Christy Municipal Building, 320 East McCarty Street Council Chambers and Virtual June 8, 2023 Committee Members Present: Attendance Scott Spencer, Chairman 2 of 2 Jack Deeken, V. Chairman 2 of 2 Mike Lester (on-line) 2 of 2 Derrick Spicer 1 of 2 Mark Schwartz 2 of 2 Staff Present: David Bange, City Engineer John Fitch, Civil Engineer II Eric Bowers, Airport Manager Clint Smith, Director of Planning & Protective Services Eric Baron, Planner Manager Anne Stratman, Neighborhood Services Specialist Sr Ryan Moehlman, City Counselor/Interim City Administrator Matt Schofield, Fire Chief /Interim City Administrator Angie Haslag, Administrative Assistant Sr Chairman Spencer called the meeting to order at 7:30 a.m. A quorum was present at this time. The following guests attended the meeting: Bruce Meister, Stephi Smith-News Tribune, Willard Feyen (online) 1) Introductions No formal introductions made 2) Approval of the May 11, 2023 Committee meeting minutes Councilman Lester moved and Councilman Schwartz seconded to approve the April 13, 2023 meeting minutes, motion carried. 3) Citizen opportunity to address Council Committee on Stormwater and Other Public Works Issues. No citizens present at this time 4) New Business 1. Community Development Block Grant – 2023 Annual Action Plan (Anne Stratman) Ms. Stratman gave a power point presentation and information was provided to the committee in the meeting packet. She noted that the Action Plan was also available on the City’s website page. Staff is requesting this be forwarded to the full Council. Minutes/Jefferson City Public Works and Planning Committee June 8,.2023 2 With little discussion among committee member and staff, Councilman Schwartz moved, seconded by Councilman Deeken to endorse the Action Plan and move to full Council. Motion carries, with the following roll call vote: Deeken – Aye Lester – Aye (via on-line) Schwartz – Aye Spencer – Aye Spicer – Aye 2. CAMPO Unfunded Needs/Transportation Priorities (Eric Barron) Mr. Barron presented an informational slide presentation to members and a handout was also provided in the meeting packet. Mr. Barron touched on three local priorities, the top five unfunded needs priorities and Multimodal unfunded needs. There was a brief discussion among Committee members and staff pertaining to projects noted in the presentation that directly involve the City. 3. Sales Tax G Projects List (David Bange) Mr. Bange presented a brief update. Committee members were provided a list of completed Sales Tax G projects in the meeting packet. There was brief discussion among Committee members and staff present. 4. City/County Project Agreement (David Bange) Mr. Bange gave spoke on the current City/County Project Agreement, which was provided in the packet. Mr. Bange noted there are currently three projects nearing the final stages. Staff is looking for recommendation to move the Agreement to full Council approval. There was discussion among Committee members and staff present. Councilman Deeken moved, seconded by Councilman Spicer to endorse staff’s recommendation and move to full council for approval. Motion carries, with the following roll call vote: Deeken – Aye Lester – Aye (via on-line) Schwartz – Aye Spencer – Aye Spicer – Aye Minutes/Jefferson City Public Works and Planning Committee June 8,.2023 3 5) Other/Old Business Councilman Spencer spoke on concerns he received for parking along Binder Drive, near Memorial Pool and who citizens should contact with their concerns. Mr. Moehlman recommended to call the Police Department as this is an enforcement issue. Mr. Schofield noted that the City website does have an option to Report a Concern, if citizens do not feel comfortable calling in. Councilman Spencer spoke on concerns he received pertaining to Socket and their work in the City pertaining to destruction of citizens yards. Mr. Moehlman noted the Public Works Department is actively engaged and has currently suspended permits for any work at this time. Councilman Deeken spoke on his experience with the water company and congratulates them, along with Stockman Construction and Drill Tech on the great work and service they provided installing a new meter. 6) Reports No reports to present 7) Adjourn Councilman Deeken moved, seconded by Councilman Spicer to adjourn the meeting at this time (8:29 a.m.)
