1. Introductions:
Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was
present.
2. Adoption of the agenda:
Mr. Thomas moved and Mr. Rackers seconded to adopt the agenda, motion
carried.
3. Approval of the minutes:
Mr. Thomas made a motion for the acceptance of the September 12, 2022
minutes. Mr. Rackers seconded the motion; all members were in favor of
motion.
4. Public Comment Opportunity:
None present.
5. Invited Guest:
None present.
6. Scheduled Reports:
a) Airport Manager’s Report
Mr. Bowers explained the airport has had 3,749 airport operations in
February. Jet operations was easily a record-breaking month since 2006.
Mr. Bowers also provided stats over jet traffic and he stated that jet traffic

has increased. He also stated that EAA is working with the Airport to bring
in an E-25 for display, the agreement stages are still in process. The
potential dates for rides will be at the end of June to the first couple days
in July. Flight tour able to get a spot for thirty to forty people together for
the date of May 19th, 2023. They will be touring the B-2, their tower, and
the approach center. He stated that there was more information to come
regarding the times of the event.
b) FBO Report
Mr. Shorthose advised that our Jefferson City Flying Service is going very
well with more fuel sales and more fuel flowage fees going back to the
City. He stated the flight school is still going strong. But is looking into
adding in a couple employees in the shop within the next year or so.
c) Staff Liaison Report
Mr. Smith advised the airport tower is very close to being complete. The
City is hoping to get the rest of the funding through the Bipartisan
Infrastructure Law funds. He also advised that the tower project is under
contract with our planning consultant to do the environmental and the
Land Acquisitions committee. He stated that the land owner is very easy
to work with and is a nice individual.
Mr. Smith advised that Timmy Smith is still working with her husband. And
are still taking an action of pursuing an air s how coming this fall. They
have other commitments of different aircraft while still actively looking for
sponsors. He stated that it cheapens the cost and an air show is the
smartest way to go to tie the community together.
d) City Council Report
Councilman Fitzwater mentioned that there has not been any movement
on the 64/63 project. He stated that he was not sure if they have made
any additional changes since the last meeting. Councilman Fitzwater
advised that there was a Council meeting on March 7, 2023 with a couple
of zoning issues on Bolivar Street and a housing project on Marshall
Street. Grant Shorthouse explained that the council and city staff were
doing a good job on demolition projects.

9. Other Business
Britt Smith mentioned that some members time has almost expired, he
then stated that Mr. Abbot was up for reappointment, John third term with
March 6, 2023
full approval for the Council, Frank Rycyk has a year or two left of his term
and will not be able for reappointment.
10. Next Meeting Date
Frank Rycyk stated that there was a conflict for the first scheduled meeting of
Monday, June 5th, 2023. Mr. Rycyk moved a vote to move the next meeting
date to June 12, 2023 and seconded by Terry Rackers; all members were in
favor.
11. Adjourn
Mr. Shorthose moved and was seconded by Mr. Abbott to adjourn the
meeting at 11:20 a.m., motion carried.
