A RESOLUTION: AWARDING CONTINUING SERVICES CONTRACT FOR
COMPREHENSIVE ENGINEERING, SURVEYING AND
RELATED SERVICES ON FEDERALLY FUNDED PROJECTS
TO RINKER DESIGN ASSOCIATES, PC
WHEREAS, in response to a public solicitation for continuing services for
Comprehensive Engineering, Surveying, and Related Services for Federally Funded Projects,
12 proposals were received from the following firms:
• Brudis &Associates, Inc.
• christopher consultants (now MEG)
• GordonUS, LLC
• Johnson, Mirmiran, Thompson, Inc.
• Kimley-Horn and Associates, Inc.
• Rinker Design Associates, PC
• Rummel, Klepper&Kahl, LLP
• S & S Engineers, Inc.
• Stantec Consulting Services, Inc.
• Volkert, Inc.
• WBCM / KCI Technologies—Joint Venture
• Whitman, Requardt&Associates, LLP
WHEREAS, the proposals were evaluated by an evaluation committee in accordance
with the Town's procurement policy and the requirements of the Request for Proposals; and
WHEREAS, the evaluation committee selected Rinker Design Associates, PC to be the
top ranked firm; and
WHEREAS, the continuing services contract for Comprehensive Engineering,
Surveying, and Related Services for Federally Funded Projects will be for an initial period of
one (I) year and renewable for up to three (3) additional consecutive periods of one (1) year;
and

RINKER DESIGN ASSOCIATES, PC
WHEREAS, continuing services for Comprehensive Engineering, Surveying, and
Related Services for Federally Funded Projects are to be provided on a project-by-project basis
and each task order will be less than$2,500,000; and
WHEREAS, the total aggregate amount of the task orders shall not exceed $8,000,000
per year; and
WHEREAS, the Director of Public Works & Capital Projects recommends award of
the continuing services contract for Comprehensive Engineering, Surveying, and Related
Services for Federally Funded Projects to Rinker Design Associates, PC.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Town Manager is authorized to execute a contract, in a form approved by the
Town Attorney,for continuing services for Comprehensive Engineering, Surveying,
and Related Services for Federally Funded Projects with Rinker Design Associates,
PC.
