The motion passed unanimously. Approval of Regular Meeting Minutes Ms. Deetz moved and Ms. Patterson seconded a motion to approve the minutes from May 9, 2023 regular meeting as written. The motion passed unanimously. Old Business Mr. Wheat verified that there is no old business to be covered. New Business Demolition/Clearance Review for 901 Jefferson Street Public Hearing Rachel reviewed the rules of order for the public hearing and the order of testimony. She then reviewed the documents available for the hearing. Staff received an application request for demolition for the structure at 901 Jefferson St. This is a carryover request from April of 2022. Rachel gave the complete staff report on this structure, complete with photographs of the property. It is staff recommendation that the commission approve the application for demolition permit for the structure located at 901 Jefferson St. The property owners agreed with the assessment that it was built in the 1940’s. They stated that they thought without the Schmidt House, this would not be a historical property. They also stated that there is nothing for historical salvage in the structure. Ms. Deetz made a motion to approve the application and Dr. Greene seconded the motion. Ms. Kirchner took a roll call vote. City staff will send a letter of approval. The contractor will need to work with building permits to get the work done. Other Business A. MSP Updates Staff have no new updates. They have developed a “draft” programmatic agreement. They have invited a tribal consultation with the Miami tribe and Cole County to review this document. After they have finished with the review and comments, this document will be discussed in a public meeting. This meeting will possibly take place in August or September. B. Lower Jefferson Survey – Stantec Stantec will be joining the HPC at the August 8 meeting. They will be in town at that time doing their fieldwork. They will be presenting a basic outline of their plan. C. H3 Studios is attending tonight’s meeting to do a work session directly after to discuss this project. D. City staff recently received notification of two Section 106 filings from the SEC for power. The Site address is 500 State Road 94. The SEC is checking to see if there are any visual impacts from this project for the City of Jefferson. Actually, both communications are regarding the same address. After some discussion of location, which is the HITACHI plant in North Jefferson City, it was determined that the site is not very visible from this side of the river, so it would have minimal visible impact. E. Landmark Award for 1431 Green Berry Road Mr. Wheat and Dr. Greene approached the podium to present a landmark award, approved by the city council to Wayne Brondel and Lindsey Pitts. The commission assembled behind the recipients for a photo opportunity with the family. Public Comment No public comments were received. Dates to Remember The next Regular Meeting is Tuesday, August 8, 2023, at 6:00 p.m. The Historic City of Jefferson’s Lincoln University Historic Tour is August 6, 2023. Adjournment Ms. Deetz made a motion and Tiffany Patterson seconded the motion to adjourn the meeting. The motion passed unanimously. Meeting Adjourned Special Work Session H3 Studios – Design Guidelines Special Work Session Following the regular meeting, a special work session was called to order with H3 Studios to discuss the Design Guidelines. The meeting was called to order and Roll Call was performed with all previously mentioned members still present, with the absence of Amanda Burke Williams. Mr. Brieten made a presentation on the preliminary Design Guidelines for the four local historic districts in Jefferson City - Capitol Avenue, Lafayette Historic Legacy District, School Street District, West Main Lower Jefferson District.
