Call to order, roll call, and determination of a quorum Mr. Bange called the meeting to order at 10:00 a.m. and asked Ms. Williams to call roll. A quorum of 9 voting members or designees were present. Ms. Williams, staff, was available as a designee for Clint Smith if the group fell below quorum. Adoption of the agenda as printed or amended Mr. Barron requested that an agenda item be added pertaining to the MoDOT Unfunded Needs List and the Transload Facility project now referred to as the Capital Area Rail Terminal (CART). Mr. Prenger moved and Mr. Kliethermes seconded to approve the agenda as amended, adding the topic as Agenda Item F. The motion passed unanimously. 4. Approval of the minutes from the meeting of April 6, 2023. Mr. Prenger moved and Mr. Kliethermes seconded to approve the minutes from the meeting of April 6, 2023 as written. The motion passed unanimously. 5. Communications Received The following ONE DOT Approval Letters were received: • CAMPO FY 2024 Unified Planning Work Program • CAMPO FY 2024-2028 Transportation Improvement Program and Annual Self Certification 6. Old Business No old business 7. New Business A. TIP Amendment #1 of 2024-2028 Transportation Improvement Program (TIP) Ms. Williams discussed an amendment to the 2024-2028 TIP. Central District MoDOT Staff have submitted an application for amendment to the 2024-2028 TIP. The proposed amendment would split an existing MoDOT project (TIP #2022-01, involving lane expansions on Highway 54/63 north of the Missouri River Bridge) into two projects, with one project focused on eastbound lane expansion and one project on westbound lane expansion. The amendment request is a result of design and timeline modifications to the original project that arose from public meetings conducted by MoDOT staff on the proposed improvements. Ms. Williams explained that the proposed amendment would result in the following two projects: • TIP #2022-01 MoDOT – Cole Rte 54 MoDOT STIP #5P3497 $3,754,000 in Programmed Funds This project originally included construction of new lanes and changes to all associated interchanges on both eastbound and westbound US54/63. The amended project only includes additional lanes to the eastbound portion of US54/63 and auxiliary lanes on MO 94. The project spans Project Years 2023 and 2024. • TIP #2024-14 MoDOT – Callaway Rte 54 MoDOT STIP #CD0170 $2,964,000 in Programmed Funds This project includes the construction of additional lanes on westbound US 54/63 and changes to the interchange at Route W. Mr. Prenger made a motion to open a seven-day public comment period and forward the proposed amendment to the Board of Directors for approval. Mr. Henderson seconded the motion. Development Status of the Capital Area Active Transportation Plan Ms. Williams stated the plan continues to be developed and is expected to be completed by early fall 2023. Ms. Williams provided a brief overview of the project and stated that the staff had submitted a few edits to the consultants regarding the draft network. The consultants have stated that a draft document should be completed in early September for staff to review. A more finalized draft document will be provided for public comment after staff has completed an internal review. B. Update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan Ms. Williams stated that staff has begun the update of the CAMPO 2045 & Beyond Metropolitan Transportation Plan (MTP). The MTP, also referred to as a Long-Range Transportation Plan, assesses regional transportation needs over a twenty-year planning horizon. The MTP sets goals and defines policies, programs, strategies, and projects to meet the transportation needs of the CAMPO region. The MTP is federally required to by updated every 5 years and utilize a minimum 20 -year planning horizon. The MTP was last updated in 2019. Ms. Williams stated that the MTP will be inclusive of all modes of transportation and will address multiple federally required planning factors. The updated plan will use the 2019 Travel Demand Model and scenario planning results. Ms. Williams stated that a staff will work closely with jurisdictions, stakeholders, and the public in the update process. C. MoDOT Ellis/Southwest Blvd - Hwy 54 Scoping Study – presentation by MoDOT Staff Mia Peters, PE, Project Manager for MoDOT Central District presented on the results of the scoping study. Ms. Peters stated the objective of the scoping study was to examine the US 54 interchanges at Ellis Boulevard to address existing capacity, mobility, and safety issues. Ms. Peters provided a detailed presentation including current conditions of existing infrastructure, traffic analysis, crash data, and overall safety analysis. Ms. Peters stated that the study concluded with a two-phase Preferred Alternative. Phase One would include construction of two Spoede roundabouts on the north and south sides of the interchange utilizing the existing 5- lane bridge. Phase Two would include installation of a new six-lane bridge with accommodation for pedestrian