The Park Commission of Medina, Minnesota met in regular session on December 17, 2014 at
7:00 p.m. at Medina City Hall. Park Commission Chair Ann Thies presided.
1) Call to Order
Commissioners Present: Ann Thies, Madeleine Linck, Steve Lee, Lori Meehan, Ellis
Olkon, Nate Pearson and Dino DesLauriers
Commissioners Absent: None
Also Present: City Council member Melissa Martinson, Public Works
Director Steve Scherer and Assistant to City Administrator
Jodi Gallup
2) Additions to the Agenda: A motion was made by Linck and seconded by Lee to add a
brief resolution during the staff report. Motion passed unanimously.
3) Approval of Minutes:
• November 19, 2014 Meeting
A motion was made by Lee and seconded by Linck to approve the minutes from
November 19, 2014 as presented. Motion passed unanimously.
4) Public Comments (on items not on the agenda): None.
5) City Council Update
Martinson updated the Park Commission on recent City Council actions.
6) Eagle Scout Project — Holy Name Park
Fred Stephan with Troop 283 stated that he first presented his project request to build a
picnic shelter to the Park Commission in September and was here tonight to
address/answer the outstanding questions from the last meeting.
Stephan stated that he did a sight visit with Public Works Director Steve Scherer to
determine the exact location of the picnic shelter at Holy Name Park. He showed a few
pictures of the exact location and the view point from that location. This location would
be on the left side of the path near the parking lot.
Stephan noted that the second question that was asked of him was in regards to insurance.
He verified with his troop and they do provide insurance to cover these projects.
The last item was in relation to pricing. He was asked to price out cedar shakes instead of
asphalt shingles and to price out matching pavers to the pavers on the existing path. He
showed the Park Commission an updated spreadsheet of the cost breakdown. He stated

that the price did increase from around $1,800 to approximately $2,700 because of the
cedar shakes and matching pavers. He also noted that he was proposing to connect the
existing path to the picnic shelter.
A motion was made by Lee and seconded by DesLauriers to recommend to the City
Council to accept this project and pay for it out of Park Dedication funds. Motion passed
unanimously.
7) Eagle Scout Project — Hamel Legion Park
Griffin Schneider introduced himself to the Park Commission and gave a brief outline of
his presentation and his background.
Schneider stated that the scope of the project included framing and pouring concrete slabs
for the bleachers, moving the monument and flagpole, painting the dugouts, creating
dugout maintenance signs and helping with annual field maintenance.
Schneider stated that his teammates for this project included Greg DeVos and Ted Fust
with the Hamel Hawks, Steve Scherer with the City of Medina, and scouts and parents
from Boy Scout Troop 3202.
Schneider reviewed the funding sources and costs for each of the projects noting that the
majority of the expense would be for the concrete slabs costing around $3,000 to $4,500.
Schneider stated that the timing of the project would be April to May 2015 over two or
three weekends. Scherer requested that they give themselves an extra weekend to do the
work in case it rains. It was questioned if city staff would be able to be there to supervise
the project on the weekends, which Scherer stated that he would not be able to be there
on weekends so it would be nice to find some days that worked during the week to
complete the project.
Each project was then discussed in more detail.
Schneider showed a picture of where the concrete slab would be placed and noted that it
would extend all the way to the dugout. It was asked if the slab would be symmetrical on
both sides.
The Park Commission questioned the specifications of the concrete slabs. Ted Fust with
the Hamel Hawks stated that he has poured concrete slabs in the past and also has a
friend who does it for a business and is willing to help them out.

The Park Commission questioned why the concrete slab would extend beyond where the
bleachers were placed. It was noted that it would be nice for lawn chairs too.
Discussion took place on the location of the flag pole. It was noted that the Hamel
Athletic Club also uses the flag pole on the little league field, which is why it is located
between the two fields. It was also noted that the proposed location would be in the way
of future bleachers. Everyone agreed that the existing flag pole is rusted and an eye sore
so something needed to be done with it, but it should not be moved to a different location.
Discussion took place on painting the dugouts royal blue to match the team colors of the
Hamel Hawks and the Hamel Athletic Club. It was noted that the dugouts were just
painted beige last year so this paint job would be purely cosmetic. It was noted that these
teams only play a few months of the year and the rest of the year everyone would have to
look at the royal blue. The Park Commission agreed that they did not want the dugouts
painted royal blue and suggested that the teams just hang a banner during their games
instead.
Discussion took place on the proposed dugout rules sign. The Park Commission liked the
idea, but questioned where the list of rules came from? It was noted that the sign was
modeled after the signs at the St. Michael/Albertville fields. The Park Commission
suggested blue signs with white letters instead of green and white. The Park Commission
also stated that the Hawks and the Hamel Athletic Club need to come to an agreement on
the wording of the sign before it is created.
Discussion took place on the maintenance items which included hanging outfield
windscreens and filling in low areas with ag lime. The Park Commission did not have any
problems with these items and did not think that they needed City approval.
Pearson, DesLauriers and Scherer agreed to meet Schneider on site to determine the exact
location of the concrete slabs and to look at the flag pole and monument locations.
The Park Commission directed Schneider to bring back more detailed plans to the
January meeting for further consideration.
8) Future Facilities Map
Gallup noted that City Planner Dusty Finke updated the Future Facilities Map per past
comments and direction from the Park Commissioners. He added a study area circle on
the east side of County Road 116 and he changed some of the color schemes to make the
map easier to understand.

The Park Commission noted the following items they would like updated on the map
• Remove the proposed trail connection on the Wakefield property
• Fix how Morgan Road is shown on the map
• Look into if the trail on Medina Road can be striped to go two ways on one side
of the street
• Show a new trail connection from the City owned woods in the Reserve of
Medina to the new City owned woods in the Villas at Medina Golf and Country
Club
• Look further into switching the proposed trail south of Arrowhead from a paved
trail to a turf trail
9) Staff Report
• Gallup noted that the Park Commission has three seats expiring at the end of
2014. Meehan has submitted her application to renew her term. Please forward
applications on to interested residents as the application deadline is December
19th
• Linck stated that she would like to have a resolution thanking Ellis Olkon and
Ann Thies for their many years of service on the Medina Park Commission. The
Park Commissioners thanked them for their service.
10) Adjourn
A motion was made by Olkon, seconded by Pearson and passed unanimously, to adjourn
the meeting.
The meeting was adjourned at 8:15 p.m.
