Present: Messrs. Beatty, Brush, Printup, Taplin and Villra VC Also present were Fred v. Maley, Village rarager; Mary T. vetterer, Village Clerk; and Thomas H. Anderson, Village Attorney; and Henry von Oeson, Village Engineer. On motion of. `B, Taplin, seconded by Mr. Beatty and unanimously voted the minutes of the previous meeting of July 29, 1972 were accepted as presented. 1 "ll Mr. John I. Cofer of Harland Bartholomew and Associates appeared to discuss with the Council various courses of action that could be taken by the Council to update the zoning of the Oceanfront District in order to offset the potential hazard involved in permitting structures to be built at the full capacity allowed now. After discussion as to how long a zoning study would take and what the report would encompass, it was the Council's decision that Mr. Cofer outline their proposal in writing and forward it to Mr. Maley. Mr. Marion Sibley and Mr. Calvin :Covens appeared before the Council to formally request a height variance for their proposed building on Lot 11 of the Ocean Front Section of Bay Harbor. It was the decision of the Council that Mr, Maley would meet with Mr. Sibley, Mr. Kovens and their architect to see what could be worked out for the building within our present regulations. The Village Clerk read proposed Ordinance No. 1.58 which provided for new side and front setbacks and density zoning on the oceanfront property. On motion of Mr. Villeneuve, seconded by Mr. Taplin and unanimously voted the Ordinance was deferred until a further study could be completed. Mr. Henry von Oesen and Mr. Charles Davis presented the final plans for the beach nourishment project to the Council. On motion of Mr. Villeneuve, seconded by Mr. Brush and unanimously voted the Council accepted the plans and speci- fications subject to Mr. Anderson's and Mr. Maley's approval and authorized the engineers to submit them to the County, State and Federal governments and after approvals to proceed with asking for bids. Mr. Maley stated that the Police and Fire patrol boat is no longer in use and asked the Council if they would consider disposing of it. It was moved by Mr. Beatty, seconded by Mr. Villeneuve and unanimously voted that the Village Manager be authorized to sell the boat. ORDINANCE NO. 157 hiving been read for the first time on July 29, 1972 and published in the Miami Review on August 2, 1972 was read for final reading by the Village Clerk under Ch.72-306 of the Laws of Florida, 1972. On motion of Mr. Villeneuve, seconded by Mr. Brush and unanimously voted the Ordinance was adopted. Mr. Maley told the Council that North Miami Beach has submitted an amendment to our Water Agreement which lowers the monthly minimum purchase and bases the minimum on a yearly basis which is more realistic. The passage of the amendment was deferred until it could be reviewed more thoroughly by Mr. Maley and Mr. Anderson. Mayor Printup congratulated the Village Clerk on being elected to a three year term on the Board of Directors of the International Institute of Municipal Clerks. There being no further business the meeting was adjourned on motion of Mr. Villeneuve, seconded by Mr. Beatty, at 11:25A.M. ATTEST: ,i wit:eda. Village Clerk
