REGULAR COUNCIL MEETING, JUNE 20, 2023
CALL TO ORDER
Mayor Ron Fitzwater called the June 20, 2023 City Council meeting to order at 6:01 P.M.

ADOPTION OF THE AGENDA
Councilmember Lester motioned and Councilmember Mealy seconded the motion to adopt
the agenda. The motion passed unanimously by voice-vote.

Councilmember Spencer motioned to approve the above, recommended appointments.
Councilmember Lester seconded the motion. The motion passed unanimously by voice-
vote.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
a. A Salute to America update was provided by the event coordinator, Samantha Schwartz.
This year’s theme is “American Movies”. The one-day event includes a 5K at the Noren
Access with a DJ, classic cars showing on the north side of the capitol building from 9:00
A.M. – 12:00 P.M., parade at 11:00 A.M. with a Community Bike Ride included, chalk art

contest, a Kids Zone open from 1:00 P.M. – 9:00 P.M., beer garden with live
entertainment, and the main stage with live music and Mr. & Ms. Independence contest.
The evening will conclude on the north side with a fireworks display from 9:45 P.M. –
10:00 P.M.
b. Parks & Recreation Commissioner Chris Leuckle provided a JC Parks update.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The July meeting has been cancelled.
• Finance Committee – The June meeting has been cancelled.
• Public Safety Committee – The next meeting is June 29th, 7:30 A.M. in the Police Training
Room.
• Public Works & Planning Committee – The next meeting is July 13th, 7:30 A.M. in the
Council Chambers at City Hall.
Councilmember Mealy’s announcement:
• The Hope for Heroes 5K is scheduled for July 1st, starting at the Veterans Memorial on the
north side of the state capitol building. Opening ceremony begins at 7:30 A.M., and the
race begins at 7:45 A.M. The race benefits the Food Bank Veterans program.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Former Councilmember Glen Costales from the fourth ward provided City personnel services
data from FY15 – FY19. Shiela Pearre provided Mr. Costales with initial information. She
indicated she would send the same information to the Mayor and City Councilmembers. She
also requested Mr. Costales provide her with his methods for calculating his total figures.
CONSENT AGENDA
a. Minutes of June 5, 2023 Council Meeting and June 12, 2023 Budget Work Session
b. Awarding Breathing Air Compressor Bid to Ed M Feld Equipment in the Amount of
$29,953
c. Local Tourism Asset Development Grant Acceptance in the Amount of $2,144,125
d. Acceptance of the State Drug Task Force Grant in the Amount of $45,643.50 passed
through the MO Dept. of Public Safety to the Jefferson City Police Dept.
Councilmember Lester motioned and Councilmember Mealy seconded the motion to approve
the above items on the Consent Agenda. The motion passed unanimously.

MONROE STREET JOINT CITY AND COUNTY CAPITAL IMPROVEMENT PROJECTS.
Public Works Director Matt Morasch presented the bill. Eric Landwehr, Cole County Public
Works Director spoke in favor of the bill. The Wildwood Drive property owner and developer
John Farrer spoke in favor of the bill.
Councilmember Spencer requested to suspend the rules and take up bill 2023-018 for third
reading and final passage.
With no objection, bill 2023-018 was third read by title, placed on final passage, and passed
by the following roll-call vote as Ordinance 16352.

OPERATION.
Kylee Floodman with Bird Rides Inc. attended virtually to answer questions related to bill
2023-17. Ms. Floodman said she will provide a response as to how to implement her
recommendations provided to City Council by the end of the week. Councilmember Lester
and Councilmember Mealy attended the Downtown Association meeting and noted a couple
downtown businesses in favor of the scooters in the downtown area. Councilmember
Schwartz said he heard from a few downtown bu sinesses opposed to the scooters in the
area.
With the absence of two councilmembers, Councilmember Spencer placed bill 2023-017 on
the informal calendar.

the June 5, 2023 Closed Session Minutes. The motion passed unanimously by the following

CLOSED SESSION
Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Fitzwater entertained a
