HomeMy Public PortalAbout12/02/92 Special CCM203 MINUTES The City Council of Medina, Minnesota met for a special meeting on December 2, 1992 at 7:00 p.m. in the City Hall Council Chambers. Present: Absent: Councilmembers Robert Mitchell, Ann Thies and Philip Zietlow. Councilmember Scherer and Mayor Acromite. Others Present: Clerk -Treasurer Jeff Karlson. Acting Mayor Mitchell stated that this was the time and place as advertised to hold the "Truth in Taxation" public hearing on the budget to determine the amount of property taxes to collect to pay for services the city would provide in 1993. Tom Anderson, 100 Navajo Road East, asked why $8,500 was budgeted for the Hamel Athletic Club instead of $9,500 as requested by the Athletic Club. Anderson said the Club needs more money to run its summer recreation program because the number of participants has increased from 500 to 800 kids. Marilyn Fortin, 365 Comanche Trail, said she could not understand how the city's share of property taxes would decrease when her notice of proposed property taxes indicated a 13 1/2% increase for the city. Councilmember Thies said cities must adopt a proposed levy and certify it to the county auditor by September 15, which is simply too early to finalize the actual levy amount the city needs. Thies said the council typically has to adopt a higher levy amount in September because the final levy certified to the county may not exceed the amount of the proposed levy, but may be less than the proposed amount. Thies added that the final budget proposal contained a levy of $894,000, a decrease of $104,000. Randy Mayer, 762 Highway 55, said he was concerned about the increase in property taxes. Mitchell said the council met its objective to keep the city's tax rate at its current level of 15.24%. Jim Johnson, 435 Ridgeview Circle, said the council should reconsider the amount of financial support it gives to the Hamel Athletic Club because of the increase of kids that participate in the recreation program. Johnson said the Club would like to purchase $2,000 worth of equipment to maintain the parks and reduce maintenance costs. Moved by Thies, seconded by Zietlow, to close the public hearing at 7:45 p.m. 204 Motion carried unanimously. Acting Mayor Mitchell directed Clerk -Treasurer Karlson to put the Hamel Athletic Club's request for equipment purchases on the next council agenda for consideration. Moved by Thies, seconded by Mitchell, to adopt Resolution No. 92- 108, "Resolution Establishing the 1993 Tax Levy and Budget." Ayes: Mitchell, Thies, and Zietlow. Nays: None. Resolution No. 92-108 adopted on a 3-aye and 0-nay vote. Note: The final 1993 tax levy and budget was approved as follows: 1993 Tax Levy: $ 894,000 1993 Budget: General Fund Revenues $1,417,865 Expenditures 1,417,865 Sewer and Water Funds Revenues $ 268,000 Expenditures 249,360 Moved by Thies, seconded by Zietlow, to adjourn the meeting at 7:58 p.m. Motion carried unanimously. Acting Mayor
