Park Commission Chair Ann Thies presided. 1) Call to Order Commissioners present: Commissioners absent: Also present: Ann Thies, Ben Benson, Peter Lecy, Madeleine Linck, and Beth Nielsen Galen Bruer & Brian Kingsley Jodi Gallup and Kim Ann 2) Additions to the Agenda: None 3) Approval of the Minutes • November 19, 2008 Regular Meeting A motion was made by Beth Nielsen and seconded by Ben Benson to approve the minutes. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None 5) Final Review of Trail Study Gallup explained to the Park Commission that there were a few trails that were missed on the updated Trail Study that the Park Commission created earlier this year. The Park Commission conducted a final review of the plan and noted the following changes: • Hidden Lake Trail is a short spur trail west of County Road 19 to an overlook on Hidden Lake. This trail could be completed with the County Road 19 regional trail. It would be a great connection to allow public viewing to a high quality natural area. The trail should only be turf or gravel. It would develop as opportunity arises and it would be labeled as moderately low priority. • Pioneer Trail would be low priority and would run along Pioneer trail from Highway 55 to Willow Drive. It was also discussed that if the opportunity allowed, that this trail would be nice if it meandered off the shoulder. The surface type is to be determined. • There was a general consensus from the Park Commission that there should be language added to the executive summary of the trail study that states, "Trails could meander off shoulder where possible". • Willow Trail should be moderately high priority from County Road 24 to Hamel Road. The need for this trail is to connect the trail system to two existing trails and it provides a North/South connection. The surface type should be gravel. • Tamarack Trail from Highway 55 to Hamel Road should be added to the description of the Hamel Road trail. It is an access point for residents on both sides of the road to access existing trails. This trail should be a paved shoulder and constructed as soon as funds are available. • County Road 101 completion is a small piece of County Road 101 that should be a high priority trail. The need for this trail is to connect Uptown Hamel with the Clydesdale retail area. The surface type would be a paved shoulder. • It was recommended to remove the language referring to the MSA on the Willow Drive South of Morningside Road Trail. • It was recommended to change the East Chippewa trail description from Willow Drive to Arrowhead instead of ending at Mohawk. • It was recommended to extend the County Road 116 trail down to Hamel Road. Currently there is a small piece missing from the Comprehensive Plan from Highway 55 to Hamel Road. • There was a general consensus to change the name of the Trail Study to be a Trail Plan. • It was suggested to add more City Street names to the map, take out the private recreation label, and change the color of park names to make them more legible. 6) Review of Park & Recreational Facilities Ordinance, Section 515 The Park Commission reviewed the Park and Recreational Facilities Ordinance with the track changes from the last meeting. A few more changes were recommended. Section 515.07, Subd. 1 (b) — remove detrimental effect and replace with potentially create damage. Section 515.09, Subd. 8 (d) — change language, "Permit a pet, except guide dogs to assist persons with disabilities. (e) — remove language " be engaged in a pet exercise or training". Section 515.09, Subd. 9 — Add "Passenger" before Aviation. Section 515.09, Subd. 15 — Camping should not be allowed without a permit. 7) Discussion of 2009 Timeline for Field House Ben Benson and Beth Nielsen volunteered to serve on the Field House Task Force. A suggestion was made to hold at least one of the meetings each month prior to a regularly scheduled Park Commission meeting. 8) Staff Report a) Park Commission Vacancies: The Park Commissioners suggested a few people to fill the vacant Park Commission seats. The horse trail is very narrow on some parts of the new trail, but it is still a mixed use trail. She stated that the Three Rivers Park District horse patrol will be riding the trail in the spring to better establish the horse trail. Thies was concerned about the small parking area to park horse trailers. 9) Adjourn A motion was made by Ben Benson, seconded by Beth Nielsen and passed unanimously, to adjourn the meeting.
