MEETING MINUTES for JULY 28, 2009
I) Call to Order:
The July 28, 2009 Recreation & Parks Commission meeting was called to order at
5:10 p.m. by Chairperson Charles Wood.
II/III) Invocation & Pledge:
The Invocation was led by Commissioner Margie Harper and the Pledge of
Allegiance was recited by Chairperson Wood.
IV) Roll Call: Present Absent
Vice Chairperson Gutierrez Commissioner Salazar

V) Agenda Posting: The Agenda was duly posted for the July 2009 meeting as
prescribed by the Brown Act.
VI) Approval of Past Minutes: Chairperson Wood called for a motion on the minutes for
the Recreation & Parks Commission meeting held on June 23, 2009. Vice
Chairperson Gutierrez motioned for approval of the minutes. Commissioner
Hernandez seconded the motion. All Commissioners voted in favor to approve the
minutes and the motion is passed. Ayes: 3 Noes: 0
VII) Correspondence: Fee Waiver Request - Mr. Mark Flores, Interim Deputy Director
explained that a Recruiting Assistant from the U.S. Census Bureau is requesting a
fee waiver for the use of Bateman Hall for employee training for the 2010 U.S.
Census. Chairperson Wood called for a motion on this fee waiver request. Vice
Chairperson Gutierrez motioned for approval of the fee waiver. Commissioner
Hernandez seconded the motion. All Commissioners voted in favor to approve the
fee waiver request and the motion is passed. Ayes: 3 Noes: 0
VIII) Public Orals: None
IX) Scheduled Matters:
ActiveNET Website - Mr. Flores stated that the Recreation & Community Services
Department is currently in the process of restructuring its webpage and content and
is preparing to facilitate online registration for many activities through the City of
Lynwood website. Mr. Flores gave a brief explanation and PowerPoint presentation
on how the ActiveNET registration program works. He explained that the registration
process can be done at home on personal computers as well as by coming into the
office to register with staff. Mr. Flores gave the Commissioners an example of how
this user-friendly program works. He stated that there is a small 1.5% convenience
fee to register online, but there may also be discounts for registering online. This
discount will compensate the convenience fee and save on a ton of paperwork for
staff. Patrons will no longer have to stand in line at 4 a.m. to register for swim
classes. Patrons will be able to register for programs from the privacy of their homes
or anywhere that Internet connectivity is available. All major credit cards will be
accepted. Mr. Flores stated that a computer will be available in the Recreation lobby

for those patrons that don't have computer access at home. Commissioner
Hernandez asks who came up with the idea of ActiveNET. Mr. Flores stated that he
has lobbied for this project for a long time. It is a very time consuming project to input
all of the program information and all of the options. Vice Chairperson Gutierrez
asked if patrons will have to show proof of residency. Mr. Flores stated that proof of
residency must be shown at time of registration. The details are being worked out.
He stated that families can have a family membership if pre-approved to sign up
online.
LSA Website - Mr. Flores stated that the Recreation & Community Services
Department is currently in the process of developing a website for the Lynwood
Sports Association. He went on to describe all of the sports programming and
explained how the website will work. Vice Chairperson Gutierrez asked if the
Lynwood 'n Perspective newsletter is going to be on the website. Mr. Flores
announced that the LNP newsletter will be available online. Patrons will also have
the option to make online donations to the Lynwood Sports Association.
Not on the agenda: National Aquatics Week - Ms. Rozie Carrillo, Recreation
Superintendent II presented a proclamation for National Aquatics Week. This year
National Aquatics Week was celebrated from July 17 through July 23. Chairperson
Wood read the proclamation and photos were taken of the Recreation & Parks
Commissioners and Natatorium staff with the proclamation.
X) Staff Reports:
A. Facility Usage Report (Attached for review) -The Commissioners reviewed the
Commitment and Attendance Report for August 2009. Chairperson Wood calls for a
motion on the Facility Usage Report. Vice Chairperson Gutierrez motions for
approval. Commissioner Hernandez seconds the motion.
B. Current Programs/Activity Report -
8/4/09 -National Night Out -This event will take place on Martin Luther King Jr.
Boulevard between Bullis Road and Ernestine Avenue. The event will run from 5
p.m. to 9 p.m. Demonstrations will be presented by the Sheriff Department Swat
Team, a helicopter, Fire Department's "Jaws of Life", and a variety of vendors. Join
us as we stand together to combat crime in our community.
Movies in the Park -Bring blankets & chairs to Lynwood City Park on Thursdays at
sundown, the snack bar will be open. The monies collected will go to the Baseball
Program. Once Ham Park opens we will alternate, showing movies at both parks. At
this time, August 22, 2009 is the target date for the opening of the new Park. Mr.
Flores stated that the Recreation & Parks Commissioners will be involved in the
ribbon-cutting ceremony. Information will be provided when it is received.
XI) COmmISSlon Orals: (Please abide by the 3-minute time limit for each Commissioner)
• Chairperson Wood - He stated that he is upset because the Recreation & Parks
Commissioners had no input on any aspect of the park design. He stated that he
agrees with Vice Chairperson Gutierrez's comments (see below). He is
disappointed that the Commission had no say-so or updates on Ham Park's
status. Hopefully any new projects will include the Commissioners. The City
parks belong to the people not the City Council. Graffiti will be a huge problem at
the new park without guards present.

• Commissioner Harper -Absent
• Vice Chairperson Gutierrez - She stated that she is very hurt that the
Commissioners were not heard. She is upset that the City Council is not listening
to the input on the community's desire to rename Meadows Park "Medina Park".
The community petitioned to change the name of Meadows Park to Medina Park.
Vice Chairperson Gutierrez stated that Supervisor Burke already has a park in
L.A. named after her. Adolfo Medina did a lot for the City and he gave his heart to
the community. It hurts her that no one listens except at election time.
• Commissioner Hernandez -She is very proud that Ivory Thomas has been
drafted by the Houston Astros. He started on her team. She is very happy for his
Dad; he went on to become a Baseball Coach.
• Commissioner Salazar -Absent
XII) Adjournment:
The meeting was adjourned to the next regularly scheduled meeting to be held at
5:00 p.m. on August 25, 2009 in the Lynwood City Hall Council Chambers.
