Board and Public Space Needs in the New Administrative Office
GENERAL MANAGER’S RECOMMENDATION
Provide input to MKThink and staff on Board and public space needs in the new Administrative
Office building.
SUMMARY
On June 28, 2017, the Board of Directors (Board) approved a contract amendment for MKThink
to conduct basic space programming for the new Administrative Office (R-17-54). This
information will provide the exterior and interior space requirements to incorporate into a
Request for Qualifications and Proposals and select with confidence a best-fit architecture firm
to continue with more detailed programming, design, and construction documentation. Building
upon their work during the futurist/architectural strategist phase of work, MKThink conducted
interviews and gathered input from all departments related to storage and work space needs,
staffing projections, and critical department adjacencies. MKThink will present these findings as
context for the Board and will lead the Directors through an interactive workshop to solicit input
on Board and public space needs for the new Administrative Office. In the body of this report,
MKThink has provided the Board with a list of questions to consider in preparation for
this Study Session.
DISCUSSION
On June 28, 2017, the Board approved a contract amendment with MKThink to assess the high-
level space needs and goals of the Board and each department for the new Administrative Office.
In September, MKThink conducted workshops with the District’s 14 departments to obtain input
on workspace and storage needs, short- and long-term staffing projections, and collaborative
relationships. The departments include:

MKThink is preparing a Workplace Needs Assessment Report that synthesizes the department
input and feedback received to date. The report will contain a short narrative about each
department, discuss work area and storage needs, and look at critical collaborative adjacencies

and future space needs projections. The report will include the type and quantity of department
work spaces that would need to be accommodate in a new Administrative Office. A summary of
staff feedback is included in Attachment 1as context for the Directors’ discussion on Board and
public space needs at tonight’s Study Session.
As further context for this interactive workshop, MKThink prepared Guiding Principles and
Boundaries (Attachment 2). The Guiding Principles are aspirational and incorporate the
November 18, 2015 Board-approved goals related to facilities (R-15-157), results from a staff
survey MKThink conducted in 2016 during the futurist/architectural strategist phase of work,
and evaluation criteria also developed in 2016. The Boundaries provide more tactical
expectations for the new Administrative Office.
In preparation for the Study Session workshop, the Board is asked to consider the
following questions.
1. Do you have any specific parameters or goals with regard to the Board and public space
needs?
2. What works and does not work with the Board’s current spaces?
3. What works and does not work regarding the current layout and allocations for public
areas?
4. Do you anticipate any significant changes in how the Board works or how the
organization works over the next 15 years?
5. Do you have any comments or refinements on the Guiding Principles and Boundaries?
The Board’s input will be added to the final Workplace Needs Assessment Report. The report’s
findings will then be incorporated into a future Request for Qualifications and Proposals for
architectural services.
FISCAL IMPACT
The FY2017-18 budget includes $805,000 for the AO Project (Project #31202), and includes
sufficient funding for this work. There is no direct fiscal impact of this report’s approval.
BOARD COMMITTEE REVIEW
The Facilities Ad Hoc Committee met on April 24, 2017 and during this meeting, expressed
support for the basic programming phase for the AO.

NEXT STEPS
Following this Study Session, MKThink will incorporate the Board’s input into the draft
Workplace Needs Assessment. The final report will be presented to the Board at a future meeting
anticipated to be before the end of the year.
The District has the ability to expedite construction projects using a design-build process.
However, given the unique functions and workspace needs of the District, design-build approach
is not well-suited where the District relinquishes design decision making over to a contractor.
The design-build process is more suited towards typical projects like pond restoration and
parking lots, where a high level of aesthetics and specificity is not as critical.
The District’s interest is to complete the project as quickly as possible. Typically, large capital
improvement projects take three years (one year each for design, permitting, and construction) to
complete. The property owner of 5050 El Camino has until January 22, 2019 to close escrow,
although this may occur sooner. As such, the District cannot proceed with construction until it
has possession of the building, leases have expired, and tenants have vacated. Due to the
complexity of the project and the unknown condition of the building that will influence the
design, staff has added one year to account for unforeseen circumstances as they arise, e.g.
structural issues discovered during testing, permitting challenges, existing tenant negotiations.
The project’s tentative schedule below accommodates the complexity of this particular capital
improvement project.

