HomeMy Public PortalAbout08/25/1993NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL Mr. Mark Marsh, Architect, of Digby Bridge, Marsh and Associates, P.A., as agent for Ann and Alan Aker, the owners of real property located at 3649 N. Ocean Blvd., Gulf Stream, Florida 33483 has submitted an application for site plan approval to permit the construction of two second story additions to the existing single family dwelling and the construction of a breezeway that will connect the garage on the north side of the property to the main house. Complete application materials are on file with the Town of Gulf Stream Planning and Building Department located at 100 Sea Road, Gulf Stream, Florida 33483 and may be inspected during regular business hours which generally include non -holiday weekdays from 9:00 A.M. to 4:00 P.M. The Town of Gulf Stream Architectural Review and Planning Board will conside3 the subject application at its meeting on August 25, 1993 at 9:00 A.M., in the Commission Chambers in the Gulf Stream Town Hall located at 100 Sea Road, Gulf Stream, Florida 33483 and shall make a recommendation to the Town Commission regarding the subject application. Said meeting may be adjourned from time to time and place to place as may be necessary to hear all parties and evidence. The Town of Gulf Stream Town Commission will consider the subject applicatior at its meeting on September 13, 1993 at 4:00 P.M., in the Commission Chambers in the Gulf Stream Town Hall located at 100 Sea Road, Gulf Stream, Florida 33483 and shall make a final decision regarding the subject application. Minutes of the Regular Meeting & Public Hearin of July 28 1993 Mrs. Hvide moved and Mr. McGraw seconded that the minutes be approved as circulated. There were no changes in the agenda. However, Mr. Harrington called attention to the drawing that was just distributed and advised that it will be made a part of the Neeves application. Mr. Harrington further advised that in future years there will be no meetings held during the month of August where the ARPB is concerned as the Commission has directed that an Ordinance be prepared to provide that no ARPB applications will be heard during the month of August. V. Site Plan Review. A. Mark Marsh of Digby Bridges, Marsh and Associates, as Agent for Ann and Alan Aker, 3649 N. Ocean Blvd., Gulf Stream, FL - Construction of two second story additions to existing single family dwelling and a breezeway to connect the garage on the north side to the main house. Mr. Marsh explained that there had been a previous application for improve- ments to this property that had received all approvals, but that subsequently the Akers had determined that what was proposed was not exactly in keeping with the existing architecture and they felt they wanted to preserve the historical quality of the structure. As a result, a new application is being presented with the additions being designed to achieve this, he said. Mr. Marsh displayed the site plan showing the additions and color renderings of the proposed elevations of the structure. Chairman Orthwein asked if there was any discussion and called attention to the recommendations of the staff which are as follows: Should the Board find the proposed additions to be in keeping with the general harmony and appearance of the Town and the general surroundings of the subject site, the site plan be approved as submitted with the conditions that; a.) Certif- ication be obtained from a licensed engineer or architect that the residence and additions meet all Federal Emergency Management Agency requirements for Regular Meeting - Architectural Review and Planning Board of August 25, 1993 page 2 structures within V Zones (Chapter 48 of the Gulf Stream Code of Ordinances) and proof of same be provided to the Town prior to the issuance of a building permit. b.) Approval be obtained from the Florida Department of Environmental Protection and proof of same be provided to the Town prior to the issuance of a building permit. c.) Approval be obtained from the Palm Beach County Department of Environmental Resources Management and proof of same be provided to the Town prior to the issuance of a building permit. d.) Should the state, county or flood regulations cause the Site Plan to change significantly from the one approved by the Town, the applicant shall apply for and receive a Site Plan Revision and approval prior to obtaining a building permit. Mr. McGraw moved that it be recommended to the Town Commission that the site plan be approved as requested with the conditions recommended by the Town Manager. Mrs. Hvide seconded the motion. Victoria Say of Say Trade, Inc., as Agent for Selva & Jan Ganesh, 3268 N. Ocean Blvd., Gulf Stream, F1. -To install driveway gates between the existing columns. Inasmuch as there was no one present to represent Dr. & Mrs. Ganesh, Town Manager Harrington explained they are requesting to install white aluminum gates and gate opener and have submitted two designs that are marked 1st choice and 2nd choice. The members of the board unanimously agreed that the 1st choice would be the better selection but suggested that perhaps consideration should be given to changing the color to black, since the driveway is of dark colored paver blocks. Mr. McGraw moved and Mr. Hopkins seconded that it be recommended to the Town Commission that the Vegetative Disturbance Permit be granted provided the gate is designed as shown on the drawing "1st choice", and further that consideration be given to changing the color of the gates to black. Leigh Gove, representing Mr. & Mrs. Neeves, explained that the applicant had begun to clear out exotic vegetation along AlA and to plant additional Olandscape material without first obtaining a permit. He stated that they were not aware that a permit was necessary but they are applying at this time. Town Manager Harrington explained that the material in the agenda packet actually covers work to be done on the south side of the entrance road known as South Private Road but that the drawing that was distributed at the beginning of the meeting covers the work that was previously done on the north side without a permit. Mr. Harrington believed these two phases should be considered as one permit and the Board was in agreement. Regular Meeting - Architectural Review and Planning Board of August 25, 1993 page 3 Mr. McGraw moved and Mrs. Hvide seconded that it be recommended to the Town Commission that a Vegetative Disturbance Permit be granted as requested with the condition that a permit be obtained from the Florida Department of Transportation for all new material to be located within the right-of-way. Town Manager Harrington advised that the regular meeting date would be October 27, 1993 but that the auditor would be using the meeting room that entire week. He suggested that the meeting be held on Wednesday, October 20, 1993 at 9:00 A.M. This was agreeable to the board members B. Construction in Progress Report for July, 1993. The report revealed there to be $8,357,171 worth of construction in progress in the month of July, 1993. VIII. Items by Board Members. There were no items by the board members. IX. Public There was no comment from the public. X. Adjournment Mr. Hopkins moved for adjournment and Mr. Ogren seconded the motion. All voted AYE and Chairman Orthwein adjourned the meeting at 9:35 A.M.
