JJ. 06-162 No Date of Adoptiofl Mav 17. 2006 RESOLUTION AUTHORIZING THE CARTERET URBAN ENTERPRISE ZONE DEVELOPMENT CORPORATION TO REQUEST ZONE ASSISTANCE FUNDS (ZAF) FOR CARTERET'S 100TH ANNIVERSARY CELEBRATION WHEREAS, the Borough of Carteret (the "Borough") is celebrating its loath Anniversary this year which. will be marked by many festivals and celebratory events; and WHEREAS, some of the upcoming events planned include concerts at the new Waterfront Park, the re-dedication of Memorial Municipal Building, an Ethnic Day Festival, and a Winter Festival and Tree Lighting; and \VHEREAS, the Mayor and Borough Council have detennined that it would be appropriate to utilize Urban Enterprise Zone ("UEZ") funds to pay for said celebratory events; and NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey hereby approves and endorses the Carteret Urban Enterprise Zone Development Corporation application to the New Jersey VEZ Authority for the use of $150,475.00 to be uscd for Carteret's looth Anniversary Celebration. The governing body of the Borough of Carteret, designated in 1996 as a qualified municipality in the County of Middlesex which an enterprise zone is designated, and created by the participating municipality for said zone have, by resolution jointly adopted after public hearing, proposed to undertake the following project which is a public improvement of the enterprise zone or will increase eligible municipal services in the enterprise zone. The monies therefore are now deposited in the Enterprise Zone Assistance Fund and credited to the account of the, said account maintained by the State Treasurer for the Enterprise Zone. I. PROJECT DESCRIPTION The Borough of Carteret is requesting $150,475 of Zone Assistance Funds (ZAF) in this proposed application. Carteret, being a proud member of the Urban Enterprise Zone since 1996, is celebrating its 100th anniversary this year. This is an important milestone in our town with many festivals and celebratory events planned. Some of the upcoming events being highlighted this year include concerts performed at our new Waterfront Park, the re-dedication of our newly-renovated Municipal Borough Hall, an Ethnic Day celebration, and a winter festival and tree lighting service. We will aggressively be advertising these events to bring people into Carteret to shop, dine, and benefit from the redevelopment and hard work we have invested in our town. There are currently 300 UEZ businesses located in Cartefet's Urban Enterprise Zone and 92 of them are certified UEZ businesses. Public Relations FitzMedia, Inc. has been selected to provide the marketing services for their excellent reputation in the advertising and marketing business. They have worked in conjunction with many other Urban Enterprise Zones and we feel they will greatly impact our need to promote business growth in our Borough. FitzMedia, Inc. will be providing public relations services to the Borough of Carteret which will attract new businesses and enable business owners by helping them to expand their business into the Borough of Carteret. This strategy applies a novel approach to the traditional business to business display advertising campaign in which they are recommending a campaign that would produce residual effects by reaching many target audiences in various different publications. Since the Borough is seeking to increase occupancy of its available commercial space, the campaign will consist of insertions in the real estate and food sections of high profile publications (See Exhibit A). FitzMedia Inc. has provided a schedule developed to undertake the execution and purchase of the approved print advertising schedule, as can be seen in Exhibit A- 1. Three equal installments is proposed be paid over a 4 month period, however this will be contingent upon work being completed according to the proposed schedule. These sections typically are not overcrowded with advertising messages and are read by a wide and diverse audience fanging from the business developer to the end consumer, and they afford the opportunity to deliver our message in a spotlight position with incredible reach. No contract has been officially signed to date. Accentuating the many benefits of operating a business in the Borough of Carteret, our primary target will be the existing business owner/developer seeking to pursue a second business venture. Under separate contract FitzMedia, Inc. has also been contracted by the Borough of Carteret to serve as a Public Relations and Marketing consultant to the Carteret Centennial Committee. (See Exhibit C). As indicated in their letter of project commitment, three payments of $5,000 each will be paid over a 3 y., month period providing work has been carried out according to the specified plan. This project will be monitored by the administration, community development department of Carteret and Centennial committee as to all being satisfactorily completed to the Borough's specifications. No monies will be approved for payment until overseeing is complete. This committee was formed to aid in the Borough's 1 oath years Anniversary celebration. They will assist in planning meetings and program recommendations. No contract has been officially signed to date. Decorative Lamp Advertisement These funds will also be used for different sized banners and hardware to be installed on 358 street poles of the previously approved UEZ project #03-86 showcasing our streetscape and façade improvements. The banners will recognize the 1 oath anniversary of Carteret in addition to advertising the Urban Enterprise 3% Sales Tax Zone. (See Exhibit B) All banners to be purchased and displayed will be located within the Carteret's UEZ. See sample of banner identifying The Carteret UEZ attached as Exhibit E. Once our celebratory year is over, we would like to purchase seasonal bannersfflags which will brighten our streets and uniformly enhance our town again raising awareness of the Carteret UEZ benefits. (See Exhibit D). All banners to be purchased and displayed will be located within the Carteret's UEZ and identify the Carteret UEZ 3% Sales Tax. This proposal specifically meets the eligibility requirements outlined in the New Jersey Urban Enterprise Zone Act. Our most recent Zone Development Plan outlines plans for the revitalization of our major downtown areas. Authority approval is based on sufficient ZAF availability. Benefits will be to the revitalization of Carteret in conjunction with our ongoing projects. Success will be measured by the increase business do to the recognition of the sales tax savings in this form of advertisement for our Urban Enterprise Zone businesses. There are no hidden commissions or fees associated with this project. At this time we do not intent to return to the Authority for future funding. The Establishment Clause of the First Amendment of the U.S. Constitution prohibits the government from directly funding religious activity. Zone assistance funds allocated to this project will not be used in any manner that would violate the Establishment Clause. Further, zone assistance funds allocated to this project will not be used to pay any expenditures which are required to be reported pursuant to the N.J.