5. MAINTAIN AND INCREASE STORAGE
Storage was a top theme in two of the five groups. Concerns about storage related to
providing additional general storage both at individual workstations and shared storage
for departments as a whole. Specialized storage needs were also mentioned (and are
detailed on each department specific page).
4. AMENITIES AND ENVIRONMENT ARE VALUED IN THE WORKPLACE
Amenities (such as showers, fitness rooms, lactation rooms, and kitchen space) and
environmental factors (such as natural light, outdoor space, and windows) were top
themes in three out of the five groups.
1. PHYSICAL ADJACENCY OF DEPARTMENTS IS IMPORTANT
Maintaining or improving adjacency to departments that work closely together came
up as a top priority in three out of the five groups. Location to managers was also
discussed for intra-department adjacency.
2. INDIVIDUAL WORKSTATIONS
Concerns or comments about individual workstations also arose as a top priority
in three out of the five groups. Ergonomics, aesthetics, and additional hoteling
workstations were all mentioned repeatedly as important workstation themes.
3. MEETING/COLLABORATION SPACE FOR SMALL MEETINGS
The need for both informal collaboration space and formal meeting rooms emerged as a
top priority also in three of the five groups. In particular, small meeting rooms for three
to four people or phone booths for quick private conversations came up many times.

1. Docent and Volunteer Programs Structure Study – Review of Draft Report (R-17-113)
Assistant General Manager Ana Ruiz provided opening comments discussing the impetus of the
Volunteer and Docent Programs Structure Study and its place in the previous and current fiscal
years’ action plans. Any implementation of the study’s recommendations can be implemented as
directed by the Board of Directors and in line with the District’s 2015 Financial and Operational
Sustainability Model. Staff will return to the Board for acceptance of the report at the December
13, 2017 Board meeting and asks that Board members submit any written comments to staff on
or before November 15, 2017.
Director Harris arrived at 5:02 p.m.
Visitor Services Manager Michael Newburn provided introductory comments and summarized
the process used by District staff and the consultant, Conservation by Design, to develop the

study and recommendations. Mr. Newburn introduced Ms. Rici Peterson of Conservation by
Design to present the results of the Docent and Volunteer Programs Structure Study.
Ms. Peterson described the method used for gathering input, including an online survey sent to
current and previous volunteers and docents, interviews of current staff, meetings with members
of the District’s Management Team, and conducting focus groups comprised of current docents
and volunteers. The project team also interviewed members of the District’s peer agencies that
have similar programs and met with the Board’s Diversity Ad Hoc Committee. Ms. Peterson
described five challenges identified by the study: a need for a Districtwide communication plan
for external messaging; undefined goals and success targets; unclear roles and responsibilities;
undervaluing interpretive communications; and insufficient evaluation and quality control of
“unpaid staff.” Ms. Peterson outlined various recommendations designed to address each of the
five challenges previously identified, including a Districtwide Interpretive Master Plan for
messaging that addresses content, consistency, and control; improving the visitor experience;
augmenting staff levels; and a greater focus on staff and volunteer training and performance.
Director Riffle inquired regarding any unique challenges the identified by the study.
Ms. Peterson stated the widespread and complexity of the District’s preserves present challenges
to the program, including geographic locations, populations served, natural resources found on
the preserves, and the various histories of the preserves.
Director Riffle requested additional information regarding the Interpretive Master Plan and
preserve-specific interpretive plans.
Ms. Peterson and Melanie Pierson of Conservation by Design described the overall message that
could be developed for all of the District’s preserves, and preserve-specific plans would be
unique to the visitors that visit each of the preserves and the unique opportunities and
experiences provided by each of the preserves.
Public comment opened at 5:51 p.m.
Debbie Mytels, District docent, described her wonderful experiences as a docent and stated that
many docents may want an opportunity to weigh in on the recommendations in the report.
Additionally, Ms. Mytels expressed concern regarding the rigid nature of program as described
in the recommendations.
Kathryn Green, District docent, spoke in favor of the District’s mission and values and thanked
the District for considering resources to the docent and volunteer programs. Ms. Green stated her
support for the District and raising the bar for the docent program. Ms. Green described her
ability to grow and share information as a District docent as her knowledge grows, which is
possible because she is not required to follow a script at the District allowing for flexibility. Ms.
Green spoke in favor of maintaining flexibility in the docent program.
Ms. Peterson responded to Ms. Green’s comments including maintaining flexibility for docents.
Any themes developed would be done in partnership with volunteers, docents, the Board,
management staff, etc. Themes are not designed to be scripts but are general concepts to be
shared.

