Call to Order
Mr. Wheat called the meeting to order at 6:01 p.m.
Adoption of Agenda
Ms. Deetz moved and Dr. Greene seconded to adopt the agenda as printed. The motion passed
unanimously.
Approval of Regular Meeting Minutes
Mr. Warren moved and Dr. Greene seconded a motion to approve the minutes from May 9, 2023
regular meeting as written. The motion passed unanimously.
Old Business
Mr. Wheat verified that there is no old business to be covered.
New Business
Demolition Review for ancillary structure at 215 W. Atchison St.
Staff received an application for demolition for the ancillary structure (garage) located at 215
Atchison St. Rachel gave the complete staff report on this structure, complete with photographs
of the property and the necessary photos and a letter of abatement from Code Enforcement.
It is staff recommendation that the commission approve the application for demolition permit
for the ancillary structure (garage) located at 215 Atchison St. The property owners agreed with

the assessment that it was built in the 1940’s. They stated that they thought without the Schmidt
House, this would not be a historical property. They also stated that there is nothing for historical
salvage in the structure.
Ms. Deetz made a motion to approve the application and Dr. Boston seconded the motion.
Ms. Senzee took a roll call vote.

The motion was passed unanimously.
Other Business
A. Jefferson City Historical Bike Ride – Rachel expressed her gratitude to everyone that was
there to assist. Special thanks to Dr. Boston for her description of the Greenberry properties
and to Ms. Deetz for opening up the carriage house at the cemetery. It was a success overall.
We had approximately 40 riders show up. It was a great event to wrap up Preservation
Month.
B. MSP Updates
City Staff have gone back to the drawing board regarding this project, since the hotel
developer was not able to make the hotel happen. Our Economic Development
Administration grant stated that the hotel developer was a jobless beneficiary so they would
bring jobs to the table and that was one of the reasons we were able to get the grant. They
agreed to work with us to use jobs from One Health Lab and the Primary Care Association
which are being developed in that area. We did receive about 21 jobs from the state Health
Lab and we continue to work with the Primary Care Association on jobs they will be creating.
Staff are working on the programmatic agreement with EDA, SHPO, DNR and Missouri
Department of Administration to finalize this agreement.
Staff are hoping to have a Public engagement meeting to review this project in either July or
August. Rachel is hoping that HPC can host this meeting.
C. Missouri Preservation Conference Recap
Last Wednesday, Thursday and Friday, Rachel attended a conference put on by the Missouri
Preservation Commission in Joplin. There was a lot of good content. If HPC members want
to attend this or any other conferences, staff will get you signed up and apply for scholarships.

D. NAPC Training
The National Alliance of Preservation Commissions (NAPC) offers a series of webinars. The
next one is Best Practices for an Effective Local Preservation Commission. This is June 29,
2023 from 12:00 – 1:30 Central Standard time. If members are interested, the city is an APC
member and will also be willing to sign you up as APC members as well. Please tell Dawn or
send an e-mail if you would like to attend and we will get you signed up.
E. Design Guidelines – H3 Studio
A kickoff meeting was held with the consultant of this project. A meeting with SHPO still has
to be arranged to ensure they get the Milestones put online.
F. Lower Jefferson Survey – Stantec
Phase Two of this project has begun. We had a kickoff meeting with Stantec and SHPO. We
are working with them to coordinate with them so they can attend a Historic Preservation
Commission Meeting to give you an overview of their plans for the project and the
opportunity to ask questions.

Dr. Boston made a motion to adjourn and Laura Ward seconded the motion to adjourn the
meeting. The motion passed unanimously.
