Action Requested: Review, discussion, and approval. A minimum seven-day public comment period
was opened August 4th and will conclude at the August 16th Board of Directors meeting.
Staff Report: An application was received from MoDOT requesting an amendment to the current
2024-2028 TIP, splitting an existing MoDOT project (TIP #2022-01) into two projects:
• TIP #2022-01 MoDOT – Cole Rte 54
MoDOT STIP #5P3497
$3,754,000 in Programmed Funds
This project originally included construction of new lanes and changes to all associated
interchanges on both eastbound and westbound US54/63. The amended project only includes
additional lanes to the eastbound portion of US54/63 and auxiliary lanes on MO 94. The
project spans Project Years 2023 and 2024.
• TIP #2024-14 MoDOT – Callaway Rte 54
MoDOT STIP #CD0170
$2,964,000 in Programmed Funds
This project includes the construction of additional lanes on westbound US 54/63 and changes
to the interchange at Route W. The project spans Project Years 2024, 2025, and 2026.

Vice Chairman Hoelscher called the meeting to order at 12:00 p.m.
Ms. Dittmer took roll call. A quorum was present with 12 of 13 members.

Mr. Landwehr moved and Mr. Reece seconded to approve the agenda as amended. The
motion passed unanimously.

4. Approval of the minutes from the meeting of April 19, 2023
Mr. Deeken moved and Mr. Landwehr seconded to approve the minutes as amended from
the Regular Meeting of April 19, 2023. The motion passed unanimously.

A. 2024-2028 Transportation Improvement Program (TIP)
Mr. Barron stated the TIP is a 5-year financial program for transportation projects that
are contained within the CAMPO planning area and includes all federally funded or
regionally significant transportation projects. The TIP contains 51 projects which are
broken out into: 14 bridge projects, 8 road projects, 4 other/enforcement projects, 8
scoping/design projects, 7 pedestrian/bicycle projects, and 10 transit projects. The
current project list totals approximately $97 million. MoDOT comments have been
incorporated into the TIP. A 25-day public comment period was opened on April 19th,
2023, no public comments were received.
Mr. Spencer moved and Mr. Landwehr seconded a motion to close the public comment
period and adopt the 2024-2028 Transportation Improvement Program, with
amendment to Project 2022-01, by Resolution RS2023.02. The motion passed
unanimously.
B. FY 2024 Unified Planning Work Program (UPWP)
Mr. Barron stated the UPWP is a federally required annual work program that is
updated every year. Mr. Barron discussed the six work elements in the UPWP and
major tasks that CAMPO staff want to work on in FY 2024. The anticipated budget for
FY 2024 is approximately $241,000. Approximately 80% of the budget is from the
Consolidated Planning (CPG) Grant, and 20% of that is a local match. A very small
portion of the CPG grant designated for safety planning does not require local match.
This includes $30,000 for potential professional services for the MTP update. MoDOT
comments have been incorporated into the UPWP . A 25-day public comment period
was opened on April 19th, 2023, no public comments were received.
Mr. Reece moved and Mr. Fischer seconded a motion to close the public comment
period and adopt the FY 2024 Unified Planning Work Program by Resolution RS2023-
03. The motion passed unanimously.

A. Capital Area Active Transportation Plan
Mr. Barron provided a brief overview of the plan and encouraged members to look at
the draft network plan that is available on the CAMPO website.
B. Status of Current Work Tasks

• FY 2024 Unified Planning Work Program Development.
Finalized and adopted by the Board.

At the previous Board meeting, a list of unfunded needs was adopted and

forwarded to MoDOT, currently waiting on a finalized document from MoDOT.
• Capital Area Active Transportation Plan.
Discussed earlier in the meeting.
• JEFFTRAN Transit Facility Feasibility Study.
A final document has been completed and is under review by the Federal
Transit Administration and Jefferson City Public Works Staff.
• GIS/Technical Assistance.
Staff continues to provide GIS and technical assistance to member
jurisdictions.
• US Census Bureau Urban Area Designation and Boundary Review.
Staff is in the process of reviewing the urban area boundary changes received
from the 2020 Decennial Census. A staff report and presentation will be given
at a later meeting.
C. Election of Chair
Mr. Deeken moved and Mr. Landwehr seconded a motion to nominate Jeff Hoelscher
as Chair. The motion passed unanimously.
Mr. Landwehr moved and Mr. Hensley seconded a motion to nominate Scott Spencer
as Vice Chair. The motion passed unanimously.
D. Announcements
Mr. Smith encouraged everyone to look at the information provided on the CAMPO
website about the Active Transportation Plan.
Members discussed the current status of the transload facility project.

