Minutes of the Regular Meeting of December 19, 1991 Mr. Lynch moved and Mrs. Souder seconded that the minutes be approved as circulated and all voted AYE. IV. Additions, withdrawals, deferrals, arrangement of agenda items. There were none. V. Public Hearing A. Variance l.Digby Bridges, Marsh & Associates, Agent for The Little Club, Inc. 100 Little Club Road, Gulf Stream, Florida 33483 requesting a variance to permit construction of an addition (to contain a walk-in cooler/freezer) to an existing non -conforming structure, said addition to extend 15' into the required 25' side yard setback, at the northwest corner of the building known as The Little Club. Mr. Digby Bridges, Agent for The Little Club presented the site plan showing the proposed addition explaining that when the original building had been constructed, a setback of only 10' had been required as opposed to the 15 foot requirement now existing. He added that the proposed addition will follow the line of the building and will be of the same material and design as the existing building. Mr. Bridges advised that the Club plans to redesign the existing kitchen which is very small. In order to gain space needed for the renovation, it is necessary to move the cooler/freezer outside which is the purpose of the proposed room addition, he said. Mr. Bridges added that the immediate neighbors to the west are residents in the Las Casitas development and that they have requested that the existing wall that divides their property from that of the Club be increased :to 13 feet in a certain area to conceal from view several existing vent pipes on the roof of the Club. Mr. Bridges stated that The Little Club is willing to do this as part of the project if the IN Regular Meeting- Architectural Review & Plannning Board January 22, 1992 page 2 Town gives approval. Mr. Bridges closed his presentation by pointing out that additional landscaping will be provided to screen the addition. Mr. William Lynch, Vice Chairman questioned if there had been any objections to the project. The Town Clerk advised there had been a few residents in the Colonial Club inquiring about the project but after viewing the site plan seemed satisfied that there would be no impact on their property. Mr. Henry Cook, President of Las Casitas and Mr. Robert Cochrane, a resident of Las Casitas both stated that they had no objection to the proposed addition but are requesting that the height of the wall be increased as had been explained by Mr. Bridges. Town Manager Harrington noted that his recommendation for the granting of the variance included the provision that the area between the addition and the wall on the west property line remain uncovered and free from any kitchen equipment. Mr. Bridges stated that was the intent of the Club. Mr. Lynch moved that it be recommended to the Town Commission that the variance be granted as requested with the condition that the area between the addition and the wall on the west property line remain uncovered and free from any kitchen equipment, and provided that the wall on the west property line be increased in height as requested by the property owners on the west side of the wall. Digby Bridges Marsh & Associates, Agent for The Little Club, Inc., 100 Little Club Road, Gulf Stream, Florida 33483 - Construction of a one story addition, which will contain a walk-in cooler/freezer, to an existing structure known as The Little Club at the address stated herein. Mr. Bridges explained that the existing parking spaces will remain the same as there was adequate room for the addition by adjusting landscaped areas. He pointed out that windows will be included in the addition to match the existing design as shown on the rendering he displayed. Mr. Lynch moved that the ARPB recommend to the Town Commission that the site plan be approved as presented, seconded by Mr. McGraw. Ocean Blvd., Gulf Stream, Florida 33483 - Amended Site Plan to alter the Landscape Plan that was approved on August 14, 1991, File #91-11. Mr. Rosenberg displayed a color rendering of the amended site plan for landscaping the property between the structure and North Ocean Blvd. He pointed out that the size of the driveway had been greatly reduced and the size of the concrete squares had been reduced to 2' square in order- to rderto provide greater green area,with the strips of grass being between the squares. Mr. Rosenberg called attention to the fact that the water features and rock gardens had been removed and additional landscaping added which will include the creation of a courtyard enclosed with a short white picket fence to match the picket railing on the edge of the roof above. Regular Meeting -Architectural Review & Planning Board January 22, 1992 page -3- In closing, Mr. Rosenberg displayed the proposed design for the gate to be placed across the driveway access to AlA. He explained it would be black wrought iron with the overall design being a grid pattern with a row of solid panels across the entire width that would be at eye level of the occupants in cars traveling on AlA. He added that in each of the solid panels, there would be the design of a tree appearing in Orelief. Mrs. LaPorte expressed concern about mixing the black gate with the proposed white picket fence around the courtyard. Mr. Rosenberg believed this would not be offensive as the black gate would be soft and is quite a distance from the planned courtyard with the white fence. Mr. Lynch moved to recommend to the Town Commission that the amended site plan and gate design be approved as requested, seconded by Mr. McGraw. Report of Construction in Progress The report revealed there to be $7,410,454 worth of construction underway in December, 1991. There were no questions regarding the report. VIII. Items by Board Members Mrs. Souder questioned the appearance of blue ribbons around a number of the Australian Pine Trees along AlA. Mr. Harrington advised that he had met with DOT and the Contractor hired by DOT with regard to their plans to trim some trees and remove dead trees. He stated that he visited the site with the representatives and explained the town's desire to preserve the canopy over AlA. He further advised that DOT agreed that they would only remove dead trees and dead limbs as well as trimming some of the lower branches that will soon be a hazard to traffic on the highway. Mr. Harrington stated that while the ribbons were not attached in his presence, he can only assume that they were placed as a result of his meeting with the agency representatives. IX. Public There was no comment from the public. X. Adjournment Chairman Orthwein adjourned the meeting at 9:30 A.M. following a motion by Mr. McGraw which was seconded by Mr. Lynch,and a unanimous vote.
