The Town Clerk asked to have added,4 letters from residents expressing comments regarding the application submitted by the Gulf Stream School Foundation, and a document submitted by the Gulf Stream School Foundation entitled "Gulf -Stream School Long Range Plans". Architectural Review and Planning Board -Regular Meeting, February 24, 1993 page 2 Chairman Orthwein passed the gavel to Vice Chairman Lynch, declaring a conflict in that her brother-in-law, James Orthwein, is Vice President of the Gulf Stream School Foundation and is involved in the proposed project. Vice Chairman Lynch asked Mr. Harrington to review his staff report for this application. Town Manager Harrington briefly reviewed his staff report which included a summary of the various items included in the application. With regard to some of the recommendations related to the application, Mr. Harrington recommended that the variance to construct an additional building without a corresponding demolition be denied unless the School a.) Provides the Town with a comprehensive, long-range plan that addresses all School operations and facilities and clearly demonstrates and justifies the need for a field house -type structure. b.) Clearly demonstrates how the specific proposed field house meets the goals and objectives of the long-range plan. c.) Clearly demonstrates how both the plan and the specific field house are consistent and compatible with the Town's goals and objectives for the community as a whole as expressed in the Town's Comprehensive Plan, Zoning Code and other Town policies. Vice Chairman Lynch then asked that the applicants make their presentation. Miss Anne Gibb, Headmistress of Gulf Stream School, addressed the Board, pointing out that the school had always been conservative with high standards, and had always existed harmoniously with the residential character of Gulf Stream. Miss Gibb added that the addition of the field house would not increase the size of the school but only meet the changing needs of the current student body and those of the future. She then introduced Susan Ridgley, President of the Gulf Stream School Foundation. Mrs. Ridgley presented the long-range plan for the School which called for the following: a) Conduct ongoing reevaluation of the curriculum. b) Continue to emphasize the importance of teamwork and cooperation through the sports program and strengthen the Physical Education program. c) Enhance the Fine Arts program with a wider variety of offerings. d) Examine more effective use of the School facilities. e) Continue to offer School Programs as needed. e) Assess the Summer Program. f) Review the need for acquisition or construction of additional facilities. She believed their current requests follow the plan and added, the building would provide a facility that would keep students out of the sun which is a concern in relation to skin cancer. Mrs. Ridgley then introduced James Orthwein. OJames Orthwein, Vice President of the Gulf -Stream School Foundation, compared the long-range plan for the school with the Town's Comprehensive Plan, point- ing out that there did not appear to bea conflict, adding that the school's plan is a ten year plan,and as with all plans, must be reviewed periodically and updated to fit changing circumstances and conditions. Mr. Orthwein then acknowledged that there currently are problems with storm drainage, traffic, and parking, and advised that it is their intention to address these problems along with designing the new building. Mr. Orthwein introduced Attorney Conrad Desantis, Legal Counsel in this matter. Architectural Review and Planning Board -Regular Meeting, February 24, 1993 page 3 Attorney Desantis reviewed the history of the school, noting that the facilities provide for students from pre-school through the eighth grade which would not change if the proposed building is permitted. He pointed out that the Town's Comprehensive plan is family oriented in that the zoning is completely residential, and that a school is definately a use that is also family oriented. OVice Chairman Lynch then opened the discussion to members of the Board. Mr. Hopkins asked Mr. Harrington if there is a conflict in use to which Mr. Harrington replied that there is not necessarily a conflict in that the plan promotes a residential community. Mr. Hopkins suggested that perhaps retirees were not being given enough consideration in this matter, noting that the Town has a great percentage of retirees. Mrs. Souder acknowledged that the school has always been compatible and expressed a desire to retain that relationship. She added, however, that many in the area of the school are opposed because of parking and drainage problems, and she felt these needed to be addressed. Mrs. Souder stated that former trustees of the school made a commitment that no additional buildings would be constructed unless there were offsetting demolitions, and she believed this should be honored. Mrs. Souder added that it appears this new building is more of a luxury than a necessity. She stated that she had heard that it was felt that because other schools had indoor facilities similar to what is proposed, Gulf Stream School should have them. Mrs. Soulder did not believe the Gulf Stream School should be in competition with others; that it had always been an excellent school without being influenced by what others were doing. Mr. McGraw advised he had been a trustee at the time the chapel was built and it was supposed to have been able to handle this problem. He added that an athletic facility would be good but that the neighbors must be protected from any further impact and the existing defeciencies should be handled before any additions are