Work Program
Dear Mr. McKenna:
As requested in the MoDOT letter dated May 25, 2023, the Federal Highway Administration (FHWA) and
Federal Transit Administration (FTA) have jointly reviewed the FY 2024 Unified Planning Work Program
(UPWP) for the City of Jefferson metropolitan planning area, which was adopted by the Capital Area
Metropolitan Planning Organization (CAMPO) Board of Directors on May 17, 2023.
Based on our review, we are approving the FY 2024 UPWP as an adequate scope of work to support FHWA
and FTA funded planning/technical studies and grant activities in accordance with the requirements of 23 CFR
450.308, 23 CFR Part 420 Subpart A, and FTA Circular C 8100.1C. The FY 2024 UPWP period is for
November 1, 2023, through October 31, 2024.

Dear Mr. McKenna:
The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) has jointly reviewed and
approved the requested amendment to the FY 2024-2028 Missouri State Transportation Improvement Program (STIP) to
incorporate the Jefferson City Metropolitan Area (CAMPO) FY 2023-2027 Transportation Improvement Program (TIP),
as further described in your letter of June 8, 2023.
The CAMPO Board of Directors approved the TIP amendment on May 17, 2023. The Missouri governor approved the
CAMPO FY2023-2026 TIP amendment on June 8, 2023.
In accordance with 23 CFR 450.218(b), FHWA and FTA have determined that this STIP amendment is based on a
transportation planning process that substantially meets the requirements of 23 U.S.C 134 and 135, 49 U.S.C. 5303 and
5304 and 23 CFR 450 Subparts A, B, and C.

2024-2028 Transportation Improvement Program

Summary
Central District MoDOT Staff have submitted an application for amendment to the CAMPO 2024-2028
Transportation Improvement Program (TIP). The proposed amendment would split an existing MoDOT project
(TIP #2022-01, involving lane expansions on Highway 54/63 north of the Missouri River Bridge) into two
projects, with one project focused on eastbound lane expansion and one project on westbound lane expansion.
The amendment request is a result of design and timeline modifications to the original project that arose from
public meetings conducted by MoDOT staff on the proposed improvements.

Public Comment
A seven-day public comment period was opened on August 4th . A public notice with a link to the draft amended
document was posted and sent to all CAMPO members and participating jurisdictions. No comments were
received.
Staff Recommendation
Staff recommends approval of this amendment.
Review and Approval Process
The Technical Committee has reviewed the proposed amendment and recommended approval to the Board of
Directors at their August 3rd meeting.
Recommended Form of Motion:
Motion to close the public comment period and approve the Amendment.

CAMPO Board of Directors Staff Report
Capital Area Active Transportation Plan
August 16, 2023
Summary
Staff, along with consultants Crafton Tull and LaneShift, are continuing development of the Capital Area Active
Transportation Plan. The planning process will integrate the Capital Area Pedestrian & Bicycle Plan (2016), Jefferson
City’s Sidewalk Plan (2010) and Greenway Master Plan (2007), and the Holts Summit Pedestrian, Bicycle, and Transit
Plan (2014). The Capital Area Active Transportation Plan covers all CAMPO communities and is expected to be
completed by early Fall 2023. The plan will generally include the following:
• comprehensive set of strategies to ensure better options for biking, walking, and transit
• recommendations for prioritizing infrastructure improvements
• outline recommendations for new policies, processes, and infrastructure
• base recommendations on a robust public and stakeholder involvement campaign
Funding for this project totals $125,000 and is provided via the CAMPO Consolidated Planning Grant ($100,000), with
the required 20% match provided by JC Parks ($25,000).
Phase 1 – Public Survey and Engagement
A public survey was disseminated in August 2022 and more than 800 responses were received. The survey was made
available in English and Spanish. Three public meetings were held in September inviting the public to comment on the
current bike/ped network and what barriers and opportunities they see in the region. Staff also gave multiple
presentations to various community groups, committees, and commissions requesting comment. During the first round
of public engagement, staff and consultants engaged with the steering committee and several stakeholder groups,
including the following; Public Safety, Healthcare, Education, Small Communities, Advocates/Transit Providers, and
Business Owners.
Phase 2 – Public Survey/Engagement, Draft Network Development, Prioritization Survey
A second round of engagement occurred on December 1st and 2nd, including a steering committee meeting, a public
meeting, three walk-audits, and an outreach booth at Downtown #JCMO Living Windows. Invitations to participate
were disseminated to all member communities and stakeholders. During this phase a prioritization survey was released
asking the public and stakeholders how the draft network should be prioritized. More than 115 survey responses were
received.

