HomeMy Public PortalAboutResolution 97-35621 1 RESOLUTION NO. 97 -3562 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY SUPPORTING A REDISTRIBUTION OF STATE SALES TAX REVENUE TO INCREASE THE AMOUNT CITIES RECEIVE BY 1 PERCENT AND DISTRIBUTED ON THE BASIS OF POPULATION WHEREAS, the state receives five times as much sales tax revenue as cities throughout California; and WHEREAS, the sales tax revenue retained by the state from individual cities often exceeds the general fund budgets of those cities where the sales tax revenue originates; and WHEREAS, the state has acted to reduce the amount of revenue received by cities in recent years forcing many cities throughout California to augment their revenues by imposing local assessments, fees, or taxes - -or to make cuts in essential services; and WHEREAS, the City of Temple City supports legislation that would replace city operating revenue losses and amortize these revenue losses which have been growing over the last fifteen years because the state has taken away $4.9 billion in revenue from cities since 1979; and WHEREAS, the City of Temple City supports a 1 percent redistribution of sales tax revenue from the state to cities on the basis of population, because such a distribution would be more equitable and shift revenues closer to taxpayers so they can participate in how their tax dollars are being spent; and WHEREAS, a redistribution of an additional 1 percent of sales tax revenue would improve the state -local government relationship by "righting past wrongs" and by providing an adequate and dependable revenue source to fund basic services and those responsibilities delegated from the state to local government; and WHEREAS, a 1 percent redistribution of state sales tax to cities would alleviate some of the financial pressure cities are under to resort to practices which may impede economic growth, such as competing with other cities for sales tax generating retailers and imposing additional costs on businesses through utility users taxes and business license taxes; and WHEREAS, cities provide services that directly benefit the quality of life in hundreds of communities throughout California; and WHEREAS, the public benefits of city services include the maintenance of property values, reduced risk to health and safety caused by crime, fires, medical emergencies, poor sanitation, and poor building and road construction; and WHEREAS, city services provide important cultural and economic benefits through park and recreation programs, library and senior programs, removal of blight from inner city areas and older neighborhoods, and through business attraction efforts that provide jobs; and WHEREAS, because cities receive only a small fraction of the money collected through voter - approved Proposition 172 (Public Safety Augmentation Fund), public safety services like police and fire services face drastic fmancial reductions in many cities throughout California in light of state take aways and state - imposed mandates; Resolution No. 97 -3562 Page 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TEMPLE CITY supports legislation that would redistribute 1 percent of state sales tax revenue collected state -wide from the state to cities on the basis of population. SECTION 1. The City Clerk shall certify to the passage and adoption of this resolution. PASSED, APPROVED, AND ADOPTED on this 4th day of February 1997.
