Conditional Use Permit No. 2008-10 General Plan Amendment No. 2008-01, Zone Chance 2008-02 & Tentative Tract Man No 2008-01 APPLICANT: Habitat for Humanity 4237 Imperial Highway APN 6192-023-024 Pro osal Applicant Habitat for Humanity is requesting approval to construct ten (10) low income condominiums within a lot measuring 28,290 square feet; and to change the zoning designation from R-1 (Single Family Residential) to PRD (Planned Residential Development) located at 4237 Imperial Highway, in the R-1 (Single Family Residential) zone. The subject properly totals 28,290 square feet and is located on the north side of Imperial Highway between Jackson Avenue and Pine Avenue. 2 'Recommendation Staff recommends that the Design Review Board & Art in Public Places Committee review and provide recommendations to the Planning Commission. FROM: Michael Allen, Planning Associate SUBJECT: Conditional Use Permit No. 2008-10, General Plan Amendment No. 2008-01, Zone Change No. 2008-02 & Tentative Tract Map No. 2008-01 4237 Imperial Highway APN 6192-023-024 APPLICANT: Habitat for Humanity 17700 S. Figueroa Street Gardena, CA 90248 Background Applicant, Habitat for Humanity is requesting. approval of Conditional Use Permit 2008- 10 to construct five (5) detached residences (duplex), two-stories in height located at 4237 Imperial Highway. The application .also includes changing • the General Plah designation from R-1 (Single Family Residential) to PRD (Planned Residential Development), as well as changing the Zoning designation from R-1 (Single Family Residential) to R-3 (Multi Family Residential). The subject property .totals 0.65 acres in area and is located on the north side of Imperial Highway between Pine Avenue and Jackson Avenue. Discussion & Analysis The floor plan identifies ten 3-bedroom units, a common play area, and 29 open parking spaces (20 are required). The project consists .of 5 craftsman style duplex buildings arranged in an L shape configuration with a central common area and a meandering walking path. Two of the duplexes have one type of design (Style A) and three of the duplexes have an alternate design (Style B). The two building styles alternate and the units are offset from another to create a village like arrangement of units. The two building types have different roof lihe and porch configurations that make the units looks different, yet the development still maintains a consistent architectural style. The duplexes are each two stories with craftsman style gabled roofed and each unit has a front porch facing the walk way. Each unit in the duplexes has 3 bedroom and 2 bathrooms and is about 1300sq ft each. (about 2600sq ft total for each duplex) The units are clad with 6" Hardiboard siding which is a light weight concrete material that looks like wood siding but has the durability and termite resistance of concrete. The roofs are asphalt shingle. The windows and doors both have classic Craftsman trim details and placement. The proposed building color is beige with dark brown trim. The applicant will be present to provide an overview of the project and answer questions. A color rendering will be provided. Recommendation Staff recommends that the Design Review Board & Art in Public Places Committee consider the design, and provide recommendations to the Lynwood Planning Commission. Attachments: 1.
