REGULAR COUNCIL MEETING, JULY 17, 2023
CALL TO ORDER
Mayor Ron Fitzwater called the July 17, 2023 City Council meeting to order at 6:02 P.M.

ADOPTION OF THE AGENDA
Councilmember Lester motioned and Councilmember W iseman seconded the motion to adopt
the agenda. The motion passed unanimously by voice-vote.
MISCELLANEOUS AGENDA ITEMS

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The next meeting is August 2nd, 7:30 A.M. in the Boone-
Bancroft Room.
• Finance Committee – The July meeting has been cancelled, and the packet has been
distributed.
• Public Safety Committee – The next meeting is July 27th, 7:30 A.M. in the Police Training
Room.
• Public Works & Planning Committee – The next meeting is August 10th, 7:30 A.M. in
Council Chambers at City Hall.

• An air show is scheduled for September 16 – 17 at the Jefferson City Memorial Airport.
Penny Smith is chairing the event. It is currently in the planning stages.

Councilmember Wiseman motioned and Councilmember Lester seconded the motion to
approve the above items on the Consent Agenda. The motion passed unanimously.

LOUIS, MISSOURI FOR ARCHAEOLOGICAL SERVICES NOT TO EXCEED $100,000.

AN ORDINANCE APPROVING AN AIR SERVICE GUARANTEE PARTICIPATION
AGREEMENT WITH CITY OF COLUMBIA, UNIVERSITY OF MISSOURI, BOONE COUNTY,
AND COLE COUNTY AND SUPPLEMENTALLY APPROPRIATING FUNDS FOR SUCH
AGREEMENT.
City Attorney Ryan Moehlman presented the bill. Councilmember Hensley requested to
suspend the rules and take up bill 2023-026 for third reading and final passage.
With no objection, bill 2023-026 was third read by title, placed on final passage, and passed
by the following roll-call vote as Ordinance 16359.

MOMENT OF SILENCE
Mayor Fitzwater asked for a moment of silence in memory of Councilmember Spicer’s mother

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI TERMINATING A LICENSE
AGREEMENT WITH “BIRD RIDES, INC.” FOR A SHARED ACTIVE TRANSPORTATION
OPERATION.
The bill was not removed from the informal calendar; however, there was a discussion
between City Council, Staff and Kylee Floodman with Bird Rides Inc. who attended virtually.
Ms. Floodman confirmed a new representative was assigned to the City to handle the
distribution and charging of the scooters.
Councilmember Schwartz is going to work with the Law Department on a substitute bill.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Lee Alford of Alford Tree Service voiced his concerns with the Yard Waste Disposal Services
RFP process and the length of time it is taking to select the vendor and issue a contract. Mr.
Alford was also concerned with a retired City employee working for a competitor who bid on
the contract.
COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
Shiela Pearre, Director of Finance and I.T. said the current contract does not expire until the
end of the fiscal year. The RFP was issued early so the anticipated cost could be presented
during the budget process. During the FY2023 budget process, yard waste services was a
point of debate with a possible elimination from the budget.
City Staff will update the Mayor and City Council on the level of involvement the retired City
employee had in the process.
NEW BUSINESS
There was no new business at this time.
APPROVAL OF JUNE 20, 2023 CLOSED SESSION MINUTES
Councilmember Wiseman motioned and Councilmember Wright seconded the motion to
approve the June 20, 2023 Closed Session Minutes. The motion passed unanimously by the
following roll-call vote:

Nay: None
Absent: Deeken
Abstain: Wiseman (She did not attend the closed session.)

A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember
Spicer, and approved unanimously at 6:57 P.M.
