HomeMy Public PortalAboutOrdinance 01:43~o. 01-43 Councilman Presents the following Ordinance Seconded by Councilman AN ORDINANCE CREATING A CARTERET HISTORICAL COMMITTEE WHEREAS, the Governing Body of the Borough of Carteret finds that preserving the Borough's Historical Heritage will promote the general health and welfare of the residents of the Borough of Carteret by fostering a strong sense of community and civic pride; and WHEREAS, the Governing Body has determined that the establishment of a Carter~t Historical Committee can help to preserve and enhance the history of the Borough Carteret. NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of Carteret that there shall be created a Carteret Historical Committee for the purpose of encouraging the preservation of the historical heritage of the community. BE IT FURTHER ORDAINED that there be added to the Code of the Borough of Carteret a new chapter designated Chapter 27 and entitled "Historical Committee" which shall read in its entirety as follows: SECTION 1. 27-1 Establishment. 27-2 Members; Terms. HISTORICAL COMMITTEE 27-3 Duties and Functions of Historical Committee. 27-4 Quorum; Organization; By Laws. 27-1. Establishment. There shall be a Historical Committee in the Borough consisting of seven (7) members who shall be appointed by the Mayor with the advice and consent of the Borough Council. Each member shall serve without compensation. 27-2. Members. Terms. The Historical Committee shall include one (1) member of the Governing Body, including the Mayor. Up to two more members of the Committee may be officers or employees of the Borough, including one (1) additional member of the Governing Body. The members of the Historical Committee shall each serve for a term of four (4) years except that the terms of the members first appointed to the Committee shall be as follows: One (1) for a term of one (1) year; Two (2) for a term of two (2) years; Two (2) for a term of three (3) years; Two (2) for a term of four (4) years. A member of the Historical Committee who is also a member of the Governing Body shall serve for a term of one (1) year. NO. _01-43 27-3. The 1. 2. 3. 4. 5. 6. PAGE 2 of 2 27-4. Duties and Functions of Historical Committee. Historical Committee shall have the following duties and functions: Collect and maintain documents, artifacts and other items of historical significance. Promotb an appreciation for the history of the Borough for the education, pleasure and welfare of the residents. Foster the historic heritage of the Borough by encouraging the preservation of resources within the Borough which reflect elements of its cultural, social, economic and architectural history. Attempt to compile a photographic history of the Borough. Seek grants and outside funding to enhance history related activities and programs within the Borough. Carry out such other advisory, educational and informational functions as will promote historic preservation in the Borough. Quorum; Organization; By-Laws. Four (4) members shall constitute a quorum for the conduct of official business and for all other purposes. The Historical Committee shall elect a Chairman and Vice Chairman from among its members and may elect a secretary who may or may not be a member of the Historical Committee and who may or may not be a Municipal employee. The Committee shall establish its own by-laws. SECTION 2. All Ordinances and/or provisions thereof inconsistent with the provision of this Ordinance shall be and are hereby repealed as to the extent of any such inconsistencies. SECTION 3. If any section, subsection, part clause or phrase of this Ordinance shall be declared invalid by judgement of any Court of competent jurisdiction, the section, subsection, part, clause or phrase shall be deemed to be severable from the remainder of this Ordinance. SECTION 4. This Ordinance shall take effect upon passage and publication according to applicable law.