Marilyn Bauriedel, District outdoor activity docent, spoke regarding the familial nature of the
docents and spoke in favor of maintaining flexibility in the docent program structure.
Jayita Bhojwani, District docent, spoke in favor of the docent program and requested additional
time for docents to review of the report and provide feedback. Ms. Bhojwani spoke in favor of
additional training but stated she hoped the collegiate nature of the docents continue, where they
can learn from each other and are treated equally.
Jan Hintermeister, District docent, spoke in favor of the empowerment currently felt by docents
once they have been training and expressed caution about making too many changes that could
potentially damage the program.
Vivian Neou, District docent, spoke highly of the District’s current docent program and stated
her support for Docent Program Manager Renee Fitzsimons receiving additional support as
recommended by the report. Ms. Neou expressed anger regarding Recommendation 32 and her
belief that it points to racial profiling. Finally, Ms. Neou spoke regarding visitors that utilize the
preserves for exercise and stated that for those visitors the interpretive elements may not be
necessary for all docent-led hikes.
Ms. Peterson provided additional information regarding the background behind
Recommendation 32 explaining large groups present challenges, and the statements regarding
people of color belonged in a different area of the report. The two sections were incorrectly
compounded. Ms. Peterson apologized for the mistake and stated she would correct the report to
accurately reflect the information provided by staff.
Mary Bernstein, District docent, spoke highly of the District’s current docent program. Ms.
Bernstein expressed concern that the information provided by docents would be changed into a
marketing campaign.
Ms. Peterson explained the use of themes is not meant to be propaganda but is designed to help
visitors connect to the preserves. The content presented by the docents would not be changed,
but the techniques utilized would be more consistent across the District.
Public comment closed at 6:24 p.m.
Director Harris spoke in favor of maintaining the fun of the program and inquired regarding the
purpose of the project.
Mr. Newburn spoke regarding the origin of the project, including seeking additional direction for
the program and questioning if any improvements were needed for an already highly functioning
program, such as ensuring everyone has received training, helping the program grow, etc.
Director Harris inquired regarding the term “high priority preserve.”
Docent Volunteer Program Manager Renee Fitzsimons referred to the 2009-2011 Interpretive
Preserve Program and the process used at that time to identify priority preserves.
Director Cyr spoke in favor of connecting with visitors in a natural way throughout the District’s
preserves and their visitors.

Director Siemens spoke in favor of having individual preserve plans that incorporate
Districtwide themes, but these would be suggestions and not required content for docent hikes.
Director Riffle suggested additional work is required before the report is finalized. The goal of
the project is to connect more people to the District’s preserves, which can be done with a
combination of District staff, volunteers, and docents. Director Riffle suggested the docent
program could use refinement but not reinvention.
General Manager Steve Abbors spoke in favor of helping align the District’s volunteer and
docent programs with the mission and goals of the District, while maintaining the independence
and creativity of the program and its docents. The District is also here to serve all of its preserve
visitors and is constantly evolving to meet their needs.

efforts for the Mount Umunhum Preview Events and Grand Opening Celebration.
Director Cyr shared positive comments he has heard from his friends commending staff on their
work for the grand opening and the entire summit.
Director Harris inquired whether other lessons were learned as part of the process.
Public Affairs Manager Christine Butterfield commented on the importance of communication,
the importance of identifying staff and resource needs early, and an understanding that standard
services in other areas of the District may be affected as additional resources are committed to a
preserve opening.

Chief Financial Officer Stefan Jaskulak reported the District’s audit is almost complete and
issuance of a new tranche of bonds is scheduled for Board approval on November 8, 2017.
Assistant General Manager Ana Ruiz reported SB793 was signed by the Governor. The design-
build process is very different from the District’s current contracting process, and staff will be
attending training on the process and learning from other agencies that already use design-build.
Ms. Ruiz also commented on staff’s attendance and presentations at a recent meeting of the
Santa Cruz Mountain Stewardship Network.
C. Director Reports
The Board members submitted their compensatory reports.
Director Harris commented on the current air quality in the area and spoke in favor of staff
wearing masks and avoiding the poor quality air.

