CALL TO ORDER
In Mayor Ron Fitzwater’s absence, Mayor Pro Tempore Jon Hensley called the August 7, 2023
City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wright
Absent: Wiseman
DISCUSSION OF AGENDA ITEMS
Councilmember Hensley will lead the prayer.
Adoption of the Agenda
- Councilmember Lester would like to amend the agenda, moving RS2023-13 and
RS2023-14 to immediately follow Presentations from the Gallery on Specific Bills or
Resolutions. Many citizens have signed up to speak regarding the resolutions.
Presentation from Staff, Consultants & Invited Guests
- Shiela Pearre, Finance and I.T . Services Director will present the monthly financial
update.
- Former Councilmembers will be addressing the City Council regarding the vacant
Ramada Inn building.
Presentations from the Gallery on Specific Bills or Resolutions
- There will be a brief presentation from the Stronghold Landing Housing Development
group.
Consent Agenda
- There were no questions at this time.
Bills Introduced
- City Staff presented their introduced bills. Councilmember Schwartz, sponsor of bill
2023-028, will request to suspend the rules.
Bills Pending
- City Staff presented their pending bill.

Informal Calendar
- Councilmember Spencer intends to leave bill 2023 -017 on the informal calendar.
Resolutions
- City Staff presented their resolutions. Councilmember Spencer, sponsor of RS2023-13
will have a floor amendment to the resolution updating the number of housing units from
55 to 40 per City Council’s request.
Mayor Fitzwater arrived at 5:55 P.M.
Closed Session
- A closed session is scheduled for tonight.
