HomeMy Public PortalAbout1972-06-24 Meeting3 June 24, 1972 The Council of Bel Harbour Village met Saturday, June 24, 1972 at 9:30A.M. in the Village Hall. Present: Messrs. Brush, Printup, Taplin and Villeneuve Absent: Mr. Beatty Also present were Fred V. Maley, Village Manager; Mary T. Vettcrer, Village Clerk; Thomas Britton, representing Mr. Anderson, Village Attorney; and George 6hittaker and Henry von Oesen, Village Engineers. On motion of Mr. Taplin, seconded by Mk. Villeneuve and unanimously voted the minutes of the previous meeting of May 27, 1977 were approved as submitted. Mr. von Oesen showed the Council the Flans for the beach restoration project explaining in detail Federal participation, scheduled renourishment, jetty and groin construction, the interceptor line for oceanfront properties storm drains that will run just east of the seawalls, and the stairway accessess to the beach. Iie said the plans would be ready to present to other governmental agencies by August- 15th and they plan to accelerate the approvals by personal contact. e can figure on advertising for bids during September with jetty construction beginning in November. Mr. Maley read portions of Congressman Pepper's letter to the Chairman of the Rivers and Harbors Committee regarding the placing of our beach nourishment program in 1972 Omnibus Act. It was the Councils feeling that we should obtain the names of all the members of this Committee and either contact them in person or by letter. On motion of Mr. Brush, seconded by Mr. Taplin, and unanimously voted Mr. Sol Bennett on recommendation of Mr. Maley wes retained to appraise the ten foot easement at the north side of the Barbour house property for the beach access walkway. Mr. Larry Cliff, President of the Sal Harbour Resort Association, appeared to request that the Council allocate $16,000 in %z sort Tax monies for the following projects inasmuch as the Association did not spend all the money allocated to them in the 1970-71 Budget: $5,000 for expenses at a Travel Show in Bcgota, Colombia, in August: $5,000 for a more elaborate brochure of the area's resorts; $6,000 to invite more travel agents to the area. After discussion in which it was pointed out that the Resort Association had been allowed approximately $11,000 in the 1971-72 Budget on motion of Mr. Villeneuve, seconded by Mx. Taplin and unanimously voted the Pesort Association was allowed $5,000 for the Travel Show in Bogota. Mr. Maley said he had a meeting with Mr. Frederic Robinson of Harland Bartholomew and Associates and a letter from Adley Associates regarding the possi- bility of a density study for the east side of Collins Avenue. It was the Council's opinion that Mr. Maley should contact Harland Bartholomew and get a figure on their per diem consulting rate. Additional police protection during the Democratic and Republican conven- tions was discussed. Mr. Maley assured the Council that all precautions and new June 24, 1972 134 work shifts had been arranged for, and additional equipment had been ordered. i•r. Maley said that the Mayor and Mr. Beatty had been successful in Setting the Florida League of Cities meeting tc Bel Harbour this October and that it is customary for the host city to underwrite a reception for the delegates and take care of the wives program. It was moved by Mr. Taplin, seconded by Mr. Brush and unanimously voted that Mr. Maley should allocate $4,500 in the new Tourism Department Budget for this meeting. On motion of Mr. Brush, seconded by Mr. Taplin and unanimously voted PESGLLTICN ^iC . 203 certifying to the rolice Standards Bureau, Bel Harbour's compliance with the provisions of the Revenue Sharing Act was adopted. A request from Channel 2 for $500 contribution was discussed. On motion of Mr. Taplin, seconded by Mr. Brush it was unanimously voted to increase Bal Harbour's donation from $50 to $100 in the 1972-73 Budget. Mr. Printup told the Council that the Village had received a letter from ir. Willard Webb expressing his thanks for the silver tray that was presented to him by the Village. I:esoiation No. 204 was presented to the Council and on mofzon of Mr. Brush, seconded by Mr. Taplin it was unanimously voted to send Mayor Kennedy a letter expressing our position on the Federal Revenue Sharing Bill instead of the Resolution. Mr. Maley said the Metropolitan Fire Department had requested use of the Court room to house additional firemen if necessary during the conventions. The Council agreed to this use. The Council decided to take no action on Besolutien No, 205 regarding permits for hand guns. Mayor Printup read a letter from Daniel P. Sullivan, Executive Vice President of the Crime Commission of Greater Miami asking that salaries for police for recruits stard at $10,000. No action was taken on the matter. Mr. Maley told the Council the Equitable Life Insurance Company, the present carrier, had raised the rates for individual and family hospitalization and that our agent had solicited other companies for bids. Bankers Life Insurance was willing to write the insurance at a lower rate than the proposed Equitable rates and the group is being transferred to them as of July 1, 1972. There being no further business on motion of Mr. Villeneuve, seconded by Mr. Brush and unanimously voted the meeting was adj,erned at 11:40 A.M. Mayor ATTEST: Village Clerk
