intent from the City of Jefferson City, prior to submitting
the Development Team's LIHTC application.
The Development Team's non-profit entity must enter into an applicant/ subapplicant
agreement with the City of Jefferson City. The non-profit entity shall enter into a
Developer's Agreement with the Development Team submitting the LIHTC application.
Proposals must be submitted via FTP no later than 5 pm on August 14, 2023 to be
considered for a Letter of Intent from the State of Missouri DED.

Program Requirements
CDBG-DR program requirements are outlined in the State of Missouri's CDBG-DR
Administrative Manual Chapter 20: Affordable Multi -Family Rental Recovery; potential
development teams are strongly encouraged to review all applicable CDBG policies to
ensure an understanding of the process prior to submitting a proposal for consideration.
Proposal Narratives
The development team must provide a response, of no more than 500 words each, to
each of the following criteria for consideration. The Development Team must provide a
response to every question to be considered for a Letter of Intent.
1. National Objective: The proposal must describe the number of units that will be
occupied by LMI as compared to total number of units to be assisted and describe
how LMI units will be distributed throughout the project. This shall be documented
with proposed floor plans indicating each unit that will meet the National
Objective.
2. Affordability Period: The proposal must identify the affordability period for the
proposed development and what will happen with rent or occupancy income
restrictions once the affordability period is expired.
3. Disaster Tieback: The proposal must identify the relation between the disaster event
and the proposed project. The applicant shall identify the impacts of the proposed
project and must align with the unmet needs that are identified in the relevant
action plan. It is recommended that proposals reference the estimated housing
unit needs within the community; this data is available in the State of Missouri's
relevant Action Plan.
4. Location: The proposal must describe in detail where the proposed project will be
located and provide a map that has the project location clearly identified. The
Development Team must identify the exact ZIP Code of the project location and
confirm that it is located within a HUD MID of the relevant Action Plan.
5. Floodplain: The proposal must also indicate whether the proposed project will take
place inside the 100 -year floodplain and submit a FEMA Floodplain Map with the
proposed project location and structure footprint clearly identified. If any portion of
the property lies within the floodplain, the Development Team must commit that
the lowest floor of the structure, including the basement, will be elevated to at least
2 feet above Base Flood Elevation.
6. Building Standards: The proposal must identify which Green Building Standard will
be used on any building in the proposed development, along with a checklist
provided by the relevant program/agency, or other documentation, as approved
by the State of Missouri CDBG, demonstrating the elements of the chosen standard
which will be followed.
7. Broadband Infrastructure: Proposals including 4 or more units must describe their
plans to provide broadband infrastructure to all units. The Development Team may
request that DED waive this requirement, at the agency's discretion, where the
Development Team documents:
a. that the location of the project site makes the installation infeasible
b. the cost would result in a fundamental alteration in the nature of its program
or activity or in an undue financial burden, or
c. the structure of the housing to be rehabilitated makes installation infeasible.
8. Policy Compliance: The Development Team must commit that the project will
adhere to the State of Missouri's AMRR policy and the requirements of any other
sources of funding, as well as applicable local, state, and federal regulations.
9. Market Support: The proposal must describe how the Development Team's
projections for rent, vacancy, and unit quality are consistent with a market study or
known market information; market analysis conclusions are supported by area rents
and vacancy rates; market comparables are true to location, unit size, and
amenities.
10. Jurisdictional Support: The Development Team must provide, as part of its proposal,
a letter from the Unit of General Local Government (UGLG) indicating that:
a. The UGLG is willing to submit an application for CDBG-DR funding on behalf
of the Development Team, and
b. A certification that the proposed project will meet local codes and
applicable zoning requirements.
11. Project Budget: The Project Budget should include all project costs attributable to
the affordable housing development and include all other proposed/secured
funding sources. Eligible costs for reimbursement under the CDBG-DR program are
listed below; the project budget must use these activities for its line items and
clearly identify the source(s) and amount of funds for each proposed activity:
a. Acquisition - General
b. Acquisition, construction, reconstruction of public facilities
c. Administration (including environmental studies)
d. Affordable Rental Housing
r.
e. Clearance and Demolition
f. Construction of New Housing
g. Construction of New Replacement Housing
h. Construction/reconstruction of streets
i. Construction/reconstruction of water lift stations
j. Construction/reconstruction of water/sewer lines or systems
k. Privately owned Utilities
I. Rehabilitation/Reconstruction of residential structures
m. Relocation payments and assistance
n. Other professional services (such as title search, appraisal, etc.)
o. Architectural and engineering design (including bonding and permitting
fees)
p. Construction inspection
q. Legal
Note: the budget submitted as part of the Development Team's LIHTC application
must clearly align with the proposal budget. Variances may disqualify a proposed
project from CDBG-DR funding.
12. Environmental Review: The proposal shall describe any environmental review steps
that have already been undertaken and/or shall be undertaken if the proposal
and application is awarded.
13. Rehab/Reconstruction Alternatives: If the project includes rehabilitation or
reconstruction of residential structures, the proposal shall describe how the
Development Team considered the cost-effectiveness of the proposed project
relative to other alternatives, such as new construction in another location or
consideration of other housing options. Further guidance can be found in the State
of Missouri's AMRR policy section 20.2.1.
14. Fair Housing: The proposal shall describe how the development will comply with all
Fair Housing Regulations. All rental and homebuyer construction/development
projects are required to have a formal Affirmative Marketing Plan submitted with
the CDBG-DR proposal.
15. Davis -Bacon: The proposal shall describe the Development Team's familiarity with
CDBG-specific Davis -Bacon labor standards requirements, and confirm that the
proposed budget satisfactorily accounts for these anticipated expenses. The
Development Team shall describe whether any previous projects have
experienced increased costs due to costs related to labor standards compliance
that had not been accounted for, and its plan to ensure compliance for the
proposed project.
16. Section 504: The proposal shall describe how the development will meet Section
504 Compliance.
17. Organizational Capacity: Describe the familiarity of the UGLG, selected grant
administrator, and Development Team in working with CDBG-DR funds over the
past five years. This should include a description whether the project(s) were
completed on time and within the originally proposed budget.

• Proposed floor plans indicating each unit that will meet the National Objective
• Map that has the project location clearly identified
• FEMA Floodplain Map with the proposed project location and structure footprint
clearly identified
