Swilley of Del Swilley, Inc. as agent for Mr. William T. Young, the owner of real property located at 2411 N. Ocean Boulevard, Gulf Stream, Florida, has submitted an application for an AlA Vegetative Disturbance Permit to permit the addition of twenty four (24) inches to the height of an existing wall. The alteration of the wall is proposed to consist of adding twenty four (24) inches to the height of an existing masonry privacy wall along the east side of AlA at the address stated herein, which would result in the finished height being seven (7) feet Six (6) inches as measured from the outside of the wall. John & Hannah Rossi, 2586 Avenue Au Soleil, Gulf Stream, F1. 33483 -Addition of a study/den to existing single family structure which would increase the lot coverage to 4,187 square feet, exceeding the maximum permitted by 970 square feet, at the address stated herein and legally described as Lot 28, Place Au Soleil. Mr. John Rossi explained that they wanted to add a small office to their home and because of the existing screen enclosure, the maximum 25% lot coverage would be exceeded. Town Manager Harrington explained that at the time the existing screen enclosure was constructed, there was no maximum lot coverage standard. Therefore, the current 25% maximum lot coverage was exceeded by 700 feet with the installation of the screen. He stated that the proposed addition would be constructed in an area that is currently covered by the screen enclosure and landscaping. Inasmuch as a portion of the enclosure will be removed to accommodate the addition, and the fact that only 508 of the area under screen is counted in computing lot coverage, the net additional square footage of lot coverage is 160 square feet, he said. Mr. Hopkins called attention to the fact that there were two letters supporting this request, one from William Lynch representing the Place Au Soleil Homeowners Association and one from James Wood and John Steiger. Regular Meeting & Public Hearing -July 28, 1993 Architectural Review & Planning Board page 2 In view of this and the fact that this is one of the smaller lots with an oddly configured house, Mr. Hopkins moved that it be recommended to the Town Commission/Board of Adjustment that the variance request be approved as submitted. Mr. Hopkins moved that the site plan be recommended for approval by the Town Commission and Mrs. Hvide seconded the motion. Ocean Blvd., Gulf Stream, F1. 33483 -To add 24" to the height of an existing masonry privacy wall along the east side of AlA which would result in the finished height being 716". Mr. Del Swilley of Del Swilley, Inc., advised he was representing Mr. Young who is requesting to add 24" onto the existing privacy wall along AlA. He stated that this is needed to reduce the traffic noise and mentioned that the Florida Dept. of Transportation has recognized walls as the best noise buffer that is available at this time. Mr. Swilley assured that the vegetation will remain and that the wall will be of a color to blend in. He presented photographs of the existing plantings and wall. Mr. Swilley stated that Mr. Young is in full agreement with protecting the character of AIA and did not believe that adding 2 feet to the wall would alter the appearance of the corridor. Town Manager Harrington advised that the existing wall is on the State Right-of-way and that it would be necessary to get the DOT approval for this improvement. He recommended that if this request is approved, it be with the condition that DOT givesapproval,and the Town be furnished with a copy, prior to issurance of a building permit for the work. Mr. Hopkins moved that it be recommended to the Town Commission that the- Vegetative Disturbance Permit be granted with the condition that written approval from DOT be furnished to the Town prior to issuance of a building permit.