Final Design Approval of the Alma College Parking Area and Trail Crossing
GENERAL MANAGER’S RECOMMENDATIONS
1. Approve the Alma College Parking Area and Trail Crossing Project Design
2. Delegate to the General Manager the authority to approve any necessary changes to the
Project Design and Plans, and direct that the “As Built” designs come back to the Board
for final approval.
SUMMARY
The Alma College Parking Area and Trail Crossing at Bear Creek Redwoods Open Space
Preserve (Preserve) will complete a critical milestone in the opening of the Preserve to the
public. At their March 28, 2017 meeting, the Planning and Natural Resources Committee
reviewed the schematic design and recommended that the design process continue. Due to
concerns related to the at-grade trail crossing and the significance of the project to opening the
west side of the Preserve, staff is bringing the final design of the Alma College Parking Area and
Trail Crossing to the Board. Following Board confirmation, staff will finalize construction
documents, which will be used to support permit application submittals and form the basis for a
Request for Bids to solicit bid proposals for construction in Summer 2018.
DISCUSSION
The Alma College Parking Area and Trail Crossing will serve as a gateway to the Bear Creek
Redwoods Open Space Preserve, and includes a 51 space parking lot, an at-grade trail crossing
on Bear Creek Road (Phase I crossing), vault restrooms, an accessible path around Upper Lake,
and native vegetation and cultural landscape restoration (see Attachment 1).
Due to safety concerns related to the at-grade trail crossing on Bear Creek Road, staff hired an
additional traffic consultant, TJKM Consultants, to provide a third party review of the crossing
design. TJKM Consultants concurred with the location of the pedestrian crossing as designed,
and provided minor engineering details. Santa Clara County Roads & Airports reviewed the
crossing design as part of the encroachment permit process. Staff provided an FYI Memo at the
September 27, 2017 Board Meeting detailing the review of the at-grade trail crossing design. As
part of a future phase of construction, a combined culvert and trail undercrossing would replace
the at-grade trail crossing. The combined culvert and trail undercrossing is currently under
design, and would greatly increase the capacity of the existing undersized and degraded Webb
Creek culvert, improve wildlife passage, and provide a safe trail undercrossing with relatively
minimal grading and infrastructure.

A primary goal of the project involved integrating the new parking lot into the cultural
landscape, and providing sensitive public access around the pond. The design of the project
attempts to recall the former grandeur and spatial relationships of the historic pathways and
plantings. To ensure the design complies with the intent of the Alma College Cultural Landscape
Rehabilitation Plan, the project’s cultural landscape specialist reviewed the parking area and
landscape design. PGA Design performed a consistency review to determine whether the design
drawings are consistent with Guidelines for Rehabilitation of Cultural Landscapes at Alma
College, and provided minor design revisions.
At the time of the March 28th Planning and Natural Resources Committee Meeting, there was
strong speculation that the Upper Lake and the adjacent grasslands provided important breeding
habitat for Western Pond Turtle. Natural Resources hired a consultant to survey multiple ponds
for the turtle. The surveys were completed in spring and fall 2017. The biologists found no
evidence of recruitment or reproduction of the western pond turtle, and the low numbers are
considered insufficient to support a viable population at this time. These findings allowed a little
more flexibility in the design of the cultural landscape elements of the site as shown in the final
design (Attachment 1).
FISCAL IMPACT
This project is part of Measure AA Expenditure Plan Portfolio #21, Bear Creek Redwoods
Public Recreation and Interpretation Projects, which specifies, in part: Open for hiking,
equestrian activities. Provide parking areas, trails, and is identified as MAA Project #21-5
Phase I Public Access Improvements.
The Planning Department’s FY 2017-18 Budget for the Bear Creek Redwoods Public Access
Phase I Implementation (MAA 21-005) includes $151,640 for design development, permitting,
and draft construction documents.
There is no direct fiscal impact of this final design approval.
BOARD COMMITTEE REVIEW
The Planning and Natural Resources Committee reviewed the schematic design during their
March 28, 2017 meeting (R-17-39) and confirmed the recommended design of Alma College
Parking Area and Trail Crossing. The Committee also reviewed the trail undercrossing
conceptual design alternatives and confirmed a phased approach to the construction of the trail
undercrossing. The Committee recommended proceeding with the design and engineering for a
combined culvert-trail undercrossing.
PUBLIC NOTICE
Public notice was provided as required by the Brown Act. Additional noticing was sent to the
residents along Bear Creek Road.
CEQA COMPLIANCE
Construction of the Alma College Parking Area and Trail Crossing was included in the Bear
Creek Redwoods Preserve Plan EIR, which the Board certified on January 25, 2017 (R-17-15).

