The meeting was called to order by Mr. Kross at 8:15 a.m., a quorum was present at that time. 1. Introduction Committee members introduced themselves and welcomed new member Jeff Collins. 2. Acceptance of the December 2, 2021 meeting minutes Mr. Farr made a motion to approve the minutes. Mr. Towner seconded the motion; all members were in favor of motion. 3. New Business a) Request to designate an ADA space on State Street adjacent to the Federal Courthouse. (Requestor: Judge Bough) Mrs. Griffin gave the staff report. Staff would recommend designating an ADA space, with the stipulation that a private individual/group builds the loading area and ramp for it before this request moves forward to the City Council. Approved March 3, 2022 The requestor was not present. Group discussion occurred. Mr. Farr made a motion to accept city staff recommendations and designate an ADA space in the easterly most space on the southside of State Street. Mr. Towner seconded the motion. Six members voted aye, Mr. Atterberry abstained, motion passes. b) Request to remove parking on the south side of West Circle Drive, prior to the intersection with North Circle Drive, to improve line of sight. (Requestor: Ms. Dori DeCook) Mrs. Griffin gave the staff report. Staff could recommend removing parking only if the majority of the neighborhood supported it and parking removal was limited. The requestor was present and spoke on her behalf. A lengthy discussion occurred between commission members and area residents. Mr. Staub made a motion to accept city recommendations and remove one parking space on the south side of West Circle Drive, prior to the intersection with North Circle Drive. Mr. Brooks seconded the motion. All members were in favor, motion passes. c) Request to make one parking spot (west side, south of alleyway) in the 300 block of Jefferson St. a 15-minute unmetered spot so customers and vendors can deliver/pickup items. (Requestor: Mr. Zederic Crawford) Mrs. Griffin gave the staff report. Staff could support modifying the time limit on all five metered spaces in this quarter of the block, if the majority of building owners and tenants agreed on the change. The requestor was not present. Group discussion occurred between commissioners and area businesses. Mr. Farr made a motion to approve the request and make one parking spot in the 300 block of Jefferson Street a 15-minute unmetered parking spot. Mr. Brooks seconded the motion. All members opposed the motion, motion fails. d) Request to extend parking time limit or install parking meters in the 100 block of East Dunklin Street. (Requestor: Ms. Ashley Detwiler) Mrs. Griffin gave the staff report. Staff could recommend a time limit change only if the majority of the neighborhood owners and tenants supported it. Staff would not support parking meter installation. The requestor was not present. Group discussion occurred between commissioners and area businesses. Mr. Farr made a motion to remove signs, and withdrew his motion after further clarification. Mr. Atterberry made a motion to extend parking times, Mr. Towner seconded the motion. All members opposed the motion, motion fails. The commission also made a recommendation to the Public Works Director to add parking lines to the street. Approved March 3, 2022 e) Request to remove parking on the east side of Buena Vista Street, within/near the Kathryn Street intersection to improve mobility into/out of Kathryn Street. (Requestor: Mr. Darrel Bryan) Mrs. Griffin gave the staff report. Staff could support removing 80’ of parking to improve turning movements at Kathryn, provided there is not significant neighborhood opposition. The requestor was present and spoke on his behalf. Group discussion occurred. Housing Authority Representative indicated they would be fine with removing parking along the entire east side – Owners/Resident present as well as City Staff indicated they could support this as well. Mr. Farr made a motion to remove parking on Buena Vista north of the cul-de-sac to Edmonds Street. Mr. Towner seconded the motion. All members were in favor, motion passes. 4) Old Business 5) Other Business 6) Adjourn A motion to adjourn the meeting was made by Mr. Farr, and seconded by Mr. Brooks.