Within this project website there are descriptions of the project, proposed facility types, survey results, interactive maps,
and additional survey questions requesting input on how to prioritize the projects. There are two interactive web maps
depicting a sidewalk plan and bike/ped plan.
Phase 3 – Public Engagement, Probable Cost Estimates, Phasing, Code Reform Recommendations
During the months of February and March consultants and staff reviewed prioritization survey results and finalized
network changes and prioritization criteria. A steering committee meeting and public meeting was held the 2nd and 3rd
of May. The Steering Committee was given a presentation by consultants on costs, phasing, and potential municipal
code and policy changes. The consultants are developing the draft document. After an internal staff review, a draft
document will be made available to the public in late summer or early fall 2023.

CAMPO 2045 & Beyond Metropolitan Transportation Plan – 2023 Update

Summary
Staff have begun the update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP). The MTP, also
referred to as a Long-Range Transportation Plan, assesses regional transportation needs over a twenty-year planning
horizon. The MTP sets goals and defines policies, programs, strategies, and projects to meet the transportation needs of
the CAMPO region. The MTP is federally required to by updated every 5 years and utilize a minimum 20-year
planning horizon. The MTP was last updated in 2019.
The MTP is central to the MPO planning process and defines policies, programs, projects to meet regional needs for all
transportation modes, including:
• Surface Transportation (roads and bridges)
• Pedestrian and Non-Motorized
• Transit
• Air
• Waterways & Ports
• Freight
• Rail
The planning process will consider and incorporate several local and regional topics including transportation system
development, land use, employment, economic development, human and natural environment, and housing and
community development.
Per federal regulation, the MTP addresses the following ten planning factors:
1. Economic Vitality
2. Safety
3. Security
4. Accessibility and Mobility
5. Environmental Protection and Quality of Life
6. System Integration and Connectivity
7. System Management and Operation
8. System Preservation
9. Resiliency and Reliability
10. Travel and Tourism
The current plan, adopted in 2019, utilized an in-depth Scenario Planning process that analyzed how transportation,
land use, resources, demographics, and other factors may affect connectivity, mobility, and resiliency throughout the
region. A preferred scenario was chosen and then used in the development of a Travel Demand Model (TDM). The
TDM took the preferred land use scenario and analyzed the impacts of development on the transportation system,
highlighting points of congestion, capacity, and increased demands on the road network. CAMPO staff then worked
with the general public and stakeholders to develop a list of illustrative projects, combining public comments and the
TDM outputs.
The 2023-2024 planning process will use the preferred scenario and TDM from the 2019 planning process. This data,
along with outreach to member jurisdictions, stakeholders, and the general public will be used in the update of the
MTP.
Staff anticipates that the planning process will be complete in Summer 2024. A general timeline of the project is
provided in Figure 1.

Status of Current Work Tasks

Summary
The following list includes work tasks that are currently in progress or have been completed since the previous
meeting:
• 2024-2028 Transportation Improvement Program (TIP) Amendment. See staff report.
• Capital Area Active Transportation Plan. See staff report.
• Metropolitan Transportation Plan. See staff report.
• US Census Bureau Urban Area Designation and Boundary review. Staff is in the process of
reviewing the recently released urban area boundary changes stemming from the 2020 Decennial
Census. A staff report and presentation on the data release will be given at a future Technical
Committee meeting.
• 2023 Transportation Alternatives Program Grant (TAP) – Call for projects. (MoDOT) is
seeking projects to be funded using Rural Statewide Transportation Alternatives Program (TAP)
funds. This program call will award $29.8 million of federal TAP funds. Applications are due
AUGUST 24, 2023. More information about the grant can be found on the MoDOT website:

• JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is under
review by Federal Transit Administration and Jefferson City Public Works Staff. An updated
presentation will be given to the Technical Committee at a future meeting.
• GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data
and mapping to member jurisdictions for various projects, including:
o JEFFTRAN Transit Route Guides - Updates
o Zoning Map Updates as requested
o Crash data
o Active Transportation Plan data (sidewalks, trails, and other analysis layers as requested by
consultants
• FY 2024 Unified Planning Work Program (UPWP) Administrative Modification.
An administrative modification was made to the FY 2024 UPWP to accommodate edits to 527-Wrk
Element 527 - Safe/Accessible Transportation Planning. The edits reduced the amount in this
category to better align with MoDOT obligation figures. Local match amounts did not change, but
the overall CAMPO budget and federal funds total decreased by a small amount. The modified FY
2024 UPWP is available on the CAMPO website at www.jeffersoncitymo.gov/campo
• 2023 Missouri Active Transportation Summit. CAMPO staff, along with Jefferson City Public
Works staff, is assisting with the planning and facilitation of the annual Missouri Active
Transportation Summit. The Summit will be held August 11th from 8:00 AM to 4:00 PM on the City
Hall campus. The event is sponsored by the Missouri Bicycle and Pedestrian Federation. More