NEXT STEPS
Remaining work will focus on the production of bid documents for contracting and initiating
permitting. Construction is scheduled for Summer 2018, which will allow for the opening of the
west side of Bear Creek Redwoods Preserve in late 2018. Design and regulatory permitting will
continue with the design consultant for the future Bear Creek Road trail undercrossing. The
timeline to meet the goal of providing public access to Bear Creek Redwoods by late 2018
appears in the table below.

EROSION CONTROL NOTES:
1. GENERAL. THE CONTRACTOR SHALL INSTALL, MAINTAIN AND INSPECT TEMPORARY EROSION CONTROL
AND TEMPORARY STORMWATER CONTROL MEASURES TO CONTROL SEDIMENT AND RUNOFF IN
ACCORDANCE WITH THESE PLANS AND THE COUNTY OF SANTA CLARA REQUIREMENTS. REFER TO
LANDSCAPE PLANS FOR PERMANENT LANDSCAPING.
1.1.THE CONSTRUCTION OF THIS PROJECT IS NOT EXPECTED TO OCCUR DURING THE WINTER SEASON
(OCTOBER 15TH THROUGH APRIL 15TH).
1.2.THE CONTRACTOR SHALL BE RESPONSIBLE FOR TEMPORARY EROSION AND SEDIMENT CONTROL BMP
INSTALLATION AND MAINTENANCE.
1.3.EROSION CONTROL MEASURES SHALL BE IMPLEMENTED IN ALL AREAS WHERE SOIL IS DISTURBED.
1.4.EROSION IS TO BE CONTROLLED AT ALL TIMES ALTHOUGH SPECIFIC MEASURES SHOWN ARE TO BE

