Edward Knight of Shannon Ginn Construction Company, Agent for
George Elmore, 1320 N. Ocean Blvd., Gulf Stream, F1. -To permit
the placement of a construction trailer at the address herein.
Mr. Videon, representing the Shannon Ginn Construction Company, was recognized
and stated that his firm is requesting permission to place a small constructio:
trailer near the easterly property line of the lot 6, McLouth Subdivision,
on which a single family residence is to be constructed. Town Manager
Harrington explained that the request is for a trailer containing 300 sq. ft.
and that the maximum permitted is 500 sq. ft. Mr. Lynch moved and Mrs.
Hvide seconded that it be recommended to the Town Commission that approval
to place the construction trailer as requested be granted for a period of
six months as provided by Code. Roll Call: Mr. McGraw; AYE, Mrs. Souder;

VI. Site Plan Review

the placement of a temporary construction trailer on the east
side of the property at the address stated herein.
Mr. Lynch moved and Mrs. Hvide seconded that it be recommended that the site
plan be approved as presented. Roll Call: Mr. McGraw; AYE, Mrs. Souder;

bedrooms and an open, outside stairway to the structure under
construction at the address listed herein.

Mr. Brooks explained that the applicants are requesting the addition of
the two bedrooms and a bathroom to accomodate the nanny's who care for
the Lepkanich children. He added that Mrs. Lepkanich is again pregnant.
Mr. Brooks pointed out that the addition will be behind the tennis court
and hardly visible from State Road AlA.
Chairman Orthwein reminded that when approval was given for the --structure,
there was a very dense landscape screen on the south property line which
helped reduce the impact somewhat of this very large structure being
constructed adjacent to the small one story structure on the south. She
stated that even though' the applicant had agreed to leave that in place
and add additional material, it has now been totally destroyed. She added
that the applicant had pointed out that they had taken a larger setback on
that side in positioning the home to also reduce the impact on the smaller
structure to the south. Mrs. Orthwein observed that by adding the requested
addition, the applicant has a design very similar to one that was rejected
)Dy -the Town when the home was first reviewed.
Mr. Brooks replied that even with adding the bedrooms, the structure was
still well within the required setback, not requiring a variance, and that
the screening material to the south would be replaced. He pointed out that
the structure is being erected on two lots.
The Town Clerk read into the record a letter from the property owner to
the south, Mrs.Waddell W. Hancock, 3211 North Ocean Blvd., Gulf Stream, F1.
33483 objecting to the proposed addition for the following reasons: 1) The
proposed addition would reduce the existing distance to her property, 46
feet which 81e felt to be on the borderline of being too close, to 31 feet
which would surely result in an eyesore appearance of both properties and
thus decrease the value of her property. 2) Extending the structure to withi
31feet of another's property would decrease the esthetic value of the beach-
front, thus decrease the value of the entire community which enjoys the
beachfront per se. 3) The use of a stairway so close to his property
would decrease her enjoyment of her property in that the bedrooms are on
the north side of the house and :he and her guests may be subjected to
disruptions from the noise, lights, or other activities generated by use
of the stairway.
Mr. McGraw stated that when final approval had been recommended for the
structure, there had been a gentlemen's agreement that there would be no
changes. He remined that the size of the structure had always been a
concern and that many compromises had been made to bring it to approval.
Mr. Brooks acknowledged this and went on to advise that he is only acting
as an agent for the owner in requesting this.
Mrs. Souder observed that Mr. Brooks is acting as a middle man in this
request in that the Board has never spoken directly to the owner about
their concerns and she impressed upon Mr. Brooks the importance of conveying
these to the owner.
Mr. Lynch stated that he had viewed the structure from the property on the
south and that he felt very sorry for the Hancock's having to look at this
monstrous structure,without adding more to it. He believed it would not
be in conformity with the area and would have an adverse impact on the
adjacent property.

Mrs. Hvide observed that there is a room provided for a nanny in the house
and that there are other rooms that could be reworked to provide for the
family needs without adding on.
Chairman Orthwein agreed with Mrs. Hvide and asked Mr. Brooks if this
interior design could be reworked. Me- replied that it could be reworked
but that the owners felt the need for the arrangement as it is and are
n requesting the addition.
Charles Velie, a Gulf Stream resident, was recognized and questioned the
practicality of locating the nannys so that they can only reach the childrer
by going outside, down the stairs, and then into the house.He added that
nannys are usually housed near the children. Mr. Brooks stated that there
would be an intercom connection.
Mr. McGraw stated that the size, location and design of the addition were
inconsistent with previous agreements and approvals for the project, and
inconsistent with the code, and he moved to recommend that the request for
the addition be denied in that: 1) It is visibly excessively dissimilar
in relation to other structures in regard to floor area and cubical contents
2) It does not provide sufficient screens and buffers to preserve internal
and external harmony and compatibility with uses inside and outside the
property boundaries. 3) It would have an adverse impact on adjacent
properties. 4) It employs a design that is not in conformity with good
taste, good design, and in general does not contribute to the image of the
Town as a place of beauty, spaciousness, balance, taste, fitness, charm,
and high quality. The motion was seconded by Mrs. Souder. Roll Call: Mr.

Town Manager Harrington announced this is the regular meeting day.

The Town Clerk advised that staff is recommending that the June meeting
be held on Wednesday, June 30, 1993 in that the June Commission meeting
had been moved to the third Friday and the spacing between meetings would
be preserved. There were no objections to having the meeting on June 30, 19!
B. Construction in Progress Report for March, 1993.
The Construction in Progress Report revealed there to be $6,793,702 worth of
construction in progress during the month of March, 1993.

Mr. Samuel Ogren, Jr. as agent for Mr. Christopher Rodgers, the owner of
real property located at 555 Palm Way, Gulf Stream, Florida, has submitted
an application for a Site Plan Approval to permit the alteration of an
existing open structure over a portion of the pool deck on said property.
The subject alteration is proposed to consist of converting an existing

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL
Mr. Troy Ennis of Delray Marine Construction as agent for Mr. & Mrs.
Sydnor Speer, the owners of real property located at 998 Pelican Lane,
Gulf Stream, Florida, has submitted an application for a Site Plan Review
to permit the construction of a second story wooden deck on the existing
dwelling on said property. The subject alteration is proposed to consist
of constructing a wooden deck twenty five and seven tenths (25.7) feet -wide by
