The meeting was called to order by Chairman Ryan Towner at 8:15 a.m., a quorum was present
at that time.
1. Introduction
Mr. Ryan Towner started off the meeting thanking all the members of the public for
coming.
2. Acceptance of the December 01, 2023 meeting minutes
Mr. Stephen Brooks made a motion to approve the minutes. Mr. Jeffery Collins seconded
the motion; all members were in favor of motion.
3. New Business
a) Request: Request to restore parking along both sides of E. Dunklin Street between
Marshall and Cherry Streets. (Requestor: Michelle Brooks on behalf of the Jefferson
City Community Center and Second Christian Church)
Mrs. Griffin gave the staff report. The city staff would not recommend adjusting paint
markings in this section of East Dunklin Street- as shortening the turn lane or narrowing
the traffic lanes would have significant negative affect on traffic flow and pedestrian
safety at the trail crossing. However, staff would recommend adding up to four (4)
parking spaces in the section of E. Dunklin St. just south of Marshall Street, by modifying
the bus stop and no parking zone.
After a lengthy discussion between the commission members and the attendees with
comments and concerns of the Church and Community Center, Mr. Karl Staub made a

motion to accept the staff recommendation of adding in the four (4) parking spots but
also asked the staff to gather statistics and come up with an analysis for additional
parking; Mr. Steven Brooks also amended to the motion to potentially add a Handicap
accessibility spot included in staff research; Mr. Jeff Collins seconded both the motion and
amended motion; all members were in favor.
b) Request: Request to install stop signs on Sherman’s Hollow to slow traffic. (Requestor:
Ms. Susan Ryck)
Mrs. Griffin gave the staff report. The city staff would not recommend the use of stop
signs for speed control. However, staff evaluated all five (5) intersections along Sherman’s
Hollow using the current MUTCD guidance (Manual on Uniform Traffic Design) for yield
or stop Sign Control. Based on this evaluation, Staff could not recommend any stop signs
or yield signs on Sherman’s hollow, but could support a neiborhood request to install a
yield sign on Sumter Pl. for better identification of who has the right of way at Sherman’s
Hollow intersection.
Ms. Susan Ryck (requestor) also requested to look into adding striping. But Karl Staub
does not think that paint/striping will not be effective to reduce speed of drivers. After a
few conversations Mr. Timothy Diemler made a motion to try the City staff
recommendations of painting makings along Sherman’s Hollow from Gettysburg to
Wildwood; seconded by Bill Farr, motion didn’t pass with a (3-1-1)

c) Chairman Ryan Towner awarded Vice Chairman Timothy Diemler with a certificate
of appreciation as the commission members thanked him for his dedication and
gratitude he has had for the Transportation & Traffic Commission for eleven (11)
years.

A motion to adjourn the meeting was made by Mr. Stephen Brooks, seconded by Mr. Bill
Farr. All members were in favor of motion. Meeting adjourned at 10:25 a.m.