1.5.ALL EROSION CONTORL AND SOIL CONSERVATION ACTIVITIES SHALL BE PERFORMED IN ACCORDANCE

1.6.DISTURBED AREAS SHALL BE STRAWED AND SEEDED AT THE COMPLETION OF THE PROJECT.
1.7.DURING THE CONSTRUCTION PERIOD IF RAIN IS FORECASTED, ALL DISTURBED AREAS SHALL BE
COVERED ACCORDING TO THE FOLLOWING GUIDELINES:
1.7.1.OBTAIN STERILE, WEED-FREE WHEAT, BARLEY, OAT, OR RICE STRAW IN ORDER TO PREVENT THE
SPREAD OF NOXIOUS WEEDS. AVOID MOLDY, COMPACTED STRAW BECAUSE IT TENDS TO CLUMP AND IS
NOT EVENLY DISTRIBUTED.
1.7.2.THE STRAW SHALL BE EVENLY DISTRIBUTED BY HAND OR MACHINE TO THE DESIRED DEPTH AND
SHOULD COVER THE EXPOSED AREA TO A UNIFORM DEPTH.
1.7.3.AN APPLICATION RATE OF 2,000 POUNDS PER ACRE SHOULD BE USED.
1.7.4.THERE SHOULD BE A MINIMUM OF 3 - 4" OF STRAW OVER THE SOIL AND NO BARE SOIL SHOULD BE
VISIBLE.
1.7.5.ON STEEP OR HIGH WIND SITES, STRAW WILL BE USED FOR EROSION CONTROL AND WILL BE SPREAD
AFTER CONSTRUCTION DISTURBANCE.
2. SEED AND MULCH. ALL AREAS ON- AND OFF-SITE EXPOSED DURING CONSTRUCTION ACTIVITIES, IF NOT
PERMANENTLY LANDSCAPED PER PLAN, SHALL BE PROTECTED BY MULCHING AND/OR HAND
BROADCASTING OF THE FOLLOWING SEED MIX AND INCORPORATED OVER ALL DISTURBED SLOPES:
BROMUS CARINATUS 10#/ACRE
LEYMUS TRITICOIDES 8#/AC.
HORDEUM BRACHYANTHERUM 5#/AC.
FESTUCA RUBRA 8#/AC.
DESCHAMPSIA CESPITOSA 8#/AC. (IF THE AREA IS SUNNY, REPLACE THIS SPECIES WITH STIPA PULCHRA &
ELYMUS GLAUCUS).
IF HYDROSEEDING, ADD MULCH AND TACKIFIER TO ABOVE.
ALL SEEDS SHALL BE SOURCED FROM THE SANTA CRUZ MOUNTAINS.
2.1 ALL EXCAVATED MATERIAL SHALL BE REMOVED TO AN APPROVED DISPOSAL SITE OR DISPOSED OF
ON-SITE IN A MANNER THAT WILL NOT CAUSE EROSION.
2.2 ANY MATERIAL STOCKPILED ON-SITE SHALL BE COVERED WITH PLASTIC, ESPECIALLY DURING THE
WINTER MONTHS OR DURING PERIODS OF RAIN.
2.3 SLOPES LESS THAN OR EQUAL TO 20% SHALL BE SEEDED AND COVERED WITH 2 INCHES OF STRAW
MULCH.
2.4. EXPOSED SOIL ON SLOPES GREATER THAN 20% SHALL BE SEEDED, COVERED WITH 2 INCHES OF
STRAW, AND AN EROSION CONTROL BLANKET. THE EROSION CONTROL BLANKET SHALL BE STAKED IN
PLACE PER MANUFACTURERS RECOMMENDATIONS.
2.5 STRAW MULCH COVER SHALL BE SUFFICIENT SO THAT NO BARE SOIL IS VISIBLE.
2.6. IT IS THE CONTRACTOR'S RESPONSIBILITY TO SEE THAT ADDITIONAL MEASURES, NECESSARY TO
CONTROL SITE EROSION AND PREVENT SEDIMENT TRANSPORT OFF-SITE ARE IMPLEMENTED.
3. STRAW WATTLE. STRAW WATTLES (OR FIBER ROLLS) SHALL BE INSTALLED ALONG THE CONTOUR OF THE
SLOPE TO SLOW RUNOFF VELOCITY AND TRAP SEDIMENT. STRAW WATTLES SHALL BE INSTALLED
WHEREVER THE DISTURBED SLOPE IS ADJACENT TO A STREAM OR DRAINAGE COURSE. TRENCH DEPTH
SHALL BE 14 TO 13 OF THE THICKNESS OF THE WATTLE, AND THE WIDTH SHALL EQUAL THE WATTLE DIAMETER,
IN ORDER TO PROVIDE AREA TO BACKFILL THE TRENCH. WOOD STAKES SHALL BE INSTALLED EVERY FOUR
FEET THROUGH THE WATTLE AND THE END SHALL BE TURNED UP HILL TO PREVENT RUNOFF FORM GOING
AROUND THE WATTLE.
4. CONCRETE WASHOUT. TEMPORARY CONCRETE WASHOUT FACILITIES SHALL BE LOCATED A MINIMUM
OF 50 FEET FROM STORM DRAIN INLETS, OPEN DRAINAGE FACILITIES, AND WATERCOURSES. THE CONCRETE
WASHOUT FACILITY SHALL BE BELOW GRADE AND CONSTRUCTED WITH A MINIMUM LENGTH AND
MINIMUM WIDTH OF 10 FEET. TEMPORARY CONCRETE FACILITIES SHALL BE CONSTRUCTED AND
MAINTAINED IN SUFFICIENT QUANTITY AND SIZE TO CONTAIN ALL LIQUID AND CONCRETE WASTE