and bicycle access. If built as one project, the total cost would be $17-18 Million. Ms. Peters stated that with current inflation, at least 10% should be added to the total. D. MoDOT Stadium - Hwy 54 Scoping Study – presentation by MoDOT Staff Mia Peters, PE, Project Manager for MoDOT Central District presented on the results of the scoping study. Ms. Peters stated the objective of the scoping study was to examine the US 54 interchange at Stadium Boulevard to address existing capacity, mobility, and safety issues. Ms. Peters provided a detailed presentation including current conditions of existing infrastructure, traffic analysis, crash data, and overall safety analysis. Ms. Peters stated that the study concluded with a two-phase Preferred Alternative. Phase One would include construction of a new weave lane on eastbound US 54 with a new overpass over Stadium Boulevard. Phase Two would include construction of roundabout on the south side of US 54 at Christy and Tanner Bridge Road and closure of the Madison Streets off-ramp. Ms. Peters stated that the construction of a roundabout on Jefferson at the US 54 off/on ramps was studied, but the consultants found that the project would result marginal improvement to the area and a potentially slightly higher increase in crashes and would cost approximately $2 Million. If Phase One and Two were built, the total cost would be approximately $11 Million. Ms. Peters again stated that with current inflation, at least 10% should be added to the total. Minutes/Capital Area Metropolitan Planning Organization Technical Committee August 3, 2023 Page 4 Mr. Prenger asked if the consultants looked at removal of the slip ramps at Jefferson Street. Ms. Peters responded that the MoDOT core team working on the study felt that it would not be an option based on negative reception by the public. Mr. Prenger stated that the Madison Street ramp is critical to the access of the hospital. Mr. Barron asked if the studies are available online. Ms. Peters responded that they currently are not, but she can look into it. Mr. Samson asked where this these projects fall on the STIP planning process. Ms. Peters stated they were in scoping and are now completed as scoping projects. Mr. Barron stated that both projects appear the in the Metropolitan Transportation Plan illustrative needs list and were submitted to MoDOT as part of the State’s Unfunded Needs List. Completion of the studies is a first step in moving towards a solution to a problem. Ms. Peters stated that the same consultants, CBB, produced both studies. The Technical Committee then discussed impacts of the projects on each other and further discussed traffic impacts of the current system. Mr. Stegeman left the meeting at 10:50 am. Mr. Morasch arrived at 10:56 pm. Mr. Morasch left the meeting at 11:15 pm. E. Status of Current Work Tasks Ms. Williams gave an update on the following items: • 2024-2028 TIP Amendment #1. Discussed earlier in the meeting. • Capital Area Active Transportation Plan. Discussed earlier in the meeting. • Metropolitan Transportation Plan. Discussed earlier in the meeting. • US Census Bureau Urban Area Designation and Boundary review. A staff report and presentation on the 2020 Decennial Census data release will be given at the next Technical Committee Meeting. • MoDOT Unfunded Needs. Discussed earlier in the meeting. • 2023 Transportation Alternatives Program Grant (TAP) – Call for projects. (MoDOT) Ms. Williams stated that Transportation Alternatives Program (TAP) funds program is open. Applications are due August 24th. • JEFFTRAN Transit Facility Feasibility Study. A final document has been completed and is still under review by Federal Transit Administration. • GIS/Technical Assistance. Staff continues providing technical assistance regarding GIS data and mapping to member jurisdictions. FY 2024 Unified Planning Work Program (UPWP) Administrative Modification. Ms. Williams stated an administrative modification was made to the FY 2024 UPWP to accommodate edits to Work Element 527 - Safe/Accessible Transportation Planning. The edits reduced the amount in this category to better align with MoDOT obligation figures. Local match amounts did not change. • 2023 Missouri Active Transportation Summit. Ms. Williams stated that she and David Bange are assisting with the planning and facilitation of the annual Missouri Active Transportation Summit. The Summit will be held August 11th from 8:00 AM to 4:00 PM on the City Hall campus. The event is sponsored by the Missouri Bicycle and Pedestrian Federation. MoDOT Unfunded Needs – CART Project (previously Transload Facility) Mr. Barron stated that the quorum had fallen, but with Katrina Williams as a designee for Clint Smith a quorum was still maintained in case there was a vote undertaken. Mr. Barron stated the purpose putting the CART Project on the agenda is due to progress made on the Capital Area Rail Terminal (CART) project. The project had been part of the September 2022 and April 2023 MoDOT Unfunded Needs submittal from