Approval of Agenda: Emily moved and Natalie seconded approval of the agenda. Motion carried on a voice vote, with all voting in favor. Approval of Minutes: Emily moved and Natalie seconded approval of the March 15 minutes as published. Motion carried on a voice vote with all voting in favor. New Business: Amy reported that the fiscal year 2023 budget being presented to JC Parks Commission on June 28 for approval includes funding for public art and a cultural arts master plan. She stated that a request for proposals will be drafted for the master plan to be published once the budget has been approved. Old Business: Amy announced that bill 2021-075 was passed as ordinance 16230 at the June 6 City Council meeting. JC Parks Cultural Arts Specialist Report: Leann provided an update on arts programs and events. The Sculpture on the Move piece “Cultural Pedestrians” was installed at West Edgewood greenway on May 16. Porchfest was held May 1 in the Fairmount Blvd. neighborhood. 4,000 people attended the event, which included over 40 artists, 13 street activities, and nine food trucks. The next Porchfest is scheduled for October 1 on Forest Hill Ave. Yarn Bombing Day was celebrated on June 11 at Memorial Park. Over 100 yarn pieces, many donated by community members, were installed along the fitness loop for two weeks. Other Business: No other business. Cultural Arts Master Plan Memo To: Cultural Arts Commission Members From: Amy Schroeder, JC Parks Arts and Outreach Assistant Director RE: Cultural Arts Master Plan Date: October 15, 2022 JC Parks has dedicated funds to a cultural arts master plan in its fiscal year 2023 budget. The goal of this master plan is to further develop Jefferson City’s cultural community by integrating arts and culture into policy and practice. To create this plan, JC Parks staff will draft a request for qualifications/bids to engage with a consultant who has expertise in project management, planning, and research in arts and culture. Examples of cultural arts master plan results may include: • Establish Cultural Arts Commission vision, goals, and strategies; • Establish an annual cultural arts work plan process; • Identify cultural arts projects and opportunities; • Identify private funding opportunities and partnerships; • Review current policies and code; and • Engage the community and stakeholders throughout the process. The request for proposals may close as soon as early December. Proposals will be scored based on cost, qualifications, scope of work, and references. A project background will be provided with other details in the request, which is included with this document for your review. Cultural Arts Commission members will have a significant role throughout the plan’s development along with the implementation. Commission members may assist in consultant selection to recommend to JC Parks Commission, participate in and promote community engagement, and recommend projects identified in the plan to JC Parks Commission. Enclosure: Jefferson City Background Jefferson City background: Jefferson City, MO (population 43,143 with a service area of approximately 75,000) is centrally located between Missouri’s top three metropolitan areas: Kansas City (west), St. Louis (east), and Springfield (south). Approximately 37 square miles, Jefferson City contains 1,400 acres of city parkland owned and maintained by the City of Jefferson Department of Parks, Recreation and Forestry (JC Parks). Its inventory includes 10 major parks and eight neighborhood parks; two pools; an 18-hole golf course; an indoor ice arena; a wellness and recreation center; and a 2,500-capacity outdoor amphitheater. The greenway trail system spans over 16 miles throughout the city. JC Parks completed a park system master plan in 2018, with cultural art elements being integrated into every master plan project completed over the last three years. JC Parks’ Arts and Outreach division oversees the department’s cultural arts programs; special events; diversity, equity, and inclusion; community relations; and amphitheater operations. Arts and Outreach staff also serve as liaisons to the City of Jefferson Cultural Arts Commission and administer JC Parks Foundation. The Cultural Arts Commission (CAC) has played a major role in affecting City Code pertaining to public art. In June 2022, City Council passed an ordinance that eliminated the requirement of a minimum 500- foot radius between public murals as well as provided an exemption allowing public murals at schools and churches located in residential zones. CAC also participates in the Sculpture on the Move annual rental program. Was installed September 20 at the base of South Elementary School and a dedication was held October 13.
