HomeMy Public PortalAbout12.18.2013 Park Commission MinutesMedina Park Commission Meeting Minutes December 18, 2013 Medina City Hall Page 1 of 3 The Park Commission of Medina, Minnesota met in regular session on December 18, 2013 at 7:00 p.m. in the Medina City Hall. Park Commission Chair Paul Jaeb presided. 1) Call to Order Commissioners Present: Commissioners Absent: Also Present: Paul Jaeb, Ellis Olkon, Dino DesLauriers, Madeleine Linck, Janet White and Steve Lee Ann Thies City Council member Melissa Martinson, Public Works Director Steve Scherer and Assistant to City Administrator Jodi Gallup 2) Additions to the Agenda: None. 3) Approval of Minutes: • November 20, 2013 Regular Meeting A motion was made by Linck and seconded by DesLauriers, to approve the minutes from November 20, 2013 with no changes. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update Martinson updated the Park Commission on recent City Council actions. 6) Fawn Meadows — Park Dedication Review Gallup stated that Money Tree Holdings LLC has made an application for a rezoning and preliminary plat to develop a 10 acre site, which consists of 4.74 acres of wetland into 11 single family residential parcels. The site is adjacent to the Reserve of Medina. Gallup showed the development plan and explained the temporary cul-de-sac near the western end of the road. She noted that there would be sidewalks on one side of the street. Gallup stated that there are no active park facilities in the park plan for this area, but the nearest park is greater than 1/2 mile away. There are also no trails in the trail plan for this site. The cash -in -lieu amount would be capped at $8,000 per lot, which would total $88,000 for the eleven lots. Linck questioned the wetland buffer zone. It was noted that a 30 foot buffer was required. She also noted that Elm Creek was in the process of changing some of their requirements. Medina Park Commission Meeting Minutes December 18, 2013 Medina City Hall Page 2 of 3 Jaeb read Commissioner Thies' comment, "Given that the south east area of County Road 116 and Hackamore seems to be developing all at once, perhaps we should revisit a small park in that area? If it makes sense to pick up half an acre here and combine it with another development to come". DesLauriers stated that the Park Commission did not recommend a park when they reviewed the Reserve of Medina development. If they were going to recommend a park, it should have been at that time. Jaeb noted that even though this development is greater than a half mile from the Park at Fields of Medina, it is within one mile. Linck stated that she agreed that there was no alternative but taking the money, but she expressed concern on how all these new residents would safely cross County Road 116 to the new park. There was a general consensus of the Park Commission that taking half an acre of park land did not make sense on this site and taking the cash -in -lieu was the best option. A motion was made by White and seconded by Lee to recommend accepting cash -in -lieu of park dedication. Motion passed unanimously. 7) Request for fence in woods in Reserve of Medina Development Gallup stated that residents in the rural lots to the south on Shawnee Woods have proposed that a fence be installed along the property line to differentiate the city owned woods in the Reserve of Medina development from the woods on their private property. The Park Commission is reviewing this request to make a recommendation if a fence is necessary and if so, if Park Dedication funds should be spent to install this fence. There was discussion that a fence was not necessary at this time since the development does not have any homes yet. It was noted that if property owners were concerned, they should put up "no trespassing" signs on their property lines. A motion was made by Olkon and seconded by Linck to table this discussion. There was a general consensus that the layouts looked better. It was noted that the contour lines should be removed and the trail and bridge should be shown on the map of Hunter Lions Park. The Park Commission directed Gallup to bring back a high resolution final draft of each sign to the January meeting for final approval. Gallup will work with DesLauriers to finalize Hamel Legion Park and work with White to finalize Lakeshore Park. 9) Staff Report a) General Items — Scherer reported that the skating rinks were flooded and were looking good. The warming house is also open and has been getting a lot of use already. Scherer reported that the City had just received a solicitation from Three Rivers Park District for an opportunity to apply for a regional trail connection grant. The application deadline is on January 3rd, which does not give the City much time to put something together. He proposed applying for a trail connection grant to connect County Road 101 with Uptown Hamel completing a loop back over to County Road 116. 10) Adjourn A motion was made by Olkon, seconded by White and passed unanimously, to adjourn the meeting.
