Minutes of the Regular Meeting/Public Hearing of May 24 1995 Mr. Lynch moved, and Mrs. Winston seconded, that the minutes be approved as circulated. Mr. Harrington stated that Randall Stofft, architect for the Madjarov residence, has requested to make an informal presentation for another new home which will be formally considered at the July meeting. The presentation would be added to the agenda as item VI.B. Informal Presentation. All Board members agreed to amend the agenda and hear the presentation. V. Announcements. A. Mr. Harrington announced the next regular meeting will be held on July 19, 1995, at 8:30 a.m. VI. PUBLIC HEARING A. Applications for Development Approval 1. John and Elizabeth Fogarty, 2918 N. Ocean Blvd., Gulf Stream, Florida. a. AlA VEGETATIVE DISTURBANCE PERMIT - To permit the replacement of Hibiscus hedge with Ficus hedge and the addition of native palm and canopy trees within the property legally described as Lot 42 and part of Lot 41 in the Gulf Stream Properties Subdivision. In the absence of the applicant or a representative, Mr. Harrington summarized the request pointing out that the hedge to be replaced and some of the proposed trees are within the North Ocean Boulevard Overlay District and thus, require approval of a disturbance permit. Mr. Harrington concluded by stating he found the request to be Architectural Review and Planning Board Regular Meeting - June 21, 1995 Page 2 consistent with all applicable review standards and recommends approval without conditions based on this finding. Hearing no comments from the public, Mr. Lynch moved to approve the request for a North Ocean Boulevard Landscape Disturbance Permit as requested upon a finding that the landscape plan meets all applicable permit standards. Before beginning the proceedings, Attorney Hawkins administered an oath to the applicant's architect and all members of the public who wished to speak on this matter. Randall Stofft, architect for the project, presented a colored rendering of the front elevation and noted he had received the staff report. Relative to suggestions in the report, Mr. Stofft stated that his client was willing to make some changes to the home including a redesign of the octagonal rooms in the rear, the addition of architectural embellishments to the side elevations (i.e. shutters), and the reduction of some glass along the back. Overall, though, Mr. Stofft stated that he believed the proposed structure works well with surrounding structures in terms of its mass, its footprint and the fact that it is only one story. Mr. Devitt commented that he felt shutters on the side elevations were an important element. Mr. Stofft agreed and stated that would be no problem. Mrs. Winston noted that the floor plan did not reflect a window in the bathroom on the side elevation and wondered whether it was to be glass block. Mr. Stofft replied there would be a window but it would not be glass block. Mrs. Winston then asked for more detail regarding the redesign of the octagonal rooms. Mr. Stofft replied that they had no specific plans to show at this time but that the exercise room probably would be reconfigured to have a bay window with the roof extended over it rather than having a whole other roof line as was shown. He stated he intended to have the octagonal elements balance one another and act as terminating elements because they are near the corners of the house, but they are not required. Mr. Devitt inquired as to the design and materials of the front doors and the columns on the left front window. Mr. Stofft indicated the Architectural Review and Planning Board Page 3 Regular Meeting - June 21, 1995 front doors are wood with a molding insert. Regarding the columns in the left front window, Mr. Stofft replied they were intended to play off of the columns used at the entry, but they are not critical. Mrs. Winston indicated she felt the house would look better without the window columns. Mr. Devitt agreed and Mr. Stofft indicated removal would be no problem. Chairman Wilson stated that the point of the Design Manual was to maintain compatibility between houses in the same zoning district. The preferred style in the Gulf Stream Core District is the Gulf Stream -Bermuda, which is typically one-story with a white cement tile roof, and the Spanish -Mediterranean style is discouraged. Given this, Mr. Wilson requested Mr. Stofft address the proposed use of barrel tile. Mr. Stofft responded that he is aware of the Design Manual requirements and that the Core district is composed mostly of the Gulf Stream -Bermuda style. However, he continued, on this street there are already three different roofs including white cement tile, barrel tile and cedar shakes. As a result, he felt the proposed house would fit in quite comfortably and add beauty to the area. Mr. Lynch stated he felt the barrel tile worked on the lot, and Mr. Devitt noted that, upon seeing the colored rendering, he, too, believed the barrel tile was acceptable. Mr. Harrington then reviewed his report noting the discussion in the report concerning the slope along the rear property line. Mr. Harrington continued that he and Mr. Skokowski of Urban Design Studio (the Town's consulting design professional) found that the proposed home meets the minimum criteria of the Design Manual. However, he noted a number of suggestions are included in the staff report in effort to bring about a greater consistency with the Manual. These suggestions include: removing the angular walls on the back; reducing the window area on the back; providing more architectural details on the sides and rear similar to those shown on the front; and using white cement tile for the roof and incorporating other Gulf Stream - Bermuda design elements. He concluded by stating that he recommended approval of the Architectural/Site Plan Review and Land Clearing Permit requests with the condition that the slope along the rear property line be reduced and that if a retaining wall is to be used, it be no higher than two feet and be located at the edge of the pool deck, not on the property line. He also noted that, based on discussions at this meeting, the applicant has agreed to address three of the four suggestions in his report. Jim Wolter, the neighbor to the west of the subject property, asked what the size of the home is in proportion to the size of the lot and inquired as to whether the Madjarov's would occupy the house or sell it and whether that made any difference in these proceedings. Mr. Wilson responded that the size of the home is just under the maximum permitted for this particular lot, and Mrs. Madjarov indicated from the audience that they intend to live there. Architectural Review and Planning Board Page 4 Regular Meeting - June 21, 1995 Mona Wolter, also of the neighboring property, inquired as to when the next hearing would