He said he had one estimate of $1,200.00 for the needed work. It was moved by
Mr. Villeneuve, seconded by Mr. Brush, and unanimously voted that Mr. Maley
should obtain other estimates and proceed with the .cork at a cost of not over
$1,200.00.
The Village Manager reported that due to a chance in the specifications
for the Magnetometer test we were able to have the work done for $1,350.00 instead
of $5,700.00.
There being no further business on motion of Mr. Villeneuve, seconded by
Mr. Brush, and unanimously voted the meeting was adjourned at 10:15 A.M.

The Council of Bal Harbour Village met. Saturday, May 27,.1972 at 9:30 A.M.
in the Village Hall.
Present: Messrs. Beatty, Printup, Taplin and Villeneuve
Absent: Mr. Brush
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,Village
Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Taplin, seconded by Mr. Beatty, and unanimously voted the
minutes of, the previous meeting of April 29, 1972 were approved as submitted.
Mr. Maley told the Council that the borrow area for sand for the beach
nourishment project had to be moved 1000 feet seaward due to a submerged reef. The
Engineers also requested a sleding of the borrow area, for detection of valuable
marine life to satisfy the State Marine Ecologist. They estimated the cost of this
additional work at $1000.00. On motion of Mr. Taplin, seconded by Mr. Villeneuve
and unanimously voted the expenditure was authorized,
Mr. Maley read a proposed bill to be placed in the 1972 Federal Omnibus
Act covering our beach restoration project that was prepared by Congressman Pepper's
office. The bill asks for permission for Bad Harbour to begin the project and re-
ceive reimbursement upon completion of the work. Mr. Maley also reported that at
present six property Releases have been returned approving the project.
Mayor Printup told the Council that the Bad Harbour Resort Association
is requesting $3,656.00 for publication of their ad in the Annual AAA Florida
Tour Book instead of the $2,156.00 previously approved. This is now an annual
publication instead of a semi-annual one. On motion of Mr. Taplin, seconded by

Mr. Villeneuve, and unanimously voted the expenditure was approved.
Mr. Maley said that additional parking was needed for employee cars now
utilizing metered parking spaces and that he had requested Sims Paving Company to
pave a sectiion at the north end of Lot 2 Block 1 in front of the new maintenance
superintendent's residence at a cost of $1,861.00. On motion of Mr. Beatty,
seconded by Mr. Villeneuve and unanimously voted the expenditure was approved.
Mr. Maley read a request from the Americana Hotel for use of the garage
space for convention display purposes through December 7, 1972. On motion of
Mr. Villeneuve, seconded by Mr. Beatty, and unanimously voted the permission was
granted. After discussion it was the Council's opinion that Mr. Maley should con-
tact Mr. Tisch and request that the locks be changed throughout the hotel to cut
down on the hotel burglaries.
The Village Manager explained that the Dade County League of Municipalities
has set up a Labor Relations Board consisting of four members skilled in labor
relations that member cities can call upon to handle their labor problems. He also
said that the League had asked for an expression of the members regarding the use of
the emergency telephone number "911". It was moved by Mr. Taplin, seconded by Mr.
Villeneuve and unanimously voted that Bal Harbour would have no objection to the
county -wide use of this emergency number.
Mr. Maley told the Council that he had a price from Clark Landscape Company
who is finishing the work on the west side of Collins Avenue, to replace 20 black
olive trees that are dying in front of the Singapore and Americana hotels with Mimesop
trees for $1,800.00. On motion of Mr. Villeneuve, seconded by Mr. Taplin and
unanimously voted the contract was authorized.
Mr. Maley reported that all the new signs were in place on the east side
of Collins Avenue hotels and apartments and that all the old signs had been removed.
Mr. Taplin suggested that the ordinance be enforced regarding care of the
parkway area in front of all properties.
Mr. Maley said that due to the falsifying of his age on his application for
employment, Edward Janaskie's pension was not properly funded and that it would
cost the village an additional $1,827.15. However, this amount is much more than
Mr. Janaskie would actually realize in his pension if he retires now, as he plans
to do. It was moved by Mr. Beatty, seconded by Mr. Villeneuve and unanimously voted
that the -village will not guarantee Mr. Janaskie a greater amount than has been
allocated to him at this time.
Mr. Maley said he had talked to the County and Miami Beach and there are
no plans to use Baker's Haulover Park for convention demonstrators at this time.
There being no further business on motion of Mr. Beatty, seconded by
Mr. Taplin and unanimously voted the meeting was adjourned at 10:25 A.M.
