Home My Public Portal About12/01/09 Special CCM345 MEDINA CITY COUNCIL MEETING MINUTES OF DECEMBER 1, 2009 The City Council of Medina, Minnesota met in special session on December 1, 2009 at 6:03 p.m. in the Medina City Hall. I. Call to Order Members present: Weir, Crosby, Siitari, Smith (arrived at 6:10 p.m.) Members absent: Johnson Also present: City Administrator Chad M. Adams, City Planner Dusty Finke, and Planning Consultant Stephen Grittman II. Mixed Use Zoning District Ordinance Finke provided an overview of the process selected to prepare the ordinance which included the appointment of Northwest Associated Consultants. Finke explained that an open house was held on the ordinance and the Planning Commission took two meetings to review the ordinance and provide a recommendation to Council for approval. Grittman presented visual slides on the purpose of the ordinance along with various other major discussion points. Discussion was held on the calculation of density for the mixed -use area. The Council agreed to direct staff to clarify the residential density as an average over the land area devoted to residential uses. Discussion was held on the maximum height limitation. The Council agreed to allow three story buildings and directed staff to prepare a revision. Discussion was held on the minimum 50% residential requirement and consistency with the Comprehensive Plan. Following discussion, no changes were requested to this item. Grittman outlined the stages of review proposed in the ordinance. Discussion was held on the comparison between the staged review process versus a Planned Unit Development. Finke explained the costs for review would ultimately be about the same. Discussion was held on the limitation of 16 units for multiple family structures. The Council agreed to allow more by a Conditional Use Permit and directed staff to prepare a revision. III.
