ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Absent: None ADOPTION OF THE AGENDA Councilmember Wiseman motioned and Councilmember Lester seconded the motion to amend the agenda, taking consent agenda item a. Minutes of City Council Meetings: August 7, 2023 up separately from the rest of the consent agenda, to make a correction to the minutes. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Fire Division Chief Jerry Blomberg introduced Eric Hoy, Cole County EMS Chief. Chief Hoy and Kayla Riel presented a brief 2022 Cole County EMS CARES report. Chief Hoy then introduced Meredith Holliday. Ms. Holiday provided testimony regarding the life saving efforts by responding medics, police, and fire who saved her father’s life after suffering from a stroke and cardiac arrest. Chief Hoy, Police Chief Eric Wilde and Fire Division Chief Blomberg recognized the communications operators, medics, policemen, and firemen who all contributed to saving his life. Both Chief Wilde and Chief Blomberg thanked City Council for providing the resources to fund the shared, public safety communications improvements between Cole County and the City. PUBLIC HEARINGS a. Adopting the 2023-2024 City Operating Budget in the Amount of $79,285,619.11 i. Introduced Bill 2023-040 (Hensley) Staff: Shiela Pearre A Staff presentation was made by Shiela Pearre, Finance and I.T Director. There being no one to speak on the bill, Mayor Fitzwater declared the evidentiary portion of the public hearing concluded. 2023-040 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 2023, TO OCTOBER 31, 2024, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. 2 REGULAR COUNCIL MEETING, AUGUST 21, 2023 Councilmember Hensley requested bill 2023-040 be placed on the informal calendar until the budget is passed out of the Budget Committee. There was no objection. b. Establishing the Rate of Taxation for Property Tax 2023 i. There being no one to speak on the bill, Mayor Fitzwater declared the evidentiary portion of the public hearing concluded. 2023-029 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY OF JEFFERSON, MISSOURI FOR THE CALENDAR YEAR 2023. Bill 2023-029 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16366. Presenting the Rate of Gross Receipt Utility Tax A Staff presentation was made by Shiela Pearre, Finance and I.T. Director. City Code Section 17-207 requires the City to review their Gross Receipt Utility Tax (GRUT) rate on an annual basis. State statute indicates the rate doesn’t need approval action if it isn’t changing from last year. The 2023-2024 gross receipt utility tax rate will remain at 6%. APPOINTMENTS BY THE MAYOR a. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. 3 REGULAR COUNCIL MEETING, AUGUST 21, 2023 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Staff announcements: • Clint Smith, Director of Planning and Protective Services, announced Republic Services residential trash pick-up start times moving up one hour this week due to excessive heat. Pick-up will begin at 5:00 A.M. City Council committee announcements: • Committee on Administration – The next meeting is September 6th, 7:30 A.M. in the Boone-Bancroft Room. • Budget Committee – The next meeting is August 24th, noon, in the Council Chambers. • Finance Committee – The August 24th meeting has been cancelled. • Public Safety Committee – The next meeting is August 31st, 7:30 A.M. in the Police Training Room. • Public Works & Planning Committee – The next meeting is September 14th, 7:30 A.M. in the City Council Chambers. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Lee Alford with Alford Tree Service spoke against bill 2023-043. Josh Korte with Korte Tree Care spoke in favor of bill 2023-043. He also addressed City Council requesting an apology from Mr. Alford for speaking against Korte Tree Care at a prior City Council meeting. CONSENT AGENDA a. MOTION: Councilmember Wiseman motioned and Councilmember Spicer seconded the motion to approve items b. through f. on the Consent Agenda. The motion passed unanimously. 4 REGULAR COUNCIL MEETING, AUGUST 21, 2023 MOTION: Councilmember Lester motioned to approved item a. with a correction made under “Presentations from the Gallery on Specific Bills or Resolutions”. Donna Deetz spoke, representing East Side Business Association, not the Historic City of Jefferson. Councilmember Wiseman seconded the motion to approve the corrected minutes. The motion passed unanimously. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Councilmember Ahlers asked if the Mayor and City Council had any intentions to cancel the September 6th City Council meeting, which falls the day after the Labor Day holiday. He will be out of the country. In addition, City Councilmembers expressed their desire to discuss cancelling the September 6th meeting after the Thursday, August 24th Budget Committee meeting. City Staff will issue a City Council special meeting notice to immediately follow the Budget Committee meeting on the 24th. They would also like to move the August 31st, 5:30 P.M., 90-minute Budget Committee meeting to the same day, from 12:00 P.M. – 1:30 P.M. City Staff will make the adjustments to the calendar and issue meeting notices reflecting the changes. 10 REGULAR COUNCIL MEETING, AUGUST 21, 2023 APPROVAL OF AUGUST 7, 2023 CLOSED SESSION MINUTES Councilmember Spencer motioned and Councilmember Spicer seconded the motion to approve the August 7, 2023 Closed Session Minutes. The motion passed by the following roll- call vote: Aye: Ahlers, Deeken, Hensley, Lester, Mealy, Schwartz, Spencer, Spicer, Wiseman, and Wright Nay: None UNFINISHED BUSINESS There was no unfinished business at this time.
