ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wright Absent: Wiseman MOMENT OF SILENCE Mayor Fitzwater asked for a moment of silence in memory of local resident, Leonard Steinman who recently passed. Mr. Steinman was actively engaged with local government, often attending and speaking at City Council meetings. ADOPTION OF THE AGENDA Councilmember Lester motioned and Councilmember Mealy seconded the motion to amend the agenda, moving RS2023-13 and RS2024-14 to immediately follow Presentations from the Gallery on Specific Bills or Resolutions. The motion passed by the following roll-call vote: Aye: Ahlers, Hensley, Lester, Mealy, Wright Nay: Deeken, Schwartz, Spencer, Spicer Absent: Wiseman MISCELLANEOUS AGENDA ITEMS There were no miscellaneous items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Shiela Pearre, Finance and I.T. Services Director, presented the monthly financial update. Former Councilmembers Dr. Thomas Brant and Cliff Olsen were invited by Councilmembers Wiseman, Mealy, and Spencer to voice their concerns with the vacant Ramada Inn building. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: 2 REGULAR COUNCIL MEETING, AUGUST 7, 2023 • Committee on Administration – The next meeting is September 6th, 7:30 A.M. in the Boone-Bancroft Room. • Budget Committee – The first meeting is this Thursday, August 10th, noon in the City Council Chambers. The Mayor’s proposed budget will be presented at that time. • Finance Committee – There is nothing to report at this time. • Public Safety Committee – The next meeting is August 31st, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is August 10th, 7:30 A.M. in the City Council Chambers. Cecile Landrum – for RS2023-13 3 REGULAR COUNCIL MEETING, AUGUST 7, 2023 RESOLUTIONS RS2023-13 sponsored by Councilmember Spencer SUPPORTING THE CDBG-DR/LIHTC APPLICATIONS FOR STRONGHOLD LANDING HOUSING DEVELOPMENT Rachel Senzee, Neighborhood Services Manager, presented the resolution. Councilmember Spencer motioned to amend the resolution , decreasing the number of units from 55 to 40. Councilmember Lester seconded the motion. The motion to amend the resolution passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, Wright Nay: None Councilmember Ahlers motioned to adopt RS2023-13 as amended. Councilmember Mealy motioned and Councilmember Lester seconded the motion to send the resolution back to the Public Works & Planning Committee for additional discussion and staff work. The motion passed by the following roll-call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, Wright Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Darrell Bryan voiced his concerns with the possible rezoning of Korte Tree Care property at 1129 Cedar City Dr. The rezoning will be presented at the Board of Adjustment meeting on August 8, 2023. Mr. Bryan felt that it wasn’t fair that tax payer dollars were used to clean up the business’ pallets after the last major flooding event. He was also concerned that a former City employee now works for Korte Tree Care. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. CLOSED SESSION Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Fitzwater entertained a motion to go into Closed Session to discuss the following: i. Attorney client privilege [Sec. 610.021(1)] ii. Real estate [Sec. 610.021(2)] iii. Hiring, firing, disciplining or promoting of particular employees [Sec. 610.021(3)] iv.
