COUNCIL MINUTES
ADJOURNED MEETING
FEBRUARY 13, 1974
INITIATION:
1. Mayor Tyrell called the adjourned meeting of the City Council
to order at 7:30 p.m.

3. WEST SAN GABRIEL VALLEY JUVENILE DIVERSION PROJECT
A general discussion was held regarding the purpose and operation
of the project. Lt. Jim Cook, Youth Services Bureau of the
Sheriff's Department and Charles Blum, Delinquency Prevention
Services, Los Angeles County Department of Community Services,
were available to answer questions and provide additional in-
formation to the program.
It was agreed to place the matter on the agenda of the next City
Council meeting to be held February 19, 1974 for action.
COMMUNICATIONS:
A. Community Redevelopment Agency
Tom Parrington._presented a brief report on the current negotiations
with EGSMetro Development Company.
B. Public Utilities Commission
Staff presented a copy of Rule 14.1 requiring curtailment of
energy use. Staff also advised the City Council that thermostats
and outdoor lighting were in accordance with Public Utilities
Commissions'' . requirements.
C. Comprehensive Employment Training Act
Council was informed of the new federal employment program. The
staff would make a'request for funding of certain positions. If
funds are available, a' final °proposal will be submitted to the
Council for approval. The matter was referred to the regular
City Council meeting on February 19, 1974 for final action.
D. City Hall Improvements
Staff reviewed proposal for installation of emergency generator
for the City Hall. After a general discussion of various
locations, the matter was referred to the regular City Council
meeting on February 19; 1974 for final action.
E. Park Damage - .(Live Oak Park)
Persons responsible for driving on park grounds and damaging
grass have been arrested. The violation will be processed under
a criminal complaint.

F. Fiscal Year 1974 -75 Budget Calendar
Copies of the budget calendar and schedule of activities were
provided to the Council.
G. Withdrawal from Social Security
The report prepared by staff and provided to each employee was
discussed. Each employee has met with staff and an election
will be held shortly to determine final action.
H. Annexation
A brief report was given regarding status of annexation activities.
I. Sister City Plaque '(City Hall)
A request from Sister 'City to furnish and place a display board
in the foyer of City Hall with material pertaining to our
Sister City was approved.
5. ADJOURNMENT:
--The-meeting-was. adjourned at 9:45 p.m. Next regular meeting of
the City-Council-will be held'on Tuesday, February 19, 1974,
in the Council Chamberrof •the City Hall.