CAMPO. The understanding in April was that the project was to be fully funded there was no need to list it as a project on the MoDOT Unfunded Needs list. Mr. Samson stated that the project was, at the time, based on preliminary budget numbers. Mr. Barron reiterated that the project was on the CAMPO list that was submitted to Central District MoDOT and further discussions at the Central District level included an understanding that is was funded. He stated that it was later found, after design was finalized, that there was a funding gap. He stated that after the MoDOT Unfunded Needs list was finalized a portion of funding that would have supported the project was vetoed by the Governor as part of the State’s budget process. Mr. Barron stated that the CAMPO Board has maintained this project as an important project. He stated that MoDOT is in a public comment period on the Unfunded Needs list and that staff is seeking direction on how to proceed, given the current information. He also stated that staff has not had much time to process this issue and that it may be something that could be handled internally. Mr. Barron asked Paul Samson had any other information to share. Mr. Samson stated that the project has been moving quickly and this is due to Freight Enhancement funding from MoDOT. He stated that between the finalization of design, gaining approval, and inflation, a funding gap developed. He stated that Cole County would have had to fill that gap with County funds that were already allocated elsewhere. A request to the State Legislature was put forth to fill the gap. This legislative request was then vetoed because the project does not appear on the MoDOT Unfunded Needs List. The legislative representatives have brought up the project in hopes to get it back into the budget, but it would need to appear on the list. Mr. Bange questioned the timing and the urgency to update the list at this time given that it could be included in the next round. More discussion of how the project could get on the list was undertaken by the Technical Committee members. Mr. Samson stated that the project could be placed back on the list and the cost of the project request could be shifted from the proposed Port improvement. He requested that CAMPO and Mid-Missouri Regional Planning Commission provide letters supporting this. Ms. Busche asked for some clarity on the process for creating the original list. Mr. Barron clarified that there are two lists; one for road and bridge and one for multi-modal. He summarized by asking for direction on sending a comment on this project to MoDOT detailing the need for the CART project to be placed back on the MoDOT Unfunded Needs list with funding being offset by reducing the Port project funding amount. Mr. Bange asked is the committee members desired to provide direction. More discussion of how the project could get on the list was undertaken by the Technical Committee members. No action was taken. Member Updates MoDOT --Mr. Henderson stated that MoDOT has started the process to develop a Carbon Reduction Strategy as part of new federal regulations. A big part of the effort is going out to RPCs and MPOs for the planning process. Mr. Henderson stated the consultants would be reaching out soon. --Mr. Roeger stated that he has received several comments about issues at the intersection of Ashbury/Friendship at Route B in Wardsville, including 48 online concerns/emails and 26 voicemails. Mr. Roeger later stated the Adjusted Urban Area boundary review and comments are due September 1st. Ms. Williams questioned the date of September 1st and stated that staff had not received any information regarding the new adjusted urban area boundaries. Mr. Roeger stated that CAMPO staff should receive something in the next 24 hours. Ms. Tipton stated that there would be some flexibility in the due date. --Mr. Engelbrecht MoDOT Unfunded Needs public meeting August 8th at Missouri River Regional Library. Cole County --Mr. Kliethermes had nothing to add. --Mr. Prenger stated that Cole County will send out RFP for consultants to work on the bridge at Tanner Bridge Road. He stated that first part of October construction of rail-line will occur at the CART sight. Jefferson City --Mr. Bange advised things are picking up with the MSP project. Stormwater projects are in progress in the Southern Air and Belair Drive area. --Mr. Barron had nothing to add. --Mr. Bowers had nothing to add. --Mr. Morasch was not present (arrived at 10:56 left at 11:15) --Mr. Britt Smith was not present. --Mr. Clint Smith was not present. --Mr. Spalding was not present. --Mr. Stegeman was not present (left at 10:50) --Ms. Williams stated that the TAP an TEAP grants are open. The MINK local roads meeting is in September. Ms. Williams also stated that the MPO Planning Handbook is available to staff and members on the MoDOT website. Callaway County --Mr. Winkelmann was not present. Holt Summit --Mr. Tate was not present. Private Interest Vacant Bike/Ped Interest --Mr. Schwarz was not present.
