The Council of the City of Medina met in regular session on Tuesday, December 2; 19b0 at
7:30 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, William Reiser, Thomas Crosby, Sarah
Lutz, Nancy Laurent; Clerk -Treasurer, Donna Roehl; Chief of Police Charles
Hoover; Public Works Director, Ron Duran; Planning and Zoning Administrator,
JoEllen Harr; Attorney, Richard Schieffer; Engineer, Dave Hansing
1. MINUTES OF NOVEMBER 18, 1980
Motion by Reiser, seconded by Crosby to accept the minutes of November 18,1980, as
presented.
Motion declared carried
2. PUBLIC WORKS DEPARTMENT
Northwestern bell Telephone Company
Motion by Reiser, seconded by Crosby to adopt Resolution 80-35, allowing Northwestern
Bell Telephone Co, to bury cable on Tower Dr. west of Pinto Dr., in Hamel.
Motion declared carried
One Ton Truck
Ron Duran presented the following quotes on a one -ton Chevrolet truck: Iten Chevrolet-
$9450.00; Village Chevrolet--$9315.70. He stated that Item truck was in stock and Village
Chevrolet would take 60 days for delivery. Also, snow plow would be purchased separately.
He explained that the truck would be used for snow plowing cul de sacs, parking lots and
dead end roads and would be used by the water an sewer department and to haul lawn mow-
ers.
Motion by Reiser, seconded by Crosby to purchase truck from Iten Chevrolet at a cost of
$9450.00 on the recommendation of the Public Works Director and the Road Committee.
Motion declared carried
Water Service to Orono Schools and Businesses
Council discussed the possibility of furnishing water to the Orono Schools, several
homes, and industrial buildings in the City of Orono, now being served by the City of
Long Lake, who has said they will no longer continue service those areas after June,
1981.
Thomas Anderson reported that Dick Benson of the City of Orono had told him that Orono
would let affected owners make their own arrangements regarding securing water.
William Fenholt representing the Orono Schools, expressed the School Boards interest
in working with Medina to service the schools through the Medina Morningside system.
Mayor Anderson announced that a meeting would be held on Thursday, December 4th at 7:00
P.M., at the Medina City Hall, to discuss that possibility with interested owners and
communities.
Dave Hansing was asked to research the possibility of serving through the Medina Morn-
ingside system and to prepare estimated costs, etc.
Regarding billing the Medina Morningside water customers, Donna Roehl asked if there was
any objection to changing the billing schedule for Medina Morningside due to the fact
that the city had not received any of the existing records and with an increase in the
amount of accounts it will take much longer to do the billing for the 3 areas.
Members had no objection to billing Medina Morningside in February, May, August and November.
Ditching
Discussion of the need to secure permission from property owners before ditching or brush
cutting along city roads.
Richard Schieffer stated that there are no written easements for most roads in the city
and that he had suggested some time ago that the city should have work done to secure
easements on all city roads.
Thomas Crosby suggested that Mr. Schieffer present an estimate of cost to secure said
easements and that he contact the law firm of Best and Peterson for an estimate, also.
3. PLANNING AND ZONING DEPARTMENT
Berquist Sign
JoEllen Hurr explained that a sign had been placed on property located at Co.Rd. 19 and
Hwy•55 without a city permit. She stated that sign is to large and Medina's ordinance
does not allow signs advertising anything outside of the city.
She stated that Mr. Berquist had agreed to abode by Council's decision.
Thomas Anderson stated that Mr. Berquist should take the sign down within 10 days. He
also asked Emil Jubert, Sign Administrator, to check the signs at the carpet store at the
same intersection to determine if they are legal.
Council asked that Attorney prepare an amendment to the sign ordinance allowing for a change
in the fee from $10.00 to $15.00, per permit, and that subsequently fee schedule could be
changed by resolution of the Council.
Vrooman Barn
JoEllen Hurr asked that the matter be tabled as the Vrooman's were unable to attend the
meeting.
Thomas Anderson asked that the Planning Commission discuss barn. setback requirements
as set forth in the zoning ordinance, as there appears to be much difficulty in meeting
these requirements.
