Park Commission Chair Paul Jaeb presided. 1) Call to Order Commissioners Present: Commissioners Absent: Also Present: Paul Jaeb, Ben Benson, Ellis Olkon, Dino DesLauriers, Bill Waytas and Madeleine Linck Ann Thies Assistant to City Administrator Jodi Gallup and City Council Member Melissa Martinson 2) Additions to the Agenda: None 3) Approval of Minutes: • November 28, 2012 — no changes. A motion was made by Linck and seconded by Waytas to approve the minutes from November 28, 2012 with no changes. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update Council member Martinson updated the Park Commission on recent City Council actions. 6) Sport Court Presentation Curt Priebe with Sport Court introduced himself to the Park Commission and stated that he had been with Sport Court for 20 years. He explained how the Sport Court surface with a concrete base was the perfect solution for the Midwest as it is not affected by extreme hot and cold weather. He showed samples of the court surface. A question was raised regarding how it drains and if the concrete base would get dirty over time since the surface has holes in it. Priebe explained that the concrete base is usually pitched one degree to allow for proper drainage and a good rainfall would clean any dirt on the concrete base. A question was raised on how the surface was striped and if it would need to be repainted over time. Priebe explained that once the surface was installed, it would be striped right on site. The paint is the same as what is used on bridges and water towers. He noted that he has never seen a court that needed to be repainted in the 20 years he has been with the company. Medina Park Commission Meeting Minutes December 19, 2012 Medina City Hall Page 2 of 5 Priebe noted that with a traditional asphalt surface, cities should really resurface them every three years, but in reality cities try to stretch their budget and wait five or six years to resurface. This causes the surface to become dangerous and unsightly and if an injury happens it could really cost the city. Priebe noted that the Sport Court surface is warrantied for 15 years, but should last 20 to 30 years. It was noted that if a tile were to crack, the individual tile could be popped out and replaced. The remaining surface would be unaffected. It was also noted that since the surface has holes in it, it dries in one third the time as a traditional asphalt surface. Priebe noted that more recently people have been installing aluminum security edges over the outer -edge of the court to prevent kids from picking up tiles. Jaeb questioned Priebe on what is the current trend for courts being built right now. Priebe stated that basketball has always been and always will be popular, but right now Quickstart tennis is becoming popular. It is for kids 10 and under and the court actually faces the opposite direction than a traditional court so you can have multiple smaller courts on one surface. He also stated that four -square and hop -scotch have always been popular as well. Another game that is becoming popular is called "futsal" which is similar to soccer, but played within the confines of a basketball court. Jaeb questioned what the time frame was from order to install. Priebe said about six weeks. A brief discussion took place regarding painting the city logo on the Sport Court. Priebe confirmed that a four color logo could be painted on the surface. Discussion took place regarding the need to use Sport Court for the concrete work. Priebe confirmed that a different company could do the concrete work and he would give them specifications to follow. Medina Park Commission Meeting Minutes December 19, 2012 Medina City Hall Page 3of5 Jaeb requested as a next step that Priebe provide Gallup with three or four courts in the area that Park Commissioners could visit. He specifically requested to look at courts that had been installed 10 or more years ago to see their condition. Olkon questioned if Sport Court has any competitors and wanted to confirm the city would be receiving a competitive price. Waytas noted that this type of surface would have a higher up front cost, but could save the city money over the long haul with less annual maintenance. Priebe ended his presentation by showing the Park Commission pictures of a recent project in Pipestone with three basketball courts and three tennis courts. Each court was donated by a different business in the community, which allowed the businesses to permanently put their logo on the court they donated. He suggested the city contact Pipestone for a reference. 7) Message Centers at Parks Gallup stated that staff is proposing that message centers be put at Hamel Legion Park, Lakeshore Park, and Hunter Lions Park in the spring. If the Park Commission likes the products and feel they would serve a valuable function in our other parks, we would purchase message centers for the remaining parks by the end of the summer. Hamel Legion Park — A large message center could be placed near the trail head showing a map of the park, its trail system and its other amenities. A second large message center could be placed near the ball fields, depending on HAC's need for information to be posted in it. Lakeshore Park — A large message center could be placed near the boat ramp with valuable information regarding Aquatic Invasive Species, boat launch permits, and possibly information on the lake association. Hunter Lions Park — A medium message center could be placed near the parking lot, where people would walk into the park. It could explain the park amenities, including a map showing the back nature area. Gallup suggested putting literature racks on the message centers at Hamel Legion Park and Lakeshore Park. Medina Park Commission Meeting Minutes December 19, 2012 Medina City Hall Page 4 of 5 A question was raised if water could leak into the glass of the message centers or into the literature racks. Gallup confirmed that the literature racks are covered on the top to avoid water leaking in and message centers have a miniature roof to help the water runoff without leaking into the glass. Gallup will do further research and contact references to confirm there would be no issue with leaks. Gallup will also try to get quotes from a second company that provides a similar product to make sure the city is receiving the best deal. 8) Hamel Athletic Club's Request for Additional Signage/Advertisements to Increase Fundraising Gallup reported that the Hamel Athletic Club (HAC) had asked about the potential for expanding the size and nature of their advertising within the park in an effort to increase capital funding. They would like Medina to consider allowing larger or more permanent signage at the fields. They would be careful not to obstruct sightlines or over clutter the park. The City currently allows HAC to put up semi -permanent signage on fencing in the walkways. Semi -permanent means up in the Spring and down in the Fall. HAC is looking to fund improvements with major sponsors that would request signage of larger sizing or possibly advertising on a new Scoreboard, etc. Currently, HAC maintains all signage at the fields. Large circle signs are only up for the season and banners are up at games/practices (temporary for 1-2 hours). Per the city ordinance, signage would only be allowed within the ball field complex and would not be allowed on the outside of the fences where it was visible from the road. A brief discussion took place that there should not be a need for permanent signage, since the ball fields are only used for a season of the year. The Park Commission stated that they could not take formal action on this item without more specific information and requested that HAC bring back a specific proposal for their consideration. 9) Staff Report a. Park Dedication Fund Balance: It was noted that the updated park dedication fund quarterly report was included in the packet for the Park Commission's reference. General Items: Gallup reported that the Public Works crew has been working on the ice rinks, but it has been difficult with the warm temperatures. They have also been plowing trails after the recent snow fall. 10) Adjourn A motion was made by Benson, seconded by Olkon and passed unanimously, to adjourn the meeting.