be. Mr. Wilson stated it would be on July 21, 1995, in front of the Town Commission. Chris Dooney, Town resident and representative of the Gulf Stream Homeowners Improvement Association (sewer association) expressed concerns about the impact of period floods on the proposed septic system and the potential health and odor problems that may result. Mrs. Wolter also questioned the use of a septic tank in light of the availability of the sewer system and wondered where exactly the septic system would be located. Chairman Wilson responded the Town has no control over septic systems as all authority in that area rests with the health department. Mr. Stofft replied that the applicant would meet all requirements of all agencies. Mr. Harrington stated the tank and drainfield are proposed for the southwest corner of the property and noted that the last several septic permits he has seen required a drainfield height of +7.5 NGVD. If that is imposed here, a large mound would be required in the front yard and the grading and drainage plan would have to be substantially revised. Mr. Madjarov, speaking from the audience, indicated he hadn't given the issue a lot of thought to date and would look into it further after receiving site plan approval from the Town. Following discussion from members of the public who were present, Mr. Harrington read a letter received from James Finley of 335 Old School Road, the neighbor to the south. The letter stated the Finleys had no objection to the proposed home but were concerned about the fill to be added and the possible drainage impacts it might have on the Finley's property. Mr. Harrington stated no other written comments have been received. Upon hearing no further public comment, Chairman Wilson, closed the public hearing and opened the floor to comments by Board members only. Mr. Lynch stated he felt the applicant did a good job addressing the suggestions in Mr. Harrington's report with the exception of changing the roof tile. However, he had no problem with the roof tile. Chairman Wilson indicated the colored rendering looked much better than the black and white plan and that while he still preferred white cement tile, he did not find the barrel tile to be offensive. He then thanked the applicant for his willingness to cooperate with the Town and for agreeing to redesign the angled walls in the back. He also encouraged the applicant to seriously consider hooking into the sewer system. Mr. Devitt and Mr. Hopkins echoed these comments. Mr. Lynch moved, and Mr. Hopkins seconded, to recommend approval of the Land Clearing Permit and Level 3 Architectural/Site Plan Review to the Town Commission with the following conditions which are necessary to make a finding that the proposed plans are consistent with all applicable criteria: 1) the angular walls in the rear of the house be redesigned to a more rectilinear form and the glass visible from the back be reduced; 2) additional architectural details be included on the side elevations, such as shutters, to achieve an appearance similar to that of the front elevation; 3) the columns around the Architectural Review and Planning Board Page 5 Regular Meeting - June 21, 1995 front left window be removed and shutters be added to achieve an appearance similar to other windows on the front; 4) the columns for the covered porch in the back be re-examined and rough wood or coquina be considered to achieve an appearance more consistent with the front of the house, and; 5) the slope along the rear property line be reduced, and if a retaining wall is used, it shall be no higher than 2 feet and shall be located at the edge of the pool deck and not on the property line. Randall Stofft, architect, as agent for Mr. and Mrs. Pontius, informal presentation of plans for a new house to be located on a lot immediately south of 1357 North Ocean Blvd., Gulf Stream, Florida. Mr. Harrington reminded the Board that the following was an informal, non-binding presentation and review. As such, the Board was not obligated to respond but if they so desired, they could provide comments and direction to the applicant for incorporation into the plans prior to a formal presentation. Mr. Stofft then presented renderings of both the front and rear elevations of the proposed home, along with prints of the other elevations and site plan. He reminded the Board that he was the architect for the Craft house next door, which was the first to undergo review under the new code, and that he had attempted to incorporate what he learned from that process into this house. He pointed out that while it is a two-story structure, it has a number of one story elements and step backs as preferred in the Design Manual. He also pointed out the gables and shutters on the rear, which, in his opinion, worked to soften the appearance of the larger window areas. Lastly, he stated the home would have real barrel tile that would be of one color. Mr. Lynch indicated the overall form of the home seemed acceptable but the center window in the rear appeared to be two -stories, which the Design Manual does not permit. Mr. Stofft indicated he would review this design and bring back alternatives to the next meeting. Mr. Wilson added that he, too, thought the home was generally attractive and well -massed but that the window needed improvement. Mr. Harrington indicated he had not had time to conduct a thorough ( ) review but had three comments. First, the window in the back appeared to be two -stories, as discussed, and that the Manual did not permit this. Second, the window on the upper left of the front elevation was too large and the design too inconsistent with other windows on the elevation. Given that this was for a bathroom, he felt it could be improved with no impact on the interior. Mr. Stofft indicated he would revisit this area as well. Lastly, Mr. Harrington pointed out the proposed outdoor shower area on the side of the house is in the side setback. He questioned whether this was acceptable to the Board given that mechanical equipment is not permitted in the side setback. Most Board members indicated they did not have a problem with it. VII. Items by Staff. A. Construction in Progress in May, 1995. The report revealed there to be $8,101,195 worth of construction in progress in May, 1995. As an additional item, Mr. Harrington told the Board that he had been notified by the American Society of Landscape Architects that the Design Manual had won an Award of Merit, which will be formally presented at the organization's national meeting in Cleveland in October. VIII. Items by ARPB Members. There were no comments from Board members. IX. Public. There was no comment from the public. X. Adjournment. Chairman Wilson adjourned the meeting at 9:50 a.m. on a motion to do so made by Mr. Lynch and seconded by Mrs. Winston with all voting in the affirmative. -b .