Dockside
JoEllen Hurr presented new plans of Mr. Spaeth, stating that they would be reviewed by the
Planning Commission on December 9th. She briefly compared the plans to the Council direct-
ive of November 18th.
Robert Franklin questioned the plans which show buildings to the north as being closer than
75 ft. to the lake.
Council agreed that they had advised that'buildings could be shown 40 ft. from the lake.
Ms. Burr advised and Council agreed that the Planning Commission should evaluate plans
according to Council guidelines of November 18th.
Medina Zoning Map
Planner, Charles Riesenberg, presented draft of Medina's zoning map.
Various suggestions and clarifications were noted on the map which Mr. Riesenberg will redo
for the Planning Commission.
Motion by Crosby, seconded by Reiser to adopt the zoning map subject to the amendments
agreed upon at,this meeting and ask that the Planning Commission set a Public Hearing at
the earliest possible date.
Motion decared carried
Comprehensive Plan
Chuck Riesenberg presented draft of the cities Comprehensive Plan, stating that the Capital
Improvement portion would be completed at a later date but was not needed, at this time, to
forward to neighboring communities. He also discussed working with the road committee and
others to finalize the Transportation plan.
Motion by Lutz, seconded by Laurent to submit the rough draft of the Medina Comprehensive
Plan to adjacent communities.
Motion declared carried
4. PARK COMMISSION
Sarah Lutz asked that Anne Heideman and Dianne Whitehead be complimented for the thorough
report they had presented on the conference which they had attended.
Motion by Reiser, seconded by Lutz to pay $46.50 for the meals of the two members who had
attended the 3 day Park and Recreation conference.
Motion declared carried
5. BILLS
Motion by Lutz, seconded by Reiser to pay the bills; Order Checks # 9164-9214 in the
amount of $98,488.56 and Payroll Checks #6011-6038 in the amount of $9,445.15.

6. BONDING
Donna Roehl presented brief report on bonding for various city projects.
She was asked to contact Ehlerts and Associates .and invite them to att d.a,January meeting
with some definite figures.
7. BUDGET
Remainder of the meeting was spent discussing the 1980 budget and particularly salaries.
Discussion of an incentive program. Thomas Anderson stated that Department Heads should
be given raises according to the manner in which they managed their particular budget.
He presented a formula for,such a program, adding or subtracting according to the 1979
Audit report.
Sarah Lutz stated that she would go on record for such a program for the 1982 budget but
would not want to use for the 1981 budget.
Thomas Crosby stated that he would like to give an across-the-board raise to all employees
except Department Heads who would be dealt with separately.
Discussion of the 2% longevity increase for employees and whether it should be given at the
5 year level and not -each year after that year.
Motion by Reiser, seconded by Laurent to give a 9f increase to all employees except Depart-
ment Heads.
Motion declared carried
Motion by Reiser, seconded by Anderson to give a 2% longevity increase to any employee
after the 5th year of employment, only.
Motion carried Abstaining Crosby
Robert Dressel would be the only employee qualifying for 1981.
Motion by Crosby, seconded by Laurent to give Donna Roehl a 1.4% + a 90 increase and Ron
Duran and Charles Hoover a if + 9% increase.
Motion carried Voting No: Anderson and Reiser
Mayor Anderson stated that had campaigned for office on a balanced budget platform and
could not justify an increase of more than 9f for Ron Duran and Chuck Hoover because
they had not balanced their 1979 budgets.
Donna Roehl was asked to secure information from the City Attorney regarding which fringe
benefits are required by law for part time employees.
Thomas Crosby'stated that he did not propose more than a 9% increase for JoEllen Hurr
because of the short time she has been employe& by the City.
Motion by Crosby, seconded by Reiser to employ a
grounds mowing, snow plowing and some street work,

Motion by Crosby, seconded by Lutz to pay the Sign
employee who needs to use his own automobile at 17
Motion declared carried
Motion by Crosby, seconded by Lutz to adjourn.
