A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AUTHORIZING THE CITY MANAGER TO SUBMIT AND
EXECUTE USED OIL RECYCLING AND HOUSEHOLD HAZARDOUS
WASTE GRANT APPLICATIONS TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the people of the State of California have enacted the California Oil Recycling
Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for the administration of the program within the state, setting up necessary procedures
governing application by cities and counties under the program; and
WHEREAS, the applicant will enter into an agreement with the State of California for the
implementation of a used oil collection program.
NOW, THEREFORE the City Council of the City of Temple City does hereby resolve as follows:
SECTION 1. The City Council authorizes the submittal of grant applications to the California
Integrated Waste Management Board for all available grants under the California Oil Recycling
Enhancement Act and all available household hazardous waste grants under the California Integrated
Waste Management Act for the period of three years from July 1, 1997, through July 1, 2000.
SECTION 2. The City Council authorizes the participation in a cooperative project with Los
Angeles County acting in the lead capacity, and further authorizes 10 percent of the total. 1997 /2000 Used
Oil Recycling Block Grant (fifth cycle) funds for which the City of Temple City is eligible, be appropriated
to Los Angeles County to implement said project.
SECTION 3. Los Angeles County is hereby authorized and empowered to execute all necessary
applications, contracts, payment requests, agreements, and amendments hereto for the purposes of
securing the above - mentioned grant funds and to implement and carry out the cooperative project.
SECTION 4. The City Manager, or designee, is hereby authorized and empowered to execute
in the name of the City of Temple City all necessary applications, contracts, payment requests, agreements,
and amendments hereto for the purposes of securing grant funds and to implement and carry out the
purposes specified in the grant application.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution.