made. Attorney Desantis noted that all of the comments are valid and that they have been addressed. He stated that in addition the the 11 new parking spaces that are shown on the plan, temporary parking will be provided by adding pavers to some of the sodded areas. With regard to the drainage problem, he pointed out that much of it is caused by water flowing off AlA onto the school property due to the Florida D.O.T. not providing for their run-off. He believed that with the construction of the new building, much of that can be provided for. Attny. Desantis added that the trustees Qare sensitive that a commitment was made and that they are asking to have it changed. He believed this is a necessity as children need to work off energy in order to be able to settle down and apply themselves to their studies. Mr. Orthwein stated that the applicants are willing to commit to a maximum footprint of development of the site which would not be deviated from unless 60% were to be destroyed, at which time a new plan would be developed. With regard to parking, Mr. Orthwein stated they would also ask permission for use of the Town Hall parking lot during non -business hours. He added that retention had been provided for a 1" of rainfall in the area of the new building as is required but that they will also meet the retention requirement on the entire parcel. He further stated that the school would connect to the private sewer system that is available. Architectural Review and Planning Board -Regular Meeting, February 24, 1993 page 4 Brian Pfeifler, owner of property east of the proposed improvement, was concerned that adequate landscape material be installed and maintained in the future to screen the building from view. He added that he was opposed to additional entrances off AlA. Town Manager Harrington advised that in his staff report, he had recommended ^ that if a variance were to be granted, a developers agreement be executed to cover committments, such as those that have been heard and requested, which would be recorded on the property records. Albert Socol, Agent and Architect for the Gulf Stream Foundation, presented a rendering of the proposed structure and stated that there would be much better landscaping thaniwhat is shown. He pointed out that the design blends with other structures and is near the same height as a two story home. Mr. Socol advised that he has been directed to make changes in the plan which will eliminate two of the variance requests and reduce a third. These consist of reducing the height of the building to a maximum of 30' which is permitted, eliminating the covered walkway near the southwest corner of the property, and removing a portion of the existing chapel to allow the new building to be moved further to the west which will reduce the encroachment into the front yard setback adjacent to AlA from 71.3' to 57.3' Correspondence related to these variance requestes was made a part of the record as follows: Letters supporting the project: Jeanne Breazeale, Barbara Crocker, Candace Friis, Mr. & Mrs. Leigh Gove, Sally Mills, Mr. & Mrs. Scott Tiernan. Letters opposing the project: James Finley, Bruce McKinney, Sarah O'Brien. Barbara Stenson spoke from the audiance in opposition to the project. Mr. Hopkins moved that it be recommended to the Town Commission that a variance be granted to permit the construction of a multi-purpose building abutting the existing chapel which does not replace or act as a substitute for an existing structure contingent upon a developers agreement being executed, following a review by the Architectural Review and Planning Board and approval by the Town Commission, which addresses the items recommended in the Staff Report dated February 19, 1993 and the problems stated and committments made at this meeting of February 24, 1993. OMr. Hopkins moved and Mr. McGraw seconded that it be recommended to the Town Commission that a variance be granted to permit construction of a multi- purpose building which will abut the existing chapel that will extend a maximum of fifty seven and three tenths (57.3) feet into the required one hundred three and three tenths (103.3) foot front yard setback adjacent to State Road AlA. Variance requests to encroach into the front yard setback adjacent to Gulf Stream Road and to exceed the maximum building height of 30' were not acted upon since they had been withdrawn by Albert Socol, Agent as stated above. Mr. McGraw moved and Mr. Hopkins seconded that it be recommended to the OTown Commission that the site plan be approved with the amendments that were recommended in the granting of the variances provided the developers agreement has been executed. Construction in Progress Report for January, 1993 The Construction in Progress Report revealed there to be $6,674,825 worth of construction in progress in the month of January, 1993. B. Proposed Establishment of a Zoning & Site Plan Review Season. Town Manager Harrington explained that at the request of a few residents, one of the Town Commissioners had requested that the ARPB investigate the establishment of a Zoning & Site Plan Review Season which would restrict any action in this regard to the months when most are in residence, that Qbeing the winter. It was thought that Palm Beach and Manalapan had such restriction, he said. Mr. Harrington went on to advise that both towns have this restriction on zoning changes but no restrictions at all on site plan review processes. The Board noted that notices are sent in advance of any site plan reviews which should give neighbors time to arrange for representation at such hearings. Mr. Lynch moved and Mr. Hopkins seconded that no changes be recormeffiedin current procedures.
