A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY OF THE CITY
OF LYNWOOD APPROVING THE CONSULTING SERVICES AGREEMENT
BETWEEN THE LYNWOOD REDEVELOPMENT AGENCY AND GLEN A. CAMPORA
TO PROVIDE REDEVELOPMENT HOUSING AND PROJECT SPECIALIST
SERVICES
WHEREAS, in December 2006 a Complaint was filed against the City of
Lynwood ("City") and the Lynwood Redevelopment Agency ("Agency") alleging various
violations of municipal and redevelopment law, respectively; and
WHEREAS, on March 17, 2009, the Agency approved a Stipulation and Order
("Settlement Order") settling certain litigation claims brought against the Lynwood
Redevelopment Agency; and
WHEREAS, in general, the Settlement Order establishes a mechanism by which
a Redevelopment Specialist, paid for by the ,Agency; will act as a consultant to the
litigation; and
WHEREAS, the Redevelopment Specialist will be responsible for conducting a
comprehensive review of the Agency's Inclusionary Housing Obligations and
Replacement Housing Obligations, consistent with applicable California Redevelopment
Law and preparing an Advisory Housing Report ("Report"); and
WHEREAS, the Redevelopment Specialist will be required to submit a Report to
the parties with opinions as to any additional replacement and inclusionary housing
obligations required of the Agency, as wel( as the appropriateness or inappropriateness
of the expenditure of funds by the Agency from the Housing Fund and an opinion as to
any Excess Surplus and Affordability Covenant obligations consistent with the
Settlement Order; and
WHEREAS, on June 2, 2009, the Agency authorized staff to issue a Request for
Proposal for the purpose of retaining a qualified consultant to serve as a
Redevelopment Specialist; and
WHEREAS, after review of the proposals, Special Agency Counsel and attorneys
representing the plaintiffs recommend that Glen A. Campora be retained to serve as the
Redevelopment Specialist. ~
NOW, THEREFORE THE LYNWOOD REDEVELOPMENT AGENCY DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1: That the Agency Board authorizes the Chair to execute an
Agreement between the Agency and Glen A. Campora to provide redevelopment
housing and project specialist services in a form approved by the Agency Counsel at a
not to exceed amount of $73,250.
Section 2: The Secretary shall certify to the passage and adoption of this
Resolution.