GENERATED BY WASHOUT OPERATIONS. THE WASHOUT SHALL HAVE A 10 MIL POLYETHYLENE PLASTIC
LINER. WHEN CONCRETE WASHOUT FACILITIES ARE NO LONGER REQUIRED FOR THE WORK, THE HARDENED
CONCRETE AND MATERIALS FOR THE WASHOUT SHALL BE REMOVED AND DISPOSED OF. HOLES,
DEPRESSIONS, OR OTHER GROUND DISTURBANCES CAUSED BY THE REMOVAL OF THE CONCRETE
WASHOUT SHOULD BE BACKFILLED AND REPAIRED.
5. EROSION CONTROL BLANKET. THE EROSION CONTROL BLANKET SHALL BE CONSTRUCTED OF JUTE
FIBERS, CURLED WOOD FIBERS, STRAW, COCONUT FIBER, OR A COMBINATION OF THESE MATERIALS. NO
PLASTIC MATERIAL WILL BE ACCEPTED.
5.1. CONSTRUCTION GUIDELINES
5.1.1 GRADE AND SHAPE AREA OF INSTALLATION
5.1.2 REMOVE ALL ROCK, CLODS, AND VEGETATIVE OR OTHER OBSTRUCTIONS SO THAT THE INSTALLED
BLANKET WILL HAVE DIRECT CONTACT WITH THE SOIL.
5.1.3 LOOSEN 2-3 INCHES OF TOPSOIL ABOVE FINAL GRADE
5.1.4 U-SHAPED WIRE STAPLES, METAL GEOTEXTILE STAKE PINS OR TRIANGULAR WOODEN STAKES CAN BE
USED TO ANCHOR MATS TO THE GROUND SURFACE. WIRE STAPLES SHOULD BE A MINIMUM OF 11 GAUGE.
METAL STAKE PINS SHOULD BE 3/16 INCH DIAMETER STEEL WITH A 1 ½ INCH STEEL WASHER AT THE HEAD
OF THE PIN. WIRE STAPLES AND METAL STAKES SHOULD BE DRIVEN FLUSH TO THE SOIL SURFACE. ALL
ANCHORS SHOULD BE 6-8 INCHES LONG AND HAVE SUFFICIENT GROUND PENETRATION TO RESIST
PULLOUT. LONGER ANCHORS MAY BE REQUIRED FOR LOOSE SOILS.
5.1.5 EROSION CONTROL BLANKETS AND HYDROSEED SHALL BE INSTALLED ON ALL DISTURBED SLOPES WITH
GREATER THAN 20% GRADES.
5.2. INSTALLATION ON SLOPE:
5.2.1 BEGIN AT THE TOP OF THE SLOPE AND ANCHOR THE BLANKET IN A 6 INCH DEEP BY 6 INCH WIDE
TRENCH. BACKFILL TRENCH AND TAMP EARTH FIRMLY.
5.2.2 UNROLL BLANKET DOWNSLOPE IN THE DIRECTION OF WATER FLOW. BLANKET SHOULD BE UNROLLED
SLOWLY IN A CONTROLLED MANNER TO ACHIEVE DIRECT CONTACT WITH THE SOIL.
5.2.3. THE EDGE OF ADJACENT PARALLEL ROLLS MUST BE OVERLAPPED 2-3 INCHES AND BE STAPLED EVERY 3
FEET.
5.2.4. WHEN BLANKETS MUST BE SPLICED, PLACE BLANKET END OVER END (SHINGLE STYLE) WITH 6 INCH
OVERLAP. STAPLE THROUGH OVERLAPPED AREA, APPROXIMATELY 12 INCHES APART.
5.2.5. LAY BLANKET LOOSELY AND MAINTAIN DIRECT CONTACT WITH THE SOIL, DO NOT STRETCH.
5.2.6. BLANKETS SHALL BE STAPLED SUFFICIENTLY TO ANCHOR BLANKET AND MAINTAIN CONTACT WITH THE
SOIL. STAPLES SHALL BE PLACED DOWN THE CENTER AND STAGGERED WITH THE STAPLES PLACED ALONG
THE EDGES. STEEP SLOPES, 1:1 TO 2:1 REQUIRE 2 STAPLES PER SQUARE YARD. MODERATE SLOPES, 2:1 TO
3:1, REQUIRE 1-2 STAPLES PER SQUARE YARD (1 STAPLE 3 O.C.). GENTLE SLOPES REQUIRE 1 STAPLE PER
SQUARE YARD.
6. OTHER PROVISIONS
6.1. IF CONSTRUCTION OCCURS BETWEEN OCTOBER 15TH AND APRIL 15TH, EXPOSED SOIL NOT INVOLVED
IN IMMEDIATE CONSTRUCTION ACTIVITY SHALL BE PROTECTED FROM EROSION AT ALL TIMES. AFTER APRIL
15TH, EROSION CONTROL MEASURES SHALL BE IN PLACE DURING INCLEMENT WEATHER.
6.2. EROSION CONTROL MEASURES SHALL BE KEPT IN PLACE BY THE CONTRACTOR UNTIL NATIVE
VEGETATION HAS BEEN ESTABLISHED AND PROVIDES NECESSARY SLOPE COVER (MINIMUM 70% COVER).
6.3 STABILIZED CONSTRUCTION ENTRANCE SHALL BE LOCATED ON DIRT ROAD JUST PRIOR TO PAVED
SURFACE. THE INTENT OF THE STABILIZED CONSTRUCTION ENTRANCE IS TO PREVENT SEDIMENT/SOIL FROM
TRACKING ONTO PAVED ROADS. CONTRACTOR IS RESPONSIBLE FOR LOCATING STABILIZED
CONSTRUCTION ENTRANCE APPROPRIATELY.